Located within sight of St. Louis Gateway Arch, Frank Holten is an urban site almost entirely surrounded by East St. Louis. The 1,080-acre park features an 18-hole golf course and facilities for fishing, picnicking, and other outdoor recreational activities. The park was established in 1964 and named Grand Marais. On May 1, 1967, the name was changed to Frank Holten, in honor of the late distinguished legislator from East St. Louis. First elected in 1916, Holten served 48 years in the Illinois General Assembly. He died in December, 1966 at the age of 98.
Natural Features
In addition to the lakes and facilities located at Frank Holten, the park features a diversity of plant and animal life. Shade and decorative trees include Scotch pine, maple, oak, poplar, sycamore, ginko, tulip, red bud, sweet gum, and wild cherry. Water lily, lilac, arrowhead, bridal wreath, honeysuckle bush, and mock orange are some of the blossoming flowers and bushes. Many common wildlife species may be viewed in the park, such as rabbit, squirrel, raccoon, fox, groundhog, muskrat, and mink.

Pere Marquette State Park is one of the starting points (along with Alton) of the Sam Vadalabene Bike Trail . This 20 mile paved biking and hiking trail parallels the Mississippi River, the Illinois River, and the Meeting of the Great Rivers Scenic Byway. It is known for its scenic views along with plenty of attractions and amenities. But the Vadalabene Trail isn’t the only option open to bikers in the area. For more details check out the Footpower page at greatriverroad.com Fishing Anglers can fish for bluegill, carp, catfish, crappie, drum, largemouth and white bass in the Illinois River which runs adjacent to Pere Marquette State Park. Nearby fishing sites include the Mississippi River State Fish and Wildlife Area and the Two Rivers National Wildlife Refuge . In addition, anglers can be seen along the banks of the Mississippi River and at the Melvin Price Locks and Dam. An Illinois fishing license is required unless you are fishing on the Mississippi River, where a Missouri license is also acceptable. The main feature of the park, it's 1800-plus acre oxbow lake, has plenty of flooded cypress trees and a real swamp-like feel. The western portion of the lake is considered to be the best area to find crappie. Anglers looking for bass should stick to north and south ends. The lake’s three foot depth which makes it ideal for bluegill and channel catfish can also be found. Boat fishing is allowed except during waterfowl season and a 25 horsepower limit exists for all watercraft. The best fishing place is said to be right off the causeway leading to Walker Island. An Illinois fishing license is required. If you don't have a current license, see the Area Services page or buy a license online at the IDNR website Hiking Four miles of hiking trails can be found in the natural area of Walker Island. There are bird watching areas at the different habitats that can be found on the island and include a hardwood pond, old fields, grasslands, and wetlands. Camping The park's campsite is located on Walker Island in the middle of Horseshoe Lake accommodates 48 tent or trailers. An archery range, nature trail and an historic Native American mound are all located near the campsite. Amenities at this campsite include a sanitary dump station, pit toilets, and water hydrants that are all conveniently located. All campers must secure a permit from the park ranger. Reservations are accepted and prices are $11 for campsites.

Sound Values W hile few people question the desirability of acting to protect and preserve Long Island Sound, serious questions arise regarding the costs. The Long Island Sound Study has produced a management plan that sets out an ambitious agenda to improve water quality, protect habitat and living resources, and educate and involve the public. This agenda includes major capital projects such as sewage treatment plant improvements, combined sewer overflow abatement programs and polluted surface runoff controls. The potential long-term costs for the sewage treatment plant programs alone approach $8 billion. Is an investment of this magnitude justified? Is the Sound really worth saving? What is the Sound actually worth in real dollars? To address such questions, the Long Island Sound Study turned to Dr. Marilyn A. Altobello, a University of Connecticut Associate Professor of Agricultural and Resource Economics. She was commissioned to develop estimates of values and economic impacts of the important water quality-dependent uses of Long Island Sound. These would be the uses most affected by the management plan actions and they are the ones that might best characterize the worth of the Sound monetarily. Altobello investigated commercial fishing and shellfishing, and recreational fishing, boating, and beach swimming on both Connecticut and New York sides of the Sound. She also developed estimates of coastal wetland values and intrinsic or "non-user" values, and examined residential property values. Her work was conducted in 1990 and consequently used 1990 data when available. All dollar amounts were stated in 1990 dollars.

LAKE HARTWELL One of the largest man made lakes in the south, Lake Hartwell offers fishing, camping, sailing and other recreational activities. The U.S. Corps of Engineers maintains numerous parks and camping locations along the lakes 962 miles of shoreline. With only a 25 foot setback from the lake, homes can be built on the lake with tremendous vistas and easy access, often with boat docks. Hartwell Dam is located on the Savannah River, approximately 8 miles east of the city of Hartwell on U.S. Hwy.29. The lake was designed and built for flood control and to provide a constant supply of water for all those downstream on the Savanah River. The dam is also used as a hydroelectric facility to generate power during peak demand times, thus helping to give local residents low cost electricity. Public tours are available of the dam and powerhouse. Just call the local Corps of Engineers office at (706)-376-4788 for dates and times. Special tours may be arranged for groups or tours.
