Whereas the Governments of the United States of America and the United Kingdom of Great Britain and Northern Ireland declare that they are engaged in a cooperative undertaking, together with every other nation or people of like mind, to the end of laying the bases of a just and enduring world peace securing order under law to themselves and all nations; And whereas the President of the United States of America has determined, pursuant to the Act of Congress of March 11, 1941, that the defense of the United Kingdom against aggression is vital to the defense of the United States of America; And whereas the United States of America has extended and is continuing to extend to the United Kingdom aid in resisting aggression; And whereas it is expedient that the final determination of the terms and conditions upon which the Government of the United Kingdom receives such aid and of the benefits to be received by the United States of America in return therefor should be deferred until the extent of the defense aid is known and until the progress of events makes clearer the final terms and conditions and benefits which will be in the mutual interests of the United States of America and the United Kingdom and will promote the establishment and maintenance of world peace; And whereas the Governments of the United States of America and the United Kingdom are mutually desirous of concluding now a preliminary agreement in regard to the provision of defense aid and m regard to certain considerations which shall be taken into account in determining such terms and conditions and the making of such an agreement has been in all respects duly authorized, and all acts, conditions and formalities which it may have been necessary to perform, fulfil or execute prior to the making of such an agreement in conformity with the laws either of the United States of America or of the United Kingdom have been performed, fulfilled or executed as required;

12:00 PM Mar. 26, 1999 PT The government of India announced Friday that it will begin loosening telecommunications and satellite policies starting 1 January 2000. The new policies will allow more competition in local calling by private companies and permit new satellite broadcasts from within India. It could even spur foreign broadcasters to seek Indian partners or to launch domestic ventures, one industry official said.

They also aim to dramatically increase the number of homes that have access to services, with the goal of making telephones available on demand by 2002 and raising the density of phones to 15 per 100 persons by 2010, up from the current 2 per 100. While the new laws maintain the current telecom policy that limits mobile and fixed telephony to a handful of license-holders, they're a move toward breaking the government's hold on long-distance communication.

  • You push on it and it moves off center easily.
    The world is big but is moved easily by one person just a little bit.
  • To move it a lot requires much effort because it goes 'uphill'.
    If you want to move the world a lot, be prepared to put out maximum effort and don't expect to do it alone.
  • When you let it go, it doesn't smack you upside the head but rather gently resumes its dead center position.
    If you are in the wrong, you will eventually give up and the world will be as before. You sweat ... it doesn't. And, yes, I misspelled "gimbal" ... sorry. (I'm the guy pushing the dead weight.)

    ISSN 1682-4156 (online version) ISSN 1682-4148 (print version) AUSTRALIA: New Government No New Foreign Policy  by Keith Suter The Howard Government will not be able to introduce the extensive reforms in foreign policy as it will try to do in domestic matters (such as industrial relations).There are four reasons for this high degree of continuity in foreign and defence policy.
    First, the problem for Australian defence is that there is no problem. Australia is in the quietest corner of the globe. All the conflicts currently under-way are (with the exception of East Timor) internal ones. There is little chance of one country invading another. Australia itself is under no threat.
    Second, even though there is occasionally a climate of fear in the mass media, Australians have a limited concentration span on foreign policy issues.
    Climate of Fear
    This climate of fear comes partly from the roots of European settlement. One of the first things the British settlers did when they got to Sydney Cove was to construct a battery of guns - in case the French tried to steal from the British what the British had just stolen from the indigenous people.

    Five months have elapsed since the last session of the Supreme Soviet. During this short period of time, events of paramount importance in the development of international relations have occurred. This makes it necessary at the present session of the Supreme Soviet to look at the issues relevant to our foreign policy.
    The recent events in international life must, first of all, be scrutinized in the light of the war which began last autumn in Central Europe. In the war between the Anglo-French bloc and Germany there have been no major battles yet, they are limited to separate confrontations, chiefly at sea but also in the air. It is generally known, however, that the British and French governments turned down German peace efforts, made public by her already at the end of last year, which for its part, owed to preparations to escalate the war.
    Germany, which has lately united 80 million Germans, has submitted certain neighboring countries to her supremacy and gained military strength in many aspects, and thus has become, as clearly can be seen, a dangerous rival to principal imperialistic powers in Europe - England and France.
