Return to Education Research Office Home Page Florida Charter Schools Florida Legislation Authorizing Charter Schools 2001 Florida Statutes, Title XVI, Chapter (Statute provided by Online Sunshine) Charter schools are public schools that are largely independent of the ordinary public school bureaucracy. These schools operate under special agreements (called “charters”) with local school boards, which sponsor and oversee them. Some charter schools are created to serve special purposes, such as serving student populations that have unusual needs; other charter schools are more general in purpose. Charter schools are more free than regular public schools to experiment with innovative approaches to education, since they are not bound by many of the rules regular public schools must follow.

Improving Student Achievement
  • Under Governor Bush’s leadership, the number of high performing schools has increased, while the number of lower performing schools continues to decrease.
    • Since the state began assigning performance grades to schools, the number of Florida schools earning a grade of “A” or “B” has increased by 121 percent. This comes even after the state raised the bar by increasing the scores to pass the FCAT exam.
    • Since the inception of the A+ program, the number of Florida schools earning a grade of “D” or “F” has decreased by 64 percent even after the state increased academic standards.
    • The number of “F” schools dropped in each of the first three years, with no schools receiving a failing grade in 2001. After standards were increased in 2002, only 68, or about 3 percent of schools received a failing grade, and only 10 of these received an “F” for the second time in a four year period.
  • The percentage of students in each student group meeting or surpassing the proficient level on the FCAT reading test continues to increase. For example:

    What is a School Advisory Council Each school in the State of Florida must have a SAC. By law, each SAC must be composed of the principal and an “appropriately balanced” number of “stakeholders.” These individuals must be representative of the ethnic, racial and economic makeup of the community served by the school. High schools and vocational technical centers must have students on the SACs. Middle and junior high schools may to include students on their SAC. The majority of SAC members (over 50 percent) must not be employed by the school on whose SAC they serve.

    DOE enters agreement with Miami-Dade schools to open Inspector General's Office
    Secretary's Council on Integrity and Efficiency created to promote accountability
    "We are fully committed to working with members of the Miami-Dade School Board and Superintendent Merrett Stierheim to ensure the efficient and effective implementation of this accountability model," said Horne. "We are delighted that the initiative to establish an inspector general's office has been met with approval by the state's Department of Education. Our goal is to ensure that our operation's are as transparent as possible and to regain the trust of the citizens we serve," said Merrett R. Stierheim, superintendent of Miami-Dade County Public Schools. Through a memorandum of agreement, the inspector general for the school district will be funded by the Miami-Dade County School Board, but will report to Department of Education's inspector general. Through this partnership, the state and the school district have implemented a model for accountability that is under consideration by other school districts in Florida. As a part of the comprehensive reorganization of the Department, Florida law states that DOE's inspector general is responsible for promoting accountability, efficiency, and effectiveness and for etecting fraud and abuse within school districts, community colleges, and state universities in Florida.

    Governor Bush Proposes Nearly $1 Billion in New Funding for Education TALLAHASSEE - Governor Jeb Bush and Lt. Governor Frank Brogan today announced their proposed 2002 K-20 Education Budget at Oakridge Elementary School. Prior to the press conference, Superintendent of Leon County Schools Bill Montford, Oak Ridge Elementary Principal Michele Crosby, and Florida State University President Sandy D'Alemberte led Governor Bush on a tour of three classrooms to highlight innovative reading programs. During the press conference, the Governor highlighted record education budget increases, expanded flexibility for the K-20 system, and several new and expanded policy-driven statewide initiatives. "When we took office in 1999, Lt. Governor Brogan and I affirmed our commitment to education with the A+ plan in conjunction with historic spending increases. This vision has yielded higher accountability, rising student achievement, and greater flexibility for schools," said Governor Jeb Bush. "With the passage of this education budget, our schools will continue to see an increase in spending despite these difficult economic times. We have had to make some tough decisions, however our commitment to education has never wavered." Over the last three years of Governor Bush's administration, the education budget for K-12 has seen an increase of 17.7%, nearly 2 billion dollars and a per student increase of 9.6% or $513 per pupil. If the Legislature approved today's budget proposal, the Governor's education budget would represent a cumulative 24.4% increase ($2.69 billion) in funding for education since he took office. The per student increase over the four year span would be 12.5% or $660 per student.
