Government Pledges Co-operation To Great Britain
L ondon, Dec. 13. Sir Edward Grey, Secretary of State for Foreign Affairs, in reply to the question in the House of Commons to-day as to whether the British government purposed, in conjunction with the government of the United States, to summon an international conference to discuss the administration of the Congo Free State, declined to announce what action, if any, the government intended to take, but said that the government at Washington had expressed a desire to contribute toward the realization of reforms in the Congo. The summoning of an international conference, however, was not specifically mentioned in the communication from Washington. Secretary Grey added that the announcement received from the United States was most cordially welcomed by the British government. Pending the decision at which the government of Belgium might soon arrive, it was not necessary to say any more at present. New York Tribune, Dec. 14. Washington, Dec. 13. Sir Henry Mortimer Durand, the British Ambassador, to-day called at the State Department and discussed with Secretary Root, among other things, the question of the reported atrocities in the Congo country, and particularly the Lodge resolution recently presented in the Senate, pledging the support of that body in any steps the President may take toward ameliorating the condition of the people of the Free State. Ambassador Durand said that the agitation in England was similar to that in this country, and that it was not improbable that England had about reached the point where some action would be taken. While neither the Ambassador nor any of the State Department officials would admit that the visit resulted in any arrangement for concerted action in the case, it nevertheless was stated the Lodge resolution paved the way for giving an impetus to any steps to that end. The Blair's Government has chosen Vodafore Group as a British Telecommunications operator for the supply of mobile telephony services to the publuc sector.
The contract work, it can be read in a press release, will give Vodafone the access to over 100.000 users working in about 200 ministerial offices and governmental organizations.
The news has provoked, today, a rise to 1,4% (quoted to 277 pence) of Vodafone on the Stock Exchange, which, this year, has reached a minimum at 238,5 pence (last May) even as a consequence of the great concerns about the so high costs of the Umts frequencies.
Peter Bamford, Vodafone 's managing director in United Kingdom, has explained that the contract will allow the group to offer to the Government e-commerce services through the mobile telephony ( the so-called 'm-commerce') thanks to a structure of the group based on Internet.
The agreeement can be interesting for a large spectrum of public offices overseas, among which we can distinguish the Ministry of Defense and the Ministry of Health besides different local administrative offices.

ARTICLE I.
From the point on the forty-ninth parallel of north latitude, where the boundary laid down in existing treaties and conventions between the United States and Great Britain terminates, the line of boundary between the territories of the United States and those of her Britannic Majesty shall be continued westward along the said forty-ninth parallel of north latitude to the middle of the channel which separates the continent from Vancouver's Island, and thence southerly through the middle of the said channel, and of Fuca's Straits, to the Pacific Ocean: Provided, however, That the navigation of the whole of the said channel and straits, south of the forty-ninth parallel of north latitude, remain free and open to both parties.

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA.
PROCLAMATION.
WHEREAS a Convention between the United States of America and Her Britannic Majesty, was concluded and signed by their respective Plenipotentiaries at London on the eight day of February last, which Convention is, word for word, as follows: Whereas claims have, at various times since the signature of the Treaty of Peace and Friendship between the United States of America and Great Britain, concluded at Ghent on the 24th of December, 1814, been made upon the Government of the United States on the part of corporations, companies, and private individuals, subjects of her Britannic Majesty, and upon the Government of her Britannic Majesty on the part of corporations, companies, and private individuals, citizens of the United States; and whereas some of such claims are still pending, and remain unsettled, the President of the United States of America, and her Majesty the Queen of the United Kingdom of Great Britain and Ireland, being of opinion that a speedy and equitable settlement of all such claims will contribute much to the maintenance of the friendly feelings which subsist between the two countries, have resolved to make arrangements for that purpose by means of a Convention, and have named as their Plenipotentiaries to confer and agree thereupon-that is to say- The President of the United States of America, Joseph Reed Ingersoll, Envoy Extraordinary and Minister Plenipotentiary of the United States to her Britannic Majesty;
