Domestic Preparedness
The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers

Big plans have been made for the biggest federal grant ever received by an area planning commission in Georgia through the state's Department of Industry and Trade.
The Northeast Georgia Area Planning and Development Commission will put a $159,916 U.S. Housing and Home Finance Agency Section 701 grant together with $79,959 in state and local funds to finance an extensive economic and population analysis and mapping program for a nine-county area. The counties in the area are Barrow, Clarke, Greene, Jackson, Madison, Morgan, Oconee, Oglethorpe and Walton.
Each of the nine counties and 57 cities encompassed by the commission ''will benefit tremendously from the research which would be too expensive for any city or county to attempt alone,'' according to the commission's executive director, Burton Sparer.
In financing the program, each local dollar was matched by one dollar from the state. The federal government matched that amount with two dollars for each local or state dollar.
Study result returns are worth two to four times the amount contributed locally, Sparer said.

Regulation of alcoholic beverages. The State of Georgia shall have full and complete authority to regulate alcoholic beverages and to regulate, restrict, or prohibit activities involving alcoholic beverages. (January 2002). A six-month survey by members of 19 media organizations and the journalism schools at Arizona State University and the University of Arizona audited 187 state agencies to test Arizona's Public Records Law. The audit, organized by the Associated Press Managing Editors of Arizona, assessed public accessibility of state documents under Arizona's Public Records Law. This law states: "Public records and other matters in the custody of any officer shall be open to inspection by any persona at all times during office hours." (August 1999) This Donrey Media-led group of newspapers surveyed the Arkansas FOI climate on three fronts: reporters not only visited government offices in each of the state's counties, but also requested information by mail (from county clerks) and e-mail (from universities). Compliance to requests ranged from 50 percent at health offices to 86 percent at city offices. The Head of the English in the International Relations Department of Baku State Univefsity has requested a Junior Fellow to teach beginning level English with an emphasis on ESP for international relations students. Baku State University, founded in 1919 currently has a student population of 13,000 students, approximately 500 of which are foreigner students.. There are 1,300 teachers on the faculty of the University. Baku State University also houses the American Studies Center, which was founded in 2000 through a grant under the University Linkage Program, funded by the US Department of State. Under the terms of this grant, Indiana University and Baku State University started collaborating in 1999 and American Studies Center was founded as a result of this cooperation. The Center hosts up to 50 visitors per day who take advantage of its offerings such as information about the US, books and magazines, cultural events, access to Internet, workshops, and lectures about the US. Belarus - Minsk State Linguistic University
The Fellow in Belarus is engaged in developing English language curriculum, delivering teacher training, conducting outtreach activities, and working on special projects. A course syllabus for the Translation Department has been designed and is being implemented. A teacher's manual will be created based on this syllabus that incorporates communicative activities, and highlights themes on culture of American and Russian speaking peoples. Textbool editing projects have included revising a student textbook that prepares high school students for taking their oral entrance exams at Minsk State.

    Economic Benefits of Historic Preservation in Georgia,
    A Study of Three Communities:
    Athens, Rome, and Tifton
    Historic preservation is good business. Through the use of the National Trust for Historic Preservation's research model, The Economic Benefits of Preserving Community Character: A Practical Methodology , the Historic Preservation Division of the Georgia Department of Natural Resources has explored the financial impact of preservation on three communities. The project was conducted with the cooperation of the Athens-Clarke County Planning Department with support from the Downtown Development Offices of Rome and Tifton Case studies for the three cities, which examine construction activity in historic districts, property values, and tourism, illustrate how preservation is helping cities and towns throughout Georgia.
    The project goal was to measure the effects of preservation efforts on three local economies. The National Trust methodology calls for analysis of three types of economic activity. Construction and rehabilitation contribute to the economy through the number of projects undertaken and the dollar amount spent on these endeavors. Property tax assessments and sales figures indicate how historic properties values perform over time. Commercial activity reflects the dollars spent in a community, as well as the number of jobs created as a result of preservation tourism. Physical parameters of the study were set by choosing three communities whose economic outcomes which would be representative of many cities and towns throughout the state. Savannah, Macon, and Atlanta were eliminated from the study because of their large size, unique preservation programs, and inclusion in many previous studies. Towns greatly impacted by their proximity to state borders, or with single-industry economies, were similarly discounted.
