Arrested for not having a valid Kuwaiti residence permit, Riyadh appeared to face one of two grim scenarios: languishing in a Kuwaiti jail or being deported to Iraq. Some two million Afghan refugees remain there. But after receiving and hosting Afghan refugees for more than twenty years, Pakistan has firmly pulled up the welcome mat. It no longer recognizes newly arriving Afghans as refugees and wants most long-term refugees to return to Afghanistan The government of Pakistan says that most of the estimated 200,000 Afghans who have entered Pakistan in 2000 and so far in 2001 did not flee persecution or conflict. It says they are not refugees but drought victims (Afghanistan is in the midst of its worst drought in 30 years) and that the international community should assist them inside Afghanistan, not in Pakistan. The Pakistan government also says that many of the Afghan refugees who have been living in Pakistan for years should return home. It says that they no longer qualify as refugees because there is no conflict in their home areas. This worries UN agencies and nongovernmental organizations (NGOs) working inside Afghanistan, who say that Afghanistan has been so devastated by the drought and ongoing conflict between the ruling Taliban and opposition forces that the country simply cannot absorb more people. NGO-DATA Background on the Growth of Japanese NGOs Cultural background: (inward looking Japan) For historical and cultural reasons, the JapanesNGOs/Citizens/Non-profit sector (referring to the citizens organizations engaged in international cooperation) used to be smaller and less advanced than those in western developed countries This issue is rather complicated. A few reasons could be cited to explain this level of development among Japanese NGOs. Most often the cited explanations are as follows: (1) the Buddhist tradition is less activist-oriented than that of Christian religions and therefore does not tend to be evangelical evangelism, being a factor that has given rise to many western and some southern NGOs; (2) the Japanese population is very homogeneous and group-oriented and tends to stress mutual assistance within the group before extending help outside; and (3) Japan's Confucian tradition has led the Japanese to rely heavily on the government.

Choices for Development The choices for the program were influenced by the following factors: (a) the Agency's strategies for sustainable development, and Agency and Africa Bureau guidance; (b) sector assessments and consultations; (c) experience with past program areas; (d) Congressional interest areas as represented by legislative or budgetary earmarks or targets; (e) the Mission’s judgments concerning its ability to achieve results given likely resource constraints including program budgets, staffing and operational budgets; (f) relative focus of other international donor programs; (g) opportunities for appropriate support of the RSA's priority areas; (h) extensive, interagency and Congressional consultations; and (i) comparative advantage. The Agency's review and approval of the Mission’s March 1993 Concept Strategy Paper, reaffirmed a focus on political, social, and economic empowerment of the disadvantaged majority population. Specific areas of intervention identified included community development, human rights, democracy, basic and higher education, health, private sector development, and shelter and urban services provision. Consultation in Development The Mission's rethinking of its portfolio involved extensive and structured consultations with customers and partners. These consultations served to ground the strategy by ensuring its relevance to South Africa and confirm the validity of its development hypotheses. USAID/South Africa initiated a comprehensive evaluation of the program covering the period 1986 - 1994. Consultations with all levels of the new government began in 1994. We also deepened dialogue with South African civil society and relevant U.S. PVOs.

As Africa emerges from decades of authoritarian rule, what role should donors play in fostering democracy? Are democratisation programmes working? Are they based on an analysis of how civil society functions in Africa or are donors creating a new elite to promote economic liberalisation and limited forms of procedural democracy? A paper from the Institute of Development Studies assesses the approaches taken by governments, multilateral agencies and NGOs to promote civil society in Ghana, Uganda and South Africa. The priorities, role and influence of the USA, Germany, the World Bank and the Like-Minded Group of donors (the Nordic countries, Netherlands and Canada) are assessed. The study notes that ‘democracy’ and ‘civil society’ are contested and slippery concepts in the African context. Civil society assistance is focused on human rights groups and election monitoring organisations. Most popular with donors are urban-based, elite advocacy NGOs concerned with supporting political and economic liberalisation and furthering the rights and political participation of excluded groups such as women and the rural poor. In each country a core of some twenty civil society organisations (CSOs) receives substantial funding from one of more donor. Though the level of democracy promotion funding is hard to determine, it is clear that the USA is the dominant player, accounting for 85 percent of global civil society assistance. USAID, the United States Information Agency (USIA) and the State Department’s Democracy and Human Rights Fund (DHRF) are joined by a host of US NGOs disbursing government money. In contrast with European initiatives, US programmes draw on academic expertise and explicit models of political theory built around fear of the state and promotion of pluralism.

Dobriansky, Under Secretary of State for Global Affairs Testimony Before the House International Relations Committee Combating Trafficking in Human Beings Washington, DC June 19, 2002 Thank you for inviting me here today to discuss U.S. policy to combat trafficking in persons and the second annual Trafficking in Persons Report . Your strong leadership on this issue, first by passing the Trafficking Victims Protection Act of 2000 and then by focusing national attention on its implementation has been crucial. We look forward to continuing to work closely with Congress - as well as foreign governments and NGOs - toward eradicating this egregious human rights abuse and crime. The annual Trafficking in Persons Report is an essential tool available to the U.S. Government for achieving this objective. As Secretary Powell has said, the "annual Trafficking in Persons Report shines a much-needed light on this global problem. We use the information we collect for the report to bolster the will of the international community to combat this unconscionable crime." In accordance with the legislative mandate, foreign governments are judged on whether they comply with the minimum standards to eliminate trafficking in persons and are ranked in one of three tiers. These governments are judged on their actions, not on plans that are merely in progress. According to the statute's minimum standards, countries must treat victims as victims, not criminals; they must prosecute traffickers, recognizing that trafficking is a crime that must be punished with sentences commensurate for those of other grave crimes, such as sexual assault; and they must prevent trafficking, recognizing the importance of public education campaigns in not only urban but also rural areas.

For example, companies such as Nike and Dow Chemical have opened their doors to environmental organizations to conduct environmental audits and make recommendations to improve their performance. OK International works with companies to improve their operations through these types of cooperative efforts. We offer technical evaluations of company operations in developing countries and work with them to adopt measures to minimize exposures to employees and the environment. We then intend to document those improvements and gain recognition for these companies' efforts among consumers and the environmental community. As an incentive, we offer a product certification program to facilities that meet specific goals at improving their environmental performance. Technical Assistance/Grantmaking The goal of the technical assistance and grantmaking program is to facilitate exchange of information, monitoring and testing capabilities, environmental regulatory structures, standards, and enforcement capacity to countries with developing environmental programs and institutions. We work in partnership with non-governmental organizations (NGOs), government and communities to conduct public health investigations and environmental cleanup projects. SDNP Philippines: IT Pioneer "Isn't that nice?" says Amy Morado Lecciones, "an NGO training the Government!" Ms. Lecciones is National Co-ordinator of PSDN, the Philippine Sustainable Development Network, established in 1993. For the last three years, PSDN has been holding quarterly, one-day training sessions in email and Internet use, web mastering and content. Some 20 participants usually attend the workshops: members of NGOs, the private sector, academia and the Government. But Government tends to outnumber other sectors in the workshops. During its six years of pioneering Information Technology (IT) in the Philippines, PSDN has seen its role change dramatically, responding to a dramatically changing IT landscape. The project was launched in March, 1993, with grants of US $177,000 from UNDP, US $30,000 from the Foundation for the Philippine Environment and US $7,300 from CIDA. At the time, there was no Internet access in the Philippines, so PSDN set out to prepare the way for it. Pioneering IT "As early as '93 and '94, we were the only ones talking about these things," says Ms. Lecciones. "We conducted seminars and training courses for NGOs, people's organisations, academia and even the Government, telling them what information technology was, what a modem was, what it could do for them, all through the Bulletin Board System [BBS]."
