Source Readings: Ideologies DEMOCRACY (1867)
Walt Whitman Walt Whitman (1819–1892) was the most distinctly American writer of his age. His praise of democracy and of the dignity of the individual has had an enduring influence upon American culture and the belief in individualism. His focus on the worth of the common American helped to transform the American political culture from its aristocratic roots. During the 1850s, while employed as a carpenter, he composed the poems that make up his major volume of poetry, Leaves of Grass (1855). This work is often considered the most influential book of poetry in the history of American literature. His celebration of the common people earned him the title "the poet of democracy."
Whitman was born on Long Island, outside New York City, in 1819. He left school at 13 and became a printer’s devil. Thereafter, he held a number of newspaper jobs, including editor of the Long Islander newspaper. As a journalist writing prose and verse for New York papers, he developed an interest in politics. His ardent stands for abolition and the Free-Soil movement led to difficulties with a number of publishers with whom he worked.
During the Civil War, Whitman chronicled the experiences of soldiers, citizens, and even President Abraham Lincoln in his poetry. When his brother was wounded, he went to Washington, D.C., to see him and stayed on to do all he could to help in the hospitals. His contact with wounded soldiers deeply affected him and reaffirmed his democratic sentiments.

The Role of Democracy Foundations: The Friedrich-Naumann-Stiftung of Germany Abstract of a paper presented at the Asia-Pacific Democratic Cooperation Forum, with the Theme: Building a New Vision for Asia-Pacific Democracy and Human Rights, in Taipei, Taiwan on August 26-27, 2002 1. The German “system” of political foundations affiliated to political parties (therefore also “political party foundations”) has long become an important point of reference in international debates aimed at promoting democracy in countries emerging from authoritarian rule. 2. The German political foundations may be called an answer of the democratic Western German society to the dark past of National Socialism: they were formed and publicly funded with the clearly defined goal of infusing in the German citizenship the values and principles of democracy. There exists a consensus that democratic civic education constitutes a pillar of democracy. A new challenge for the political foundations has been the collapse of socialism in the Eastern part of Germany and ensuing re-unification.

There is limited solid evidence on the determinants of partisan preference among Latinos in the United States. This study makes use of the Latino National Political Survey to explore the partisanship of Mexican-Americans, Cuban-Americans, and Puerto Ricans on the mainland and, in comparison, that of non-Latino whites (Anglos). We particularly focus upon the relationships between learning, demographic factors and partisanship. Our national data generally validates the overall pattern of preferences found in more limited studies: strong Republican Party preferences among the Cuban-Americans and Democratic partisanship within the other two groups. We also find that the demographic correlates of preference vary substantially across these ethnic groups. One result that does hold for all three Latino groups is an increase in Democrat Party identification with experience of U.S. politics (as measured by age or time in the United States). This result supports a learning theory view of Latino partisanship. We also find that those Latinos who are more integrated into their ethnic culture are more likely to support the party dominant for their group. When we turn our attention to factors that distinguish independents from partisans, we find fewer differences across groups. Higher education and older age tend to be associated with partisanship as has been found for the general US population. For both direction and independence, religion matters for Anglos and Puerto Ricans but not the other two groups. Finally, we examine strong versus weak attachment among partisans and again find age effects. This research demonstrates how learning theories of partisan identification can be elucidated by analyzing an understudied sub-population of Americans. It also underscores the importance of resisting the impulse of grouping all Latinos under a single heading in the study of their political behavior.

    RULE OF LAW PROGRAM
    T he Rule of Law program is at the core of a broader goal for promoting democracy around the globe. As former communist and totalitarian governments struggle to build the foundations of democracy, we assist these newly emerging democracies through a number of programs. Support for the Rule of Law program is based on issues identified by U.S. embassies overseas to aid in the development of democracy.
      Rule of Law programs focus on six major areas:
    • assisting in constitution writing and constitutionalism;
    • advancing the development of an independent judiciary and just legal systems;
    • strengthening understanding of American criminal and civil process as a model for legal reform abroad;
    • expanding knowledge of administrative law;
    • fostering legal education, and;
    • providing citizens greater access to their judicial systems.
    The State Department's Bureau of Democracy, Human Rights and Labor ; the Agency for International Development (USAID); the Department of Justice; and the federal judiciary through the Committee on International Judicial Relations which falls under the Judicial Conference of the United States all work closely with a number of private legal and judicial associations, including the American Bar Association (ABA),

    TWICE during the first half of the twentieth century, totalitarian systems have challenged the concept of democracy. These systems have put forward complete philosophies of man and the state, philosophies strong enough to inspire their followers with a crusading spirit. Democracy has been on the defensive; it has been defended more and more often with the pragmatic argument. But this argument has proved no match for the competing systems. Democracy works, it is true but so did fascism, until it was destroyed from outside. The need for a philosophy that shows democracy to be grounded firmly on rational principles this need is apparent. These considerations have prompted the Walgreen Foundation to issue a series of volumes setting forth the basic principles on which democracy rests. These books, it is hoped, will help people everywhere to understand the foundations of democracy and to realize that this system stands on those principles that are necessary to maintain human dignity.

    Journalists Condemn Secrecy in American Trade Talks: 'Threat To Foundations Of Democracy" texte français THE WORLD'S largest journalists' group, the International Federation of Journalists, today condemned a "sinister process of secrecy" that has excluded civil society groups and citizens from negotiations on a new trade agreement between 34 countries to be discussed at the Summit of the Americas in Quebec next week. The Free Trade Area of the Americas (FTAA) is the name given to the process of expanding the North American Free Trade Agreement (NAFTA) to all other countries of the Western Hemisphere except Cuba. With a population of 800 million and a combined GDP of $11 trillion (US), the FTAA would be the largest free trade zone in the world. In a statement issued today, and backed by its member organisations throughout the Americas, the IFJ claims the new trade pact will be "a charter for state-corporate power threatening the fundamental rights of millions of people in the western hemisphere and undermining social programmes, environmental protection and natural resources." The IFJ accuses governments of negotiating in secret with scant regard for citizens' rights. At the same time more than 500 representatives of corporations in the region have had privileged access to FTAA negotiating documents.
