GOVERNMENT
The Constitution that established the Fourth Republic provided a basic charter for republican democratic government. It declares Ghana to be a unitary republic with sovereignty residing in the Ghanaian people. Intended to prevent future coups, dictatorial government, and one-party states, it is designed to establish the concept of powersharing. The document reflects lessons learned from the abrogated constitutions of the 1957, 1960, 1969, and 1979, and incorporates provisions and institutions drawn from British and American constitutional models. One controversial provision of the Constitution indemnifies members and appointees of the PNDC from liability for any official act or omission during the years of PNDC rule. The Constitution calls for a system of checks and balances, with power shared between a president, a unicameral parliament, a council of state, and an independent judiciary.
Executive authority is established in the Office of the Presidency, together with his Council of State. The president is head of state, head of government, and commander in chief of the armed forces. He also appoints the vice president. According to the Constitution, more than half of the presidentially appointed ministers of state must be appointed from among members of Parliament.

    By Santuah Niagia In a remote and poor town in northern Ghana where water is a rare commodity, participants at a workshop strongly opposed government's policy on water privatization. Not many Ghanaians question Ghana's reticent President, John Agyekum Kufuor's fast track approach to boost foreign direct investment in the country. He has already made about 33 trips outside the country ostensibly to sell the country's investment potentials abroad. The people in the northern part of the country are not happy with the president's failure to visit them since coming to power in January, 2002. Last month, when Kufuor was abroad, UN Secretary General, Kofi Annan braved the scorching heat in remote parts of northern Ghana to see how far people have advanced in their battle against poverty. In Navrongo, 900km from Ghana's capital Accra, and under 10km from the border with Burkina Faso, Annan on August 19, 2002 visited the University for Development Studies, the venue of a workshop against the privatisation of water. The workshop was organised by Peoples' Action for Community Transformation (PACT), the local partner in the national Coalition Against the Privatisation of Water (CAP). Sixty-five participants from various organisations in the Upper-East region attended the workshop. This is Ghana's poorest region where nine out of 10 people live below the poverty line. Participants showed a greater understanding of the key issues and an even larger interest is spreading the message to a wider audience.

The first contact between Europe and the Gold Coast dates from 1470 when Portuguese landed. In 1482, the Portuguese built Elmina Castle as a trading base. The first English trading voyage to the coast was made by Thomas Windham in 1553. During the next three centuries, the English, Danes, Dutch, Germans, and Portuguese controlled various parts of the coastal areas.     Government: A parliamentary democracy at independence in 1957, followed by alternating military and civilian governments. In January 1993, military government gave way to Fourth Republic after presidential and parliamentary elections in late 1992. The 1992 constitution divides powers among a president, parliament, cabinet, Council of State, and an independent judiciary. Government elected by universal suffrage. Administrative Divisions: Ten administrative regions divided into 110 districts, each with its own District Assembly. Below districts are various types of councils, including fiftyeight town or area councils, 108 zonal councils, and 626 area councils. 16,000 unit committees on lowest level. Judicial System: Legal system based on Ghanaian common law, customary (traditional) law, and the 1992 constitution. Court hierarchy consists of Supreme Court of Ghana (highest court), Court of Appeal, and High Court of Justice. Beneath these bodies are district, traditional, and local courts. Extrajudicial institutions include public tribunals, vigilante groups, and asafo companies. Since independence, courts relatively independent; this independence continues under Fourth Republic. Lower courts being redefined and reorganized under Fourth Republic.

Its population of 19.4 million consists of over 50 different ethnic groups speaking various languages and dialects. Despite its great cultural diversity, Ghana has avoided any major ethnic conflicts throughout its 44-year history as an independent nation. While English is the official language, the major dialects of Twi, Ga, Fanti, Ewe, and Hausa are prevalent. Ghana's main urban centers are Accra (the capital), Kumasi, Cape Coast, and Takoradi. Its currency is the Cedi (pronounced see-di), which floats against major world currencies.
    Political Developments
    In December 2000, Ghana experienced a groundbreaking political event as a general presidential election resulted in a smooth transition of political power from the 20-year incumbent party to the opposition New Patriotic Party (NPP). The incumbent National Democratic Congress (NDC) conceded the election to John Kufuor, presidential candidate of the NPP, who took office on January 7, 2001. This successful election process serves to underscore Ghana's significance as a beacon of stability and hope in Africa. The NPP is strongly pro-business and market-oriented. President Kufuor has declared his preference for creating an environment that would make Ghanaian enterprises competitive, rather than resorting to protectionist measures. Educated at Oxford University where he received Masters degrees in philosophy, political science, and economics, Kufuor has previously served as a member of Parliament and as deputy minister of foreign affairs. Kufuor's new government looks to continue good relations with international institutions such as the World Bank and International Monetary Fund, as well as with neighboring governments.
