published January 4, 2002 Hey, it's a rare privilege to hang out with the presidents of the University of Florida and Florida State University at the same time. Charles Young and Talbot "Sandy" D'Alemberte were in town the other day to talk about what needs to happen next, now that Florida's 11 state universities no longer operate under the umbrella of a central Board of Regents. What brought the top Gator and Seminole together in such agreement? They were on the road to drum up support for "devolution." That's the hot term being used to mean, giving their schools more independence, more local decisionmaking power. (In case you just arrived here from a state that cares, our Legislature killed the Regents as part of a "reorganization" of education in Florida. What that really means is that any vestige of resistance to political interference has now been removed. A senator with no formal education experience got himself hired as the new state secretary of education. Furthermore, Gov. Jeb Bush personally was able to pick new, local boards of trustees at each university 130-plus brand-new patronage rewards. All in all, it was a pretty sweet deal.)

Recordkeeping/Reports: Parochial, denominational, and private schools must keep a register of student enrollment and daily attendance in a manner prescribed by the state and open for inspection by the local superintendent or attendance assistant. Fla. Stat. Ch. 232.021. The register may be used as evidence in a court procedure for the enforcement of the Florida compulsory education statute. Fla. Stat. Ch. 233.19(5). Prior to admission to pre-kindergarten or kindergarten, a private school principal must require that the child provide evidence of age such as a transcript of the child’s birth record or certificate of baptism. Fla. Stat. Ch. 232.03. Nonpublic schools which become defunct must arrange for the transfer of student records to the local public school superintendent, or if a member, the principal office of a nonpublic school system or association. Notice of transfer must be given to the Department of Education. Fla. Stat. Ch. 228.092. Nonpublic schools serving K-12 students must file a database survey form with the Florida Department of Education indicating the name of the institution, address, telephone number, type, administrative officers, enrollment by grade or special group, number of graduates, number of instructional and administrative personnel, number of school days, and other data as needed under §228.092 and 232.021. Fla. Stat. ch. 229.808 (1),(2),(3),(4)-(7).

    NACSW Begins a New Home Study Program for CEU Credits A common suggestion from NACSW members has been to offer additional opportunities for earning continuing education credits, which in many states and provinces are becoming more important as a condition for maintaining one's social work license, certification, or accreditation. In response to this input, we're pleased to announce that through an agreement with JournaLearning International, NACSW is now able to offer members of NACSW continuing education credits for reading and answering questions related to the articles in our journal , Social Work and Christianity . This newest NACSW service, which we call NACSW's Home Study Program, was launched with our Fall, 1999 issue of SWC. You might be familiar with similar home study programs affiliated with other journals or organizations. JournaLearning International, for instance, also coordinates a home study program for readers of The Family Therapy Networker . Undergraduate s Research Centers Courses Links Welcome to the University of Florida Department of Economics The Economics Department has extensive and diverse programs that fulfill its teaching, research and service missions. Course offerings recognize the fundamental role of economics in both business and liberal arts education. Each semester, the department delivers approximately 16,000 student credit hours in courses that span general undergraduate education, undergraduate and MBA business core requirements, undergraduate and MBA electives and classes for doctoral students. Undergraduates can major in economics through either the Warrington College of Business or the College of Liberal Arts and Sciences and at the graduate level, the department offers a Ph.D. program. Research and service are linked through specialized center programs and through scholarly journal editorial work. Faculty from the Economics Department direct the Bureau of Economic and Business Research, the Center for International Business Education and Research, the Public Policy Research Center and the Public Utility Research Center. Governance Enrollment Planning
Florida expects rapid enrollment growth in public institutions over the next decade and projects a 26% increase in the number of high school graduates (from 1999 to 2010). At the same time, the state has made it a general priority to increase the percentage of state residents who hold the baccalaureate degree, although there are no specific numerical goals attached to this priority. The Council for Educational Policy Research and Improvement has recommended that the state consider expanding baccalaureate authority on community college campuses; to date, this has occurred only at St. Petersburg College (a two-year institution) in the high-demand fields of nursing, teacher education, and instructional technology. Many of the community colleges maintain concurrent or dual enrollment programs with the four-year institutions, and these concurrent programs enroll some 13,000 students. Academic Policies Affecting Transfer State law specifies that any student who earns an associate degree will be guaranteed admission into a public university degree program, and the units from core courses transfer as a block to any public institution. Thus students need not negotiate individual course-level transfers with the receiving institutions. They are not guaranteed admission into high-demand programs or into programs with special requirements, but the law requires that transfer students be treated the same way as native students with respect to admission to these programs. Students who believe they have been treated unfairly can bring their complaints before the Articulation Committee.
