Floods What Is A Flood? Floods are the most common and widespread of all natural disastersexcept fire. Most communities in the United States have experienced some kind of flooding, after spring rains, heavy thunderstorms, or winter snow thaws. A flood, as defined by the National Flood Insurance Program is: "A general and temporary condition of partial or complete inundation of two or more acres of normally dry land area or of two or more properties (at least one of which is your property) from:
  • Overflow of inland or tidal waters, Unusual and rapid accumulation or runoff of surface waters from any source, or A mudflow.
[The] collapse or subsidence of land along the shore of a lake or similar body of water as a result of erosion or undermining caused by waves or currents of water exceeding anticipated cyclical levels that result in a flood." Floods can be slow, or fast rising but generally develop over a period of days.

    Table of Contents
During the 20th century, floods were the number-one natural disaster in the United States in terms of the number of lives lost and property damage. For more than 110 years the U.S. Geological Survey (USGS) has measured floods for the Nation's benefit while supplying additional streamflow data with its extensive stream-gaging network. Thirty-two of the most significant floods (in terms of number of lives lost and (or) property damage) in the United States during the 20th century are listed according to the various types of floods. Internet sites for acquiring near-real-time streamflow data and other pertinent flood information are provided.
    USGS Flood Measurements
The USGS currently (2000) maintains more than 7,000 stream-gaging stations throughout the United States, Puerto Rico, and the Virgin Islands that monitor streamflow and provide data to various Federal, State, and local cooperating agencies as well as the general public. Some of these stream-gaging stations have been in operation since before 1900, providing more than a century of water informaton for the Nation. In addition to providing critical information on flood heights and discharges, these stations provide data used in the effective management of water-supply and water-quality needs, protection of aquatic habitat, recreation, and water-resources research.

Food Safety in Hurricanes and Floods
Advance preparation is a key to food safety during a hurricane and the floods that can accompany it. Those living in hurricane areas should keep adequate supplies on hand because power will likely be disrupted, putting food in danger.
    EMERGENCY SUPPLIES
    • Food and water for four to five days Hand can opener Battery-powered radio Extra batteries Camp stove or other emergency cooking equipment Flashlights, candles, matches, kerosene lamp Fire extinguisher and first aid kit
    FLOODING AND FOOD
Flooding often accompanies hurricanes. Persons living in areas subject to floods should be ready to raise refrigerators or freezers by putting cement blocks under their corners. Canned goods and other foods kept in a basement or low cabinets should be moved higher. Flood waters may carry silt, raw sewage, oil or chemical waste. If foods have been in contact with flood waters, follow the "Safe Handling" recommendations.
    HURRICANE "WATCH"
If the National Weather Service announces a hurricane watch, expect hurricane conditions within 24 hours.

Rain, floods, mudslides force evacuations in Northern California
    January 1, 1997
Web posted at: 9:15 p.m. EST GUERNEVILLE, California (CNN) Torrential rain fell over northern California Wednesday, swelling rivers, flooding homes and spurring mudslides. The National Weather Service warned the worst is yet to come. Mudslides and flooding have closed dozen of roads in Humboldt County and floodwaters in Napa have stranded cars. The rising Sacramento River in Tehama County has forced residents to higher ground. Between 4 and 6 inches of rain fell in 24 hours north of San Francisco and the National Weather Service said about the same amount was forecast for the next 24 hours. Homes, businesses and roads in low-lying areas near the Russian River were already flooded. Local officials were urging residents to leave. "The picture is not looking good today at all," said Janice Atkinson, a spokeswoman for the Sonoma County Office of Emergency Services, which monitors the Russian River. "Roads in the area are going under water faster than we can keep a list of them. Residents are urged to evacuate as soon as possible," she said. Fifty-nine people spent Tuesday night at a Red Cross shelter in nearby Sebastopol, but that number was expected to "increase dramatically throughout the day," she said.

This site is a research tool for detection, mapping, measurement, and analysis of extreme flood events world-wide using satellite remote sensing. The Observatory provides yearly catalogs, maps, and images of river floods, from 1985 to the present, and it is developing methods for obtaining globally-consistent measurements of these events.
We frequently produce the first geocoded image maps of large floods , and these and related GIS data layers may be downloaded in digital form from this site.
Among the resources used are the cloud-penetrating radar imagers aboard European Remote Sensing Satellites (ERS-1 and ERS-2), the Canadian-American Radarsat, the Quikscat scatterometer , NASA's AIRSAR/TOPSAR airborne sensor, Landsat-7, NOAA's AVHRR sensors, and MODIS and ASTER data from Terra. As part of this work and using the MODIS sensor, we are measuring some rivers and streams on a repeating basis (go to Global Hydrographic Array homepage).http://nato.inmh.ro
