Success Stories
4500 limited-resource families will benefit in Kentucky
Risk Management Education funds are supporting the efforts of 132 paraprofessionals from Kentucky who trained in March to help limited-resource families. As a result of the training, the 132 “teachers” are expected to provide one-on-one educational services to 4,500 limited-resource families annually.
The risk management funds partially funded the development and distribution of financial management educational materials for the workshop. Topics covered included living and managing on a tight budget; utilizing state, local and USDA services; blended families and family communication; family decision-making; cash flow; marketing and alternative enterprises; and financial/budgeting materials.

W HAT'S N EW North Fulton Joins Together for Bulky Trash Amnesty Day
The Public Works Departments of Roswell, Alpharetta, and Fulton County are joining together to offer the residents in these areas a chance to clean out their garages, basements, and attics and dispose of unwanted items at no charge. On Saturday, March 29 from 9:00 a.m. to 2:00 p.m., residents in Roswell, Alpharetta and unincorporated North Fulton County can bring items to one of three locations - City of Roswell Public Works Division at 1810 Hembree Road, Alpharetta’s Providence Park at 1344 Providence Road, or the North Fulton Service Center at 7741 Roswell Road. Materials will only be accepted at the sites on the day of the event and only during the hours of 9:00 a.m. and 2:00 p.m.
Some of the items that will be accepted are: Tires - must be off the rim, sofas, tables, refrigerators, chairs, washers, dryers, televisions.
The following items cannot be brought to any of the locations: paint, hazardous waste, any fluids including motor oil and anti-freeze, household batteries, and construction and demolition materials.

Structure The Georgia Department of Community Affairs was created in 1977 to serve as an advocate for local governments. Today, DCA operates a host of state and federal grant programs, serves as the state's lead agency in housing finance and development, promulgates building codes to be adopted by local governments, provides comprehensive planning, technical and research assistance to local governments, and serves as the lead agency for the state's solid waste reduction efforts. Policy for the department is provided by a sixteen member board of directors appointed by the Governor for staggered terms. Each of Georgia's eleven congressional districts must be represented by one member and other members are appointed at-large. The Board also serves as Board of Directors for three related department activities: the Georgia Housing and Finance Authority (GHFA), GHFA Affordable Housing, Inc., and GHFA Economic Development, Inc. Day-to-day management of the department is provided by the Commissioner of DCA, who is appointed by the Board of Community Affairs. The Commissioner of DCA also serves as executive director of the Georgia Housing and Finance Authority. In addition to the Executive Office, the Department has eight operating divisions:

Ten years ago, Manitta Harris of Marietta was running with her young son from an abusive relationship. She had abandoned it and her apartment and was losing hope about the better life she had always envisioned for herself.
In 1997 Demetris Holland and her two young children, then living in Atlanta, entered the ranks of the homeless. Although she had a steady job as a shipping clerk, Holland was evicted from her apartment after she was late with her rent because of her own poor financial management.
Both women considered turning to the government for welfare. Instead, they found their way to Cobb Family Resources, a private, nonprofit group in an Atlanta suburb with an image of affluence and resources. Harris and Holland say the organization turned their lives around by providing a no-government-strings-attached series of programs that pushed and prodded them into self-sufficiency.
With welfare eligibility set to run out for thousands of Georgians whose employment history is spotty, if not nonexistent, federal state and local officials are looking to programs such as this to help those chronically unemployed to move into the workplace and stay there.

Center for Insurance and Risk Management Studies
History The Center for Insurance and Risk Management Studies at the University of Nebraska-Lincoln is concerned with public policy affecting the insurance industry and, more generally, risk management in society. Funding for the creation of the Center was provided by a grant from the George B. Cook Ameritas Financial Services Program in Life Insurance. The funding is in memory of the late George B. Cook, chief executive officer of Ameritas. The Center exists, in part because the College of Business recognizes the importance of the insurance industry to the State. Mission Members Richard A. SACRAMENTO MUTUAL HOUSING ASSOCIATION RECEIVES AMERICAN EXPRESS ECONOMIC INDEPENDENCE FUND GRANT MINNEAPOLIS, July, 2001 — The American Express Foundation today announced a $30,000 grant to the Sacramento Mutual Housing Association, Inc. , Sacramento, Calif., through its Economic Independence Fund. The Fund, established last year, provides financial support to help organizations that deliver financial literacy training to under-served segments of society, including newly employed people, young workers, individuals moving from welfare to work and immigrants. The Sacramento Mutual Housing Association promotes community stability through its “Financial Fitness for Family Stability” pilot program, whish is operated in collaboration with Mercy Housing California and the Sacramento Valley Organizing Community The program provides low-income Russian-, Hmong- and Spanish-speaking immigrant residents with the financial information and skills they need to maintain affordable housing and keep their families healthy. “This grant will enable us to expand to serve our non-English speaking residents through a six-week training series where participants learn how to set up and maintain a household budget, improve their credit rating and maintain good credit, start and maintain positive banking relationships and be wise consumers,” said Rachel Iskow, executive director, Sacramento Mutual Housing Association.

Financial Assistance for Low-Income Parents
Child Care and Development Fund
The Department of Health and Human Services' Administration for Children and Families implemented the Child Care and Development Fund (CCDF) program (authorized by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, PL 104-193) to assist low-income families, families receiving temporary public assistance, and those transitioning from public assistance in obtaining child care so they can work or further their education. The Child Care and Development Fund program has changed Federally subsidized child care programs in States allowing them to serve families through a single, integrated child care system. All child care funding is now combined under the Child Care and Development Block Grant (CCDBG) Act. Revised final regulations which apply to the combined Child Care and Development Fund program were issued on July 24, 1998. Subsidized child care services are available to eligible families through certificates or contracts with providers. Parents may select any legally operating child care provider. Child care providers serving children funded by CCDF must meet basic health and safety requirements set by the States and Tribes. Requirements must cover prevention and control of infectious diseases, including immunizations; building and physical premises safety; and minimum health and safety training.
