ADE 21 Proposal
Component 1: Abstract
The central purpose of this proposal is to increase the capacity of Florida's adult education system and its regional personnel to innovate, apply new ideas, and enhance program effectiveness as we move into a new century. The target population for the grant request is composed of all adult education teachers and administrators in Regions I through V The principal Indicator of Adult Education Program Quality targeted by the proposal is IX, "Staff Development." The proposed activities will also have a measurable impact on one important dimension of Indicator VI, "Program Planning and Evaluation" (namely, community input to programs) and on one dimension of Indicator VII, "Curriculum and Instruction" (instructional resources: technology). Funds will be used to implement a project that qualifies both in the Special Demonstration and the Teacher Training categories of 353 funding. The workplan calls both for providing critical training to persons engaged in adult education and for strengthening the professional development system at a regional level in a manner that will "involve the use of innovative methods", "promote more effective programming" and further "a comprehensive or coordinated approach to problems of adults with educational deficiencies."

Program Description
The ADE 21 Project's essential purposes are to:
  • strengthen regional capacity for identifying and meeting adult educators' professional development needs in each of Florida's five regions;
  • engage business and community stakeholders in the process;
  • and to identify and cultivate training resources within the region itself as well as those available via inter-regional exchange. Regional Professional Development Advisory Councils (RPDACs) will be created in each Department of Education region of the state to direct the project activities and assure that the complementary points of view of adult education professionals, business representatives, community leaders, and students themselves are taken into account. The project offers a more systemic and proactive approach to reforming and upgrading professional development capacity for Florida adult education than has been available to date. Innovative educational technologies will also play a role in the professional development model implemented by ADE 21. The workplan calls both for providing critical training to persons engaged in adult education and for strengthening the professional development system at a regional level in a manner that will "involve the use of innovative methods", "promote more effective programming" and further "a comprehensive or coordinated approach to problems of adults with educational deficiencies". Overall, ADE 21 constitutes a critical component in current efforts of the DOE's Division of Workforce Development to help each state's region to take the lead in developing its own training infrastructure.

    On addressing the changing nature of leadership, University of Florida President John Lombardi said: "If we knew all there is to know about leadership it would be contained all in one book. Instead we move from one best seller to the next finding out all we can about this elusive topic." Lombardi made his comments to his school’s Higher Education Administration doctoral program. This lack of a coherent knowledge base presents a major challenge for graduate leadership programs if they are truly meeting the students’ needs for professional preparation. David Pierce, president of the American Association of Community Colleges, has stated that an important contribution could be made to community colleges if it were possible to identify the knowledge, skills, abilities, and competencies community college presidents need to be successful in the next century. In 1995, the 21st Century Education Leader Project was launched. The project, which was developed by the Institute of Higher Education at the University of Florida in cooperation with Saville and Holdsworth, Ltd., is an effort to move "beyond Jell-O to substance" and identify the attributes of a 21st century community college leader. The project provides a work profile for community college presidents of the 21st century, which can be used in leadership development and selection. After one year, preliminary results of the project are encouraging. Leaders of the Colorado community college system, including presidents, vice presidents of instruction, and system staff, have assisted in pilot testing this profile and developing baseline norms for each position. The Association of Community College Trustees has worked with a pilot community college to incorporate the profile into the college’s presidential search process. Results are also being analyzed in an effort to modify the graduate curriculum of the community college leadership program at the, University of Florida. The purpose this article is to review the process of the development of the profile and share some of the preliminary results and plans for further development.

    • Rabbi Mark L. Shook has been Senior Rabbi since 1987. A graduate of the University of Michigan (BA - Anthropology/Near Eastern Studies), he was ordained from the Hebrew Union College-Jewish Institute of Religion (HUC-JIR) in 1972. As Assistant and later Associate Rabbi of Congregation Temple Israel from 1972 until 1980, he was instrumental in organizing our beautiful Edison Retreat Center, located in Troy, Missouri. Rabbi Shook was awarded the Doctor of Divinity degree from HUC-JIR. He serves on the Board of Interfaith Partnership of Metropolitan St. Louis, is co-chair of Faith Beyond Walls, an interfaith program of community service, and is chairman of the Board of Ranken-Jordan, a children's convalescent hospital. He also serves as a Police Chaplain for the City of Creve Coeur and for St. Louis County, and as Adjunct Professor of Philosophy at St. Louis University, under an endowed lectureship of the Jewish Chautauqua Society.
