GUIDE WILL BOOST ESD REPORTING FOR FISHERIES
Australia's ability to report on the ecological sustainability of its wild capture fisheries has received a major boost with the launch this week of a practical 'How to' guide to Ecologically Sustainable Development (ESD) reporting. The Guide is part of a major project, funded by the Fisheries Research and Development Corporation to develop a national framework to assist Australian fisheries management agencies, individuals and the fishing industry report on how they are contributing to the objectives of ESD. The 'How To' Guide provides step-by-step instructions to assist individuals, agencies and the industry complete reports on ESD for their fisheries. Leader of the project, Dr Rick Fletcher from the Department of Fisheries, Western Australia, said the guide will help these groups meet increasing government and community expectations. "The urgency to develop a comprehensive and practical reporting system has increased substantially in recent years with changes to legislation at both the Commonwealth and State levels along with increasing community expectations.

Salmon Farming in British Columbia
Fisheries and Oceans is not fully meeting its obligations to protect wild salmon stocks
Chapter 30 Ottawa, 6 February 2001 Fisheries Act to protect wild Pacific salmon stocks and habitat from the effects of salmon farming in British Columbia, says the Auditor General of Canada. In his Report tabled today in the House of Commons, Denis Desautels notes that the Department is managing on the basis that salmon farming poses an overall low risk to wild salmon and habitat. He urges the Department, in consultation with the Province, to address shortcomings in order to ensure the co-existence of sustainable salmon fishing with the farming industry. "Salmon farming has become an established industry in British Columbia," noted the Auditor General . "However, there are conflicting views on its effects on wild salmon stocks and the environment. In light of the potential risks at stake, it is fundamental that Fisheries and Oceans conserve and protect wild salmon and its habitat as the Fisheries Act requires it to."

Long-standing concerns must be addressed Ottawa, 3 December 2002 The audit identified a number of obstacles. For example, there are five regional coast guards rather than one integrated national program. National policies, standards and levels of service expectations are out of date. And since 1997, the Department has identified a need to amend the 120-year-old Navigable Waters Protection Act , which does not currently respond to the demands of modern waterway use. Many of the issues were first identified in the Auditor General's December 2000 report on how the Department of Fisheries and Oceans manages its fleet. The Auditor General has also noted that some of her observations on management of navigational support services date back to 1983. The Department must modernize and better manage its navigational support services and boating safety activities. The pressures to modernize include a growing reliance on sophisticated technology by users, a greater diversity of waterway use, ongoing fiscal pressure, international obligations, and demands from industry. "I am concerned about the long-standing nature of many of the management issues confronting the Department."

Visit by members of NL’s all-party committee
March 17, 2003 Earlier today, I had the pleasure of meeting with several members of the Newfoundland and Labrador All-Party Committee. They presented me with their report on the state of cod stocks in the Gulf of St. Lawrence and east of Newfoundland and Labrador. We had a good discussion about their recommendations as I gather information before making decisions about this year’s fishing season. I would like to thank Premier Roger Grimes and other prominent leaders of Newfoundland and Labrador for taking the considerable time and effort to come to Ottawa to provide me with their views about such an important topic to not only their province, but also to Canada. We share a mutual interest in working together to better serve the people we both represent. I appreciate the hard work undertaken by the members of the all-party committee and was very interested in the options they presented to assist the Government of Canada in its deliberations. I am not in a position to make a detailed response to the recommendations as I received a final and complete version of the report only a short time ago. I need time to read it and reflect on its findings.

Data proves global fisheries crisis A UBC researcher has hard evidence to back up what many scientists have long suspected marine fisheries are in a global crisis. In an article appearing in the Feb. 6 issue of the journal Science , UBC Fisheries Centre Prof. Daniel Pauly demonstrates a shift in global fisheries catches away from species high in the food web, like snapper, halibut and tuna, to species lower in the food web, like anchovies and shrimp. The 45-year decline is especially pronounced in the northern fisheries, like Canada's, which have highly efficient and technologically advanced fleets. Pauly's data shows that as larger predators at the top of the food web are decimated, fishers move down the web to more abundant plankton eaters, such as anchovies. Targeting more abundant species further down the food web should lead to increasingly large catches. Instead, a phase of stagnating or declining catches is the usual outcome, says Pauly. "By removing big predators and going after their smaller prey, we are ripping the fabric of these webs, and endangering their ability to produce harvestable fish at any level," Pauly says.
