Web posted at: 8:17 p.m. EDT (0017 GMT) WILMINGTON, North Carolina (CNN) Hurricane Bonnie flooded areas of North Carolina coastline, plunged many neighborhoods into darkness and ripped the roof off a small hospital, forcing an evacuation of about 50 patients on Wednesday. Details of the extent of Bonnie's damage remained sketchy, as people sought refuge from the storm that was slowly making its way across the state. Bruce Baughman, operations and logistics director for the Federal Emergency Management Agency, said that because of Bonnie's slow progress, it may be Friday before a full damage assessment can be made. Among the early reports of damage:
  • About 166,000 people were without power, as high winds downed power lines and poles and damaged trees. About 19,000 people have taken refuge in shelters.

    for kids and adults I often get asked about lightning safety. There are several reasons why people ask me. One is because I spend so much time out in the middle of storms. Another is because I have worked in the safety field for almost thirty years. I taught driver education at the high school and college levels for about ten years. Then I became the Safety Coordinator for the City of Tucson. This experience has taught me a lot about safety.
    Along the way life has taught me some other lessons which can be applied to safety, as well. For instance, I have learned that there are things that you can do something about, and there are things that you can't change. For example, you can make a lot of difference in how you live your life and what your future holds by the way you behave and the kind of education you acquire. On the other hand, you can't do a lot about the genetic hand you are dealt in life, not yet, anyway.
    In the world of safety there are risks that you can do a lot about and others that you can't effect so much. One of the tricks to being safe as you go through life is take action where you can be effective and not worry too much about those risks you can't do much about. For instance, you can wear a helmet when you ride your bike. You might still crash and get some road rash, or break an arm or leg or something. But you've greatly reduced the chances of a serious head injury. A broken arm can mess up your life for a while, but you can live with it. A broken brain box is a different matter all together.

    When it rains heavily, there may be flash floods. Flash floods occur in mountain streams - often in canyons; or flooding of dry washes. But they do happen in cities as well.     Summary Written by Scott F. Hickman
    The floods of January 1997 were caused by several factors. First, the Sierra and western Nevada had experienced two above normal precipitation years (1995, 1996). Second, a major winter storm December 21 st and 22 nd 1996 deposited heavy snow in the Sierra and western Nevada. Four to six feet of snow was common below 7000 feet in the Sierra with up to eight feet at the higher elevations. One to three feet of snow was found across the valleys of western Nevada. The following week into New Years' Day showed a dramatic change in the weather pattern. Copious amounts of moisture and warm air were transported from the subtropics into the Sierra and western Nevada. The heaviest rainfall occurred January 1 st and 2 nd , and snow levels were as high as 11,700 feet on the 1 st
    An incredible amount of rainfall and snowmelt runoff poured out of the Sierra Nevada from December 30, 1996 to January 6, 1997. For example, an estimated 25 inches of rain and snowmelt runoff occurred during this period on the Squaw Creek Basin (in the upper Truckee River Basin in Placer County, California) during this period. This scenario was typical throughout the region and resulted in extensive flooding on the Truckee, Carson, Walker, and Susan Rivers. Record flooding occurred on much of the Truckee, Carson, and Walker Basins. This flooding caused tremendous amounts of public and private damage throughout the eastern Sierra and extreme western Nevada.

    ABSTRACT
    Rogen landscapes are defined by the morphology of the ridges and troughs and their locations in areas of former glaciation. They are transitional with hummocky and drumlin landscapes in associations of subglacial bedforms. This paper concentrates on the sediments within Rogen ridges and approaches their interpretation by way of the fundamental mechanics of high Reynolds Number flow beneath a wavy ice bed. The morphology, sedimentary characteristics and landscape associations of Rogen terrain are interpreted to record outburst flood from beneath the mid-latitude Pleistocene ice sheets. Analogous sediments to those in Rogen ridges are found around violently eruptive volcanoes and in areas inundated by outburst floods in modern environments. These sediments are deposited from highly turbulent, hyperconcentrated flows. Flood volumes of the order 10 km have implications for ice-sheet/climate/ocean interactions that are not recognized in present models. These implications are presented as speculations assuming the reality of outburst floods of huge magnitudes and short duration.

    (CNN) The massive Western rain has stopped, but melting snow and floodwaters from broken levees continued to swell rivers on Monday, especially in California, where mandatory evacuations were still in effect for more than 15,000 residents. 352K/9 sec.     The rains and runoff have also caused major damage in Nevada, Oregon, Washington and Idaho. Forty-one California counties have been declared state disaster areas, and 39 of them have also been declared federal disaster areas.

    James Lee Witt , head of the Federal Emergency Management Agency, was to continue his tour of flooded Western states on Monday. He planned to fly over some of the worst-hit California communities, including Yuba City and Marysville, along the Feather River near Sacramento, and Guerneville on the Russian River about 70 miles north of San Francisco.

Officials had earlier put the death toll at four. Joe Baxter, director of the Lawrence County Emergency Management Agency, told CNN the earlier estimate came from a witness who saw a vehicle containing four people being swept away by the floodwaters.     Most of Virginia's biggest floods have been associated with hurricanes, tropical storms, and their remnants passing over the commonwealth. The biggest cloudburst on record occurred in Guinea, Virginia on August 24, 1906 when 9.25 inches of rain fell in just 40 minutes! Virginia's worst disaster and flash flood was associated with the remnants of Hurricane Camille on August 20, 1969 when 27 to 30 inches of rain fell on the mountains of Nelson County. Rarely does a tropical system pass over the state without some portion of the commonwealth receiving a heavy rain and flood. These storms are often localized to a portion of the state such as Hugo in September 1989 which caused flooding on the New River in Southwest Virginia, but the remainder of the state was dry. Only in rare cases such as Agnes in June 1972 does the entire commonwealth experience flooding at the same time. Seven of the top ten river floods listed below were related to tropical moisture brought into the state from hurricanes, tropical storms, or remnant systems.     Web posted at: 11:45 a.m. EDT RALEIGH, North Carolina (CNN) Heavy rains brought the threat of more flooding Wednesday in parts of North Carolina, five days after Hurricane Fran soaked the state's coastal regions and filled rivers and lakes to capacity. Waters released from upstream dams was lifting river levels throughout the affected area, where thousands were still without electricity and at least seven secondary roads were blocked. James Lee Witt, director of the Federal Emergency Management Agency, told CNN that recovery efforts were under way. "The big problem there now is trying to get the power back on," he said. "I met with the power companies yesterday. By the end of the week they should have most of it on." (17 sec./186K AIFF or WAV sound) "Also they're trying to get the schools reopened," he said. Up to 350,000 people were still without electricity, and thousands more were without water. Witt said that emergency crews were supplying affected areas with water and ice. Engineers from the U.S. Army Corps of Engineers were trying to balance the amount of water they could release from dams with the steady inflow of rainwater that continued to swell lake levels. The corps cut its outflow from Falls Lake, which feeds the Neuse River in Wake and Durham counties, to reduce the risk of flooding downstream.

    An August 1998 report from U.S. Embassy Beijing Summary: Sharp declines in natural reservoirs such as forests and lakes, increased silting of rivers and lakes from the de-treed lands in the Yangtze basin, and steady encroachment on river beds by Chinese farmers have combined to push the flood waters to record levels during Summer 1998. Yangtze River flow rates are below historic highs but water levels are setting records because of silting. Satellite photographs taken over the past decade show increasing numbers of land-poor farmers moving into the most flood-prone areas. The encroachment by farmers onto natural flood holding areas such as wetlands, lakes and even river beds is, like the encroachment of the cities onto farmland, an important problem in the formulation, regional coordination and enforcmement of land use policy.     In this story: October 23, 1998 Web posted at: 2:17 a.m. EDT (0217 GMT) SAN ANTONIO (CNN) A 7-year-old child who had been in a vehicle that was washed off a road and an unidentified man were found dead Thursday afternoon, raising the death toll from this week's disastrous flooding. Now 28 people are confirmed dead in the wake of heavy rain that moved westward after swamping the central and southern portions of the state. Searchers in Caldwell County found the body of 7-year- old Devon McCoy, who was a passenger in a Chevrolet Suburban that was swept off a county road Saturday into a creek.
