l Terrains of Struggle The increasing prominence of nongovernmental organizations (NGOs) is, on balance, one of the few welcome developments in contemporary post-cold war politics. However, from the standpoint of someone who has worked with both governments and nongovernmental organizations in the South, the increasing influence of NGOs raises some concerns and merits more discussion among analysts and activists.
Some of the Problems
Quantitative Diffusion
When globalization entails greater integration of corporate-governmental thinking and action, the multitude of single-issue organizations and constituencies can be a handicap. The type of constituency politics in which NGOs normally engage is usually limited to a single issue or geographical area and does not necessarily result in broader political participation in multi-issue and national campaigns. Blurring of Political Focus
Missing the Forest for the Trees
An array of NGOs working separately on a wide range of single issues may obstruct rather than enhance the growth of holistic consciousness and broad mobilization. More specialized information does not always lead to better political analysis, as depth may be lost at the expense of scope. If the objective is to achieve sustainable change by breaking unsustainable patterns of institutional and social behavior, it is essential to keep the system in mind. Have we given up on the ethical determination and political strategy of eradicating problems in order to simply administer and contain them?

Source:UN Office for the Coordination of Humanitarian Affairs (OCHA) Population Movements During the first four months of the year, more than 100,0001 people were displaced as a result of war-related activities and food insecurity, bringing the total number of persons confirmed as displaced since the resumption of hostilities in January 1998 to 1.17 million. Provinces with the largest concentrations of IDPs include Huíla, Bié, Malanje and Moxico. During April, the most significant displacements occured in Bié Province, where vulnerable populations continued to enter the capital city of Kuito from surrounding areas. Other large-scale displacements occured in the Provinces of Uíge, Bengo, Cunene, Lunda Sul and Malanje. In addition, flood-related damage in southern Angola, particularly in the Provinces of Benguela, Cunene, Huíla and Namibe left large numbers of internally displaced persons and residents homeless and in urgent need of shelter, food, and basic non-food items. Partners estimate that more than 40,000 people may have been temporarily displaced by the floods. Humanitarian partners have provided the following preliminary figures regarding confirmed displacements during April:2 Province Number of New IDPs Bié Uíge Bengo Cunene Lunda Sul Malanje Huambo Kuando Kubango Moxico Benguela Zaire Huíla Kuanza Norte Total Resettlement Resettlement activities remained limited during April. In many areas, particularly in southern provinces, resettlement programmes were delayed due to heavy rains. In other provinces, resettlement was complicated as a result of insecurity, mine infestation and difficulties in identifying agricultural land. In Huambo Province, on the other hand, partners made significant progress in identifying and preparing sites for resettlement activities. Agencies estimate that 50 percent of resettlement activities are being carried out in compliance with the Norms on the Resettlement of Displaced Populations. In some areas the Norms continue to be openly violated.

The Institute for Popular Democracy (IPD) is a political research and advocacy institute serving social movement groups, non-government organizations (NGOs) in development work, and progressive local government officials.
VISION, MISSION, GOALS
At the core of IPD's identity is our commitment to democratization and social development. We focus on local and national issues affecting areas that continue to be economically backward and that are subject to various forms of local authoritarianism. By orientation, we locate ourselves at the interstices of civil society, the economy, and the state. Our immediate constituency is the NGO-PO community and progressive political formations. We reach out as well to the broader community of groups and individuals who seek national reform: media, academe, and reform-minded policy-makers in government and in the business community. IPD has updated its research agenda to meet the research-information-analysis needs of progressive groups and NGOs. DEMOCRACY AND GOVERNANCE back to accomplishments Since independence, Ukraine has taken measured steps toward building democratic political mechanisms and institutions. USAID programs and activities have focused on reinforcing pluralism and transparency in the political process, implementing the rule of law, strengthening civil society and NGOs, assisting in local government development, and supporting independent media. Elections Parliamentary Elections were held on March 31, 2002 USAID provided assistance to educate and mobilize voters, to improve media coverage of the elections, to help political parties to be more relevant to voter needs, and to improve the Central Elections Commission administration of the elections. In 2002, political party development was critical to ensuring the Parliamentary elections were more competitive. IRI trained 1,134 party leaders and NDI trained 1,109 party staff Through the Elections and Political Process project , 25,000 local poll station workers were trained, which ensured that the electoral process was more transparent, including, for the first time, that copies of poll station vote tallies were made available to all political parties. The Ukrainian NGO, Committee of Voters of Ukraine, provided systematic, long term pre-election observation throughout the country which contributed to more professional and comprehensive monitoring of media access and coverage as well as all administrative aspects of the election.

Sensitivity Analysis
In Table 1, we calculated unit costs of production for Caprivax using actual production data for the period 1992-1995. It has already been observed that the current yield levels are much lower than the potential yield level and that this problem is exacerbated by the recurrent loss of the culture through contamination. This section of sensitivity analysis investigates the effect on the unit cost of production of an improved production process that would increase yield and minimize the frequency of culture media contamination.

The result of sensitivity analysis indicate that an increase in yield will result in a dramatic decrease in unit cost of production. This can be clearly seen from column four of Table 2 above. This observation is significant to policy makers at KEVEVAPI because an increase in productivity resulting from increased yields and a reduction in broth media contamination is a real technical possibility. Another important result from sensitivity analysis is that mass production of the vaccine rather than limited production is preferable. Mass production brings about production efficiency by ensuring that existing capacity(plant and equipment) are utilized fully.

7. Summary of the findings: The Community 7.1 THE PERCEPTION OF CHILD HEADED HOUSEHOLDS
All of the respondents reported that they were worried about the children in these child headed household and wanted to be able to help in some way. They also reported that many people in the wider community were concerned and wished to help. Two of the respondents did claim that they felt that the community did not care about the children and one claimed that "people have too many problems of their own". Two people said that the child headed household was seen as a problem by the community because of their anti-social behaviour (being aggressive, withdrawn, uncommunicative, alcohol abuse) and three felt that the children had isolated themselves from the community which made it difficult to help them.
