More than 400 people have been killed in recent weeks in flooding caused by heavier and earlier than usual seasonal rains. Since 1983, several investigators have developed a theory of drumlin formation by catastrophic flooding due to the release of meltwater that is believed to have accumulated beneath melting ice sheets. The proposed catastrophic sheet floods, as wide as the drumlin fields, formed the drumlins and related streamlined landforms, such as flutings, over wide areas. So-called rogen moraine, consisting of transverse ridges of drift, often found associated with drumlins, is reinterpreted in the meltwater flood hypothesis as possible giant current ripples. Existing drumlin fields reveal the extent of the areas affected by the proposed catastrophic floods. The Livingstone Lake drumlin field in Saskatchewan, where some very striking examples of streamlining occur, was the type region for the development of the new theory [Shaw et al., 1984] . The sheet flood flows proposed for this area by Shaw et al were about 150 km wide, and the total volume of the meltwater reservior was estimated as about 84,000 km The subglacial flood hypothesis for drumlin origin has been applied to drumlins in New York, southern Ontario, the northeast shore of Georgian Bay in Ontario, and to the interpretation of hummocky terrain in southern Alberta, and other areas, by various workers. Shaw suggested as many as 10 meltwater discharges, similar to those which caused the Livingstone Lake drumlins, would be needed to account for drumlin fields in other areas

The Potomac and other rivers in the region were expected to recede later in the day, but the aftermath of Hurricane Fran remained troublesome to the south, where electricity was still out for hundreds of thousands of people, mostly in North Carolina and Virginia. The discovery pushed the death toll to 26 following heavy rain that moved westward after swamping the central and southern portions of the state. Divers in San Antonio located the white Lincoln Town Car in 10 feet to 12 feet of water in Salado Creek. Inside, they found the bodies of Donna O'Bar, 65; her son, Richard Hartman, 47; Jennifer Allensworth, 20; and Allensworth's 2-month-old baby, Mallory Hartman. They were last seen Saturday night in Jourdanton, a suburb south of San Antonio, leaving a wedding reception during a heavy rainstorm.

In Paris, the international aid group Doctors Without Borders said Friday it would send several charter flights to hard-hit flood areas in China. Storms have dumped up to 22 inches of rain on nine provinces along the Yangtze River since last weekend. While the floods in Mozambique during the past month have undoubtedly reversed much of the progress made recently on many fronts in Mozambique, their impact on the country's well-established mine action programmes remains mostly unknown at this point. It is not yet possible to evaluate the impact of the floods that have devastated the southern and central region of the country, including the mine-affected provinces of Maputo, Gaza, Inhambane, Sofala and Manica. Most areas affected are still inundated by the floods with the possibility of more floods as river levels increase again. In the areas where the flood is receding, there is still little mobility with few villagers returning home. In addition to mines, many other life-threatening problems confront Mozambique as a result of the flooding including the threats of malaria and cholera. Related Material

Toward a Mine-Free World
The main danger with respect to mines is however very clear: there is no certainty as to where the mines are now because landmines and buried explosives, shift like stones in rushing water, and tend to move downstream following gravity. Some of the antipersonnel mines used in Mozambique were made of plastic and float in water. According to Gerhard Zank, the Mozambique representative of the Halo Trust, a British demining agency: "In the past, mines have been washed downstream in heavy rains, but we never had flooding on this massive scale before. We just don't know what the effect will be."

How do flash floods occur?
Several factors contribute to flash flooding. The two key elements are rainfall intensity and duration. Intensity is the rate of rainfall, and duration is how long the rain lasts. Topography, soil conditions, and ground cover also play an important role. Flash floods occur within a few minutes or hours of excessive rainfall, a dam or levee failure, or a sudden release of water held by an ice jam. Flash floods can roll boulders, tear out trees, destroy buildings and bridges, and scour out new channels. Rapidly rising water can reach heights of 30 feet or more. Furthermore, flash flood-producing rains can also trigger catastrophic mud slides. You will not always have a warning that these deadly, sudden floods are coming. Most flood deaths are due to FLASH FLOODS Most flash flooding is caused by slow-moving thunderstorms, thunderstorms repeatedly moving over the same area, or heavy rains from hurricanes and tropical storms.

Seven cities and 180,000 residents along the river in Jiangsu province were threatened by the rising waters, although the storm itself had been downgraded to a tropical storm. Water levels along the lower Yangtze in eastern Jiangsu province were 8 inches (21 cm) above record levels, according to newspaper reports. Soldiers joined civilians to shore up dikes along lakes in Jiangxi province. "The situation at Boyang lake is really dangerous," said a government official. "We did not sleep all night last night." A government official in Jiangxi said serious damage had occurred throughout the province, and that people had been killed. He did not elaborate. One person died in Fujian province Friday. A significantly weakened Herb headed north Saturday into Hubei and Hunan provinces. Much of the area struck by Herb was already reeling from and seasonal floods and from Typhoon Gloria, which moved through the region last week. In recent weeks, nearly 1,800 people have died as a result of storms and flooding, and millions of tons of crops have been damaged.

JERUSALEM—In what theological and meteorological authorities are calling "a wrathful display of Old Testament proportions," the Lord Almighty re-flooded the Middle East Tuesday, making good on last week's threat to wipe the region clean if there was not an immediate halt to the bloodshed between Arabs and Jews. A 200-foot wave bears down on Palestinians clashing with Israeli soldiers in the West Bank town of Hebron. The Lord made the decision to go ahead with His second Great Flood after last-ditch U.S.-Saudi peace initiatives were rejected Monday night. "The Lord thy God has warned you and warned you, but you have, in your hatred and selfishness, chosen to turn away from Him," read a press statement from God, delivered by seraphim and cherubim acting as His earthly agents. "Prepare now to face His wrath and be drowned beneath the cleansing waters of His righteous rage. Children of Israel and Palestine, you who would not repent your sinful ways and live together as God's children, prepare to face your doom under the unstoppable deluge of the Lord's retribution." As of press time, a torrential rain continues to fall on Israel and the West Bank, with the downpour expected to continue for another 39 days and 39 nights. Thus far, flood waters have risen more than 200 feet, drowning most of the humans and animals in the vicinity. The few remaining survivors, most of whom cling to pieces of driftwood, have made desperate pleas for mercy, but their cries have fallen on deaf ears in Heaven, with the Lord refusing to stem the raging waters.

As this is written, the international relief operation in Mozambique is finally into high gear. So is the debate about to what extent the response to catastrophic floods in Mozambique and neighboring countries was too little and too late, illustrating yet again the double standard of the world's response to crises in Africa. Yet there are also significant new features in the response to the crisis. Fundraising and volunteer contributions from within Mozambique, from neighboring South Africa and from around Africa (the Organization of African Unity, Malawi, Ghana, and other countries) are at much higher levels than in previous African natural or human-caused disasters. Contributions have even been received from East Timor, a fellow ex-Portuguese colony. Perhaps it is because Mozambique arouses particular sympathy because of its decades of suffering from war, only to be hit with yet another colossal human tragedy. Perhaps it is because Mozambique despite its poverty is one of the African countries most proficient in using the internet. Perhaps it is because communication within Africa is improving. Nevertheless, there is the usual danger in response to international crises, that the world's attention will be fleeting more focused on the dramatic helicopter rescues or immediate relief needs than on the rebuilding efforts that Mozambicans repeatedly stress must be built into the response. It is also likely that international agencies will get greater resources than their Mozambican counterparts, and that existing Mozambican and regional organizations will be weakened rather than strengthened by some outside efforts.
