IMF Approves EFF Credit for the Republic of Gabon

The International Monetary Fund (IMF) today approved a three-year credit under the extended Fund facility (EFF) for the Republic of Gabon equivalent to SDR 110.3 million (about $165 million) in support of the Government's economic program for the period July 1995-June 1998.
Background
Performance under the 1994 stand-by credit with the IMF was broadly satisfactory. The devaluation of the CFA franc was supported by appropriate fiscal, income, and credit policies, and through the implementation of a number of tax, price, and structural reforms. As a result, the price increases that followed the devaluation were contained, while output growth and the turnaround in the external current account balance exceeded program targets. In the structural area, however, adjustments in utility charges and improvements in efficiency in major public enterprises were delayed.
The Medium-term Framework and the 1995/96 Program
Structural Reform Policies
The Government will undertake a broad range of structural reforms to unlock Gabon's growth potential in the non-oil sector. In particular, the authorities will improve the efficiency and financial performance of public enterprises; reform the civil service; and liberalize the legal and institutional framework by revising the labor code, enacting a competition law, updating business legislation, and adopting a new investment code. The Government will also undertake the privatization and restructuring of key public utilities, and finalize privatization plans for the agricultural and commercial public enterprises. In addition, the authorities intend to contain, if not reduce, the size of the civil service.

During a year of regional studies the year before, Vanco's exploration team focused on the Lower Congo Basin offshore Gabon, which resulted in two licenses: the Anton Marin permit awarded in February 1997 and the Astrid Marin permit awarded four months later in May. These licenses combined ranged in water depths from 1000 to 3000 meters, and formed a 3.3 million-acre tract adjacent to the Congo/Angola region that was yielding 500 MMBO discoveries. In preparation for the next two wells, the Vanco Gabon Group shot additional seismic on the Astrid Marin permit. The next two exploratory wells were drilled before yearend 2001.

    History There are only two things that appear certain about Gabon: the first is that its precolonial history is shrouded in uncertainty; and the second is that whatever its history, it has come a long way in a relatively short period of time. Educated guesses put Pygmies as the original inhabitants but they were quickly displaced in the 16th and 18th centuries by the Fang who migrated south from Cameroon and Equatorial Guinea. Small family units of Pygmies now only survive in the more remote parts of the country. Contact with Europeans, starting with the arrival of the Portuguese in 1472, set a train of events in motion that had a profound effect on tribal social structures. The Portuguese largely ignored the area, preferring to base their activities on the nearby islands of Bioko and S£o Tom©. However, British, Dutch and French ships called in along the coast regularly to trade for slaves, ivory and precious tropical woods. The capital, Libreville, was established as a settlement for freed slaves in 1849, and quickly became a mecca for every God-fearing missionary in the western world. It represented an unlimited source of unshriven pagan souls and theological brownie points for the saving thereof. In 1904, the capital of the Congo was transferred from Libreville to Brazzaville in the Congo, and six years later Gabon became a French colony in French Equatorial Africa.

    Chad has known human habitation since time immemorial. The oldest
    humanoid skull yet found in Chad (Borkou) is more than 1 million years
    old. Because in ancient times the Saharan area was not totally arid,
    Chad's population was more evenly distributed than it is today. For
    example, 7,000 years ago, the north central basin, now in the Sahara,
    was still filled with water, and people lived and farmed around its shores. The cliff paintings in Borkou and Ennedi depict elephants, rhinoceri, giraffes, cattle, and camels; only camels survive there today. The region was known to traders and geographers from the late Middle Ages. Since then, Chad has served as a crossroads for the Muslim peoples of the desert and savanna regions and the animist Bantu tribes of the tropical forests. Sao people lived along the Chari River for thousands of years, but their relatively weak chiefdoms were overtaken by the powerful chiefs of what were to become the Kanem-Bornu and Baguirmi kingdoms.
