Home What's New Order the Book FMS: Foreign Military Sales Program description / Law FMS by country Most FMS agreements Program description Law The Foreign Military Sales (FMS) program manages government-to-government purchases of weapons and other defense articles, defense services, and military training. A military buying weapons through the FMS program does not deal directly with the company that makes them. The Defense Department serves as an intermediary, usually handling procurement, logistics and delivery and often providing product support and training. FMS should be distinguished from the Direct Commercial Sales ( DCS ) program, which oversees sales between foreign governments and private U.S. companies, and the Foreign Military Financing ( FMF ) program, which provides grants and loans for FMS and DCS purchases. Security Assistance Organizations ( SAOs ), military personnel stationed at U.S. embassies, promote the sale of U.S.-produced defense items and carry out most tasks associated with managing FMS "cases," or agreements to make a sale. SAOs advise foreign defense ministries on potential military purchases, often by coordinating " security assistance surveys " to assess perceived needs and occasionally by aiding the development of procurement plans.

Overview
Section 581 of the 1999 Foreign Operations Appropriations Act contained a significant advance in congressional oversight of foreign military assistance. This provision required the Departments of State and Defense to provide a detailed report on all military training that the United States provided to foreign military personnel the previous year, plus estimates of training for the current year. For every military training activity, the Foreign Military Training Report (or "FMTR") must include the activity's foreign policy justification and purpose, the number of foreign military personnel provided training and their units of operation, the location of the training, the U.S. military units involved, the aggregate number of students trained from each country, the aggregate cost of military training activities with each country, and the operational benefits to U.S. personnel derived from each military training activity. The law allows the Defense and State Departments to include a classified annex "if deemed necessary and appropriate." The report appeared again in the 2000 and 2001 Foreign Operations Appropriations bills, this time excluding training purchased by the recipient countries and training of North Atlantic Treaty Organization (NATO) members.

Foreign Military Inspectors Checking Up Russian Navy's Baltic Fleet
Two groups of foreign military inspectors have started a checkup of the Russian Navy's Baltic Fleet Wednesday. The inspection is being conducted as part of the measures to control the implementation of the Conventional Armed Forces in Europe Treaty (CFE).
According to the Baltic Fleet's press service, military inspectors from Latvia will be checking up the Fleet's marine brigade and some of its ground and coastal units January 9 through 11. Parallel to that, a group of Polish officers will be inspecting the Russian Baltic Fleet's fighter aircraft regiment.
