    General preliminary remarks.
    1) The role of government in creating the problems of racial discrimination.
    In contemporary Russia the most important are the cases of discrimination, resulting from action or inaction of public authorities, their organs or officials. Racial discrimination in private sector, particularly, in the sphere of housing and employment is not perceived either by public opinion or by academic experts as a significant problem, and actually remains unanalysed. 2) The role of the federative system. The federative structure of the Russian Federation is a source of a number of problems relating to human rights and observance of the law. Organs of the state power of the constituent units (subjects of the federation) systematically violate the Constitution, federal laws and international obligations of the country; regional authorities create most of the problems, relating to racial discrimination. The federal state power bodies in practice have limited opportunities of influencing the subjects of the federation, and even these opportunities actually are not been used. Regional branches of the federal governmental agencies become subordinate to the regional governments, and the federal authorities do not undertake all necessary measures to make these branches observe the federal legislation. In many cases the federal organs of state power not only neglect violations of the law by the regional authorities, but demonstrate solidarity with such actions as well.

    Irrigation potential
    The methods used to estimate the irrigation potential vary from country to country. Hence, comparisons between countries should be made with caution. For the Russian Federation, the irrigation potential is estimated at 29 million ha for permanent irrigation and 74 million ha for supplementary irrigation. In Central Asia, the figures on irrigation potential refer to the total area which would be potentially suitable for irrigation development up to 2010. Irrigation potential for the five countries together is estimated at more than 14 million ha, of which over 80% is already equipped for irrigation, ranging from 48% in the Kyrgyz Republic to 95% in Kazakhstan and Tajikistan ( Figure 12 In the northern countries, drainage is more important for cultivation than is irrigation, except in areas where the groundwater level has fallen too much due to excessive drainage. For this reason, figures on irrigation potential for these countries are rather arbitrary and of little use.

    Irrigation covers almost 23 million ha in the FSU, half of which is located in Central Asia and about one-quarter in the Russian Federation (Table 4).

    Exploring the Region
    One of the intriguing aspects of geography is the ever changing nature of the topics it covers. A good example of this would be the shifts we have seen in political climates around the globe which have, in some cases, resulted in dramatic changes in political boundaries. For someone looking at a map of the world in 1980, it would have been almost inconceivable to think that the largest nation on Earth, a gigantic superpower known as the Union of Soviet Socialist Republics (USSR), would, in just over ten years, cease to exist. This did not occur through nuclear annihilation, but rather as the result of a failed communist political system. What emerged was the rebirth of several independent countries, including Russia, the old core of the former USSR. Historical Background Early History - To understand the history of Russia and the former USSR, you must examine the early history of the Slavic peoples, defined linguistically as a distinctive branch of the Indo-European language family. The Slavs originated in or near the Pripyat marshes of modern Belarus. Around 2,000 years ago they began moving eastward, extending as far as modern Moscow by 200 A.D. By 900 A.D., Slavic power grew as they intermarried with southward-moving warriors from Sweden known as
