A middle school civic education program designed to develop interest in public policy-making as well as the ability to participate competently and responsibly in state and local government. The project is administered by the Center for Civic Education in cooperation with the National Conference of State Legislatures. Each year, Project Citizen Tennessee conducts a state competition among participating middle schools. Held at the State Capitol, this competition provides middle school students the opportunity to meet students from all across the state, tour the Capitol and compete with their peers before a panel of judges as they discuss the problem their class selected for study.

Barry R. Weingast
B arry R. Weingast is a senior fellow at the Hoover Institution as well as the Ward C. Krebs Family Professor in the Department of Political Science at Stanford University; he served as chair of that department from 1996 to 2001. He is also a professor of economics, by courtesy, at the university. Weingast is an expert in political economy and public policy, the political foundation of markets and economic reform, U.S. politics, and regulation. His current research focuses on the political determinants of public policymaking and the political foundations of markets and democracy. Weingast is a fellow of the American Academy of Arts and Sciences. He received the Heinz Eulau Award for Best Paper from the American Political Science Review in 1987. With Charles Stewart, he received the Award for Best Paper in Political History by the American Political Science Association in 1994 and again in 1998. Weingast authored (with Robert Bates, Avner Grief, Margaret Levi, and Jean-Laurent Rosenthal) Analytic Narratives , published in 1998. Weingast is editor, with Kenneth A. Shepsle, of

Teaching and Learning: Foundations of Democracy in Hungary
A delegation of teachers and university faculty from Florida, Texas and Mississippi traveled to Hungary April 7-15, 2001 to facilitate teacher-training and observe the national finals of the Polgár a Demokráciabán- Citizen in a Democracy student academic competition for secondary students. The 3 rd Annual Civitas Institute was held April 11-15, 2001 in Csilleberc a facility in the north hills of Budapest. The four-day institute was modeled on others held in previous years of the exchange. Foundations of Democracy curriculum. Presenters from Florida, Texas and Mississippi demonstrated select secondary and elementary lessons from the curriculum. These select lessons were translated and copies of the secondary and elementary texts were distributed to all participants. Ernest Abisellán, Associate Director of The Florida Law Related Education Association, Inc. administered the institute in collaboration with Zsuzsanna Szollösi, Director of Training, Civitas-Hungary. They found that the institute was well received by the participants.

Course Description: This course will focus on exploring the philosophical justifications, both historical and contemporary, of liberal democratic society, with a special emphasis on the idea of ‘rights’ and on the conflicts between competing ideals of democratic governments. What rights ought citizens of democratic societies have? How expensive are these to protect? What trade-offs
between rights might be necessary? How do democratic institutions deal with these questions and conflicts? Are such ways of dealing with these questions and conflicts fair? Ought they be?

Course requirements:
In addition to participating in seminar discussions, members of the seminar will be expected to submit two essays. The first should be 6-8 p. (1,500-2,000 words) in length and is due 20 March; the second should be 12-20 p. (3,000-5,000 words) and is due at the end of term, no later than 14 May. In addition, students will be asked once or twice a term to start off discussion with a short overview of the assigned readings (questions, main points and arguments, questions for discussion). There will be no mid-term or final examination. Texts: A number of books have been ordered by the Bookstore, some of which members of the seminar will be expected to purchase. The texts available at the store are indicated on the bibliography at the end of the syllabus. Photocopies of articles and some of the other texts will be made available, typically a week in advance.

Romania May Seminar for 13 regional politicians from Romania, on the theme "The Ethical Foundations of Democracy". Held in Geneva. REPORT 13 Romanian politicians, from different political parties and from all over the country, took part in a nine-day seminar, May 14-22, based in Geneva on 'The ethical foundations of democracy'. The aim of the seminar, organised by Moral Re-Armament Switzerland in association with Foundations for Freedom, was to deepen their understanding of the underlying ethical values on which democracy depends - tolerance, dialogue, respect for opponents - drawing on the Swiss experience. The selecting and organising at the Romanian end was undertaken by the 'Associatia Pro Democratia', a recognised Non-Governmental Organisation involved with civic education, monitoring elections, and training candidates. The 'Soros Foundation for an Open Society' in Bucharest helped in the selection process and covered the costs of travel to and from Geneva. The 13 who came had been chosen out of 130 applicants, and their high level of motivation and hunger to learn were striking A budget of 13,000 Swiss francs was raised from several sources including a grant of 5,000 SwFr from the Geneva Cantonal government.

Published by the Pew Partnership for Civic Change. Civic journalism is about providing people with the news and information they need to allow them to function as citizens, to make the decisions they are called on to make in a democratic society. To understand this "work-in-progress" of civic journalism, it is useful to lay out the premises on which civic journalism is based. The first premise is that something is eating at the foundations of our society. Take nearly any objective yardstick and use it to measure where we used to be and where we are now as a society:
