There is neglect and abuse in all cultures and in all classes of society. Children cannot remain at home if they are at risk and that's where the foster parents come in. Usually it is a government agency but it could be a privately run system. If you are interested in kids but don't want to be a foster parent...don't despair. As a foster parent and Guardian Ad Litem, I have spent the last several years seeing the "child protection" system close up. I have known children that have been through unimaginable horrors within their families of origin, only to be further abused by a system that, in my opinion, doesn't work. There are no easy answers. The number of children in alternative care is increasing dramatically. The number of foster families is steadily decreasing. Privativing (see article about Kansas below) foster care has become the new panacea, but like most things, "if it sounds too good to be true, then it probably is". I have known children who were abused before birth (Fetal Alcohol Syndrome and Effect), children who became psychotic, dissociative or had attachment disorder. Have you ever considered being a foster parent? Would you be willing to care for children temporarily while efforts are made to reunite children with their parents? There are children who need you. For some, foster care is a temporary, safe haven. For others, it is a protective bridge to adulthood. However long they stay and for whatever reasons they enter care, foster care is a necessary protection for many children.
Foster Care Helps Children in Trouble
On any given day in Pennsylvania, there are over 15,000 children and youth in foster care. From babies to teens, foster care provides these young people with a safe, secure and stable home while working toward some type of permanency for the child.
Permanency can take many different forms including:
  • Return to legal family
  • Living with relatives
  • Adoption
  • Independent living for the older child
  • Legal custodianship with an approved adult
At a time when more children are entering foster care, Pennsylvania needs more caring adults willing and able to provide a loving, supportive environment for a child whose family is temporarily unable to do so.

What is foster care?
Foster care is a state mandated service provided through federal, state and local funds to deliver a full range of services for a planned period of time to a child who is abused or neglected as defined by the Code of Virginia (law). These services include casework, treatment and community services. Usually, initial services are aimed at preserving and strengthening families to keep children in their own homes. When a child must be removed from a home and placed in a foster home, the initial goal becomes the provision of services to return the child home.
How does a child enter foster care?
When reasonable efforts to keep a child in his or her own home are unsuccessful, the juvenile court may award custody of the child to the department of social services. In cases where an emergency arises when the court is not in session a child protective services social worker may assume custody of a child and place him or her in a foster home. Either way, the social worker must prove to the juvenile court that "no less drastic alternative than removal of the child from his or her home exists" to protect the child. It is therefore typically in the most serious cases of abuse or neglect that a child is placed in foster care.

Foster care provides children a place to process feelings about home and family. Many children grieve over the separation from their parents. Foster parents provide a powerful example of healthy family experience and positive interaction between adults and children. Foster parents work together with DSS, contracted providers, birth parents and relatives as part of a "team" whose top priority is the children involved, and if at all possible, reuniting these children with their parents. Foster parenting is a commitment to helping a child through a difficult period. It's a job for people who can provide love and guidance ... and then let go. How long will a child stay? Some foster parents provide emergency care (usually for a month or less) until a plan for on-going care is made. Other foster parents provide day-to-day care for a longer period.
