Motorola Solution Enables Public Safety Throughout Guam To Coordinate Day-to-Day and Disaster Emergency Responses
Tiyan, Guam (July 19, 2001)
Today, in Tiyan, the Government of Guam and Motorola unveiled that solution - a new state-of-the-art Integrated Emergency Communication Center (IECC).
The IECC houses a seven-position Motorola CENTRACOM TM Gold Series Elite Console System for the Guam Police Department (GPD) and the Guam Fire Department (GFD) radio dispatch, which is integrated with a Motorola CENTRALINK TM
This combination enables GPD and GFD public safety officers to handle 911 calls and simultaneously radio dispatch field personnel to the appropriate location. All 911 calls and select radio dispatch communications are also digitally recorded. In addition, the combination enables the GPD and GFD to coordinate emergency response activities with GovGuam agencies and U.S. Federal agencies.
In addition to the physical equipment, Motorola provided hands-on training for police and fire personnel enabling them to operate the systems efficiently and effectively. Motorola also will provide continued technical support to maintain the system.

AMERICAN PRESIDENT LINES, LTD. Cargo which was tendered directly to Respondent Sea-Land Service, Inc. by the shipper at a Sea-Land terminal is port-to-port cargo and is subject to the Commission's jurisdiction. The proceeding will be remanded to the Administrative Law Judge to permit Complainants to prove their damages with respect to such cargo. Complainants' contention that tariffs filed by Sea-Land Service, Inc. at the Interstate Commerce Commission (now Surface Transportation Board) are not supported by valid joint-through arrangements between Sea-Land and the inland carriers is a matter which, in the first instance, should have been addressed to the agency where the tariffs were filed. The Commission's jurisdiction is port-to-port. It has no jurisdiction over the transportation of cargo by Sea-Land Service, Inc. in its through service from Hawaii to interior points in Guam. The preponderance of the evidence shows that Sea-Land Service, Inc. did not enter into joint-through arrangements with truckers on Guam until 1993. Absent a joint-through arrangement, the Commission has jurisdiction over the transportation of cargo by Sea-Land Service, Inc. in its through service to Guam to the extent the cargo was delivered within the port of Apra.

With the signing of the Treaty of Paris, Guam entered a new era under the American system of democracy. But it would take another 52 years and a World War II invasion before the Chamorro population would be afforded U.S. citizenship that entitled them to specific legal protection under the U.S. constitution and applicable federal law. With Guam changing from a Spanish colony to a U.S. possession came the question of legal rights and the type of government the native population would experience under American law. For the initial seven years the existing Spanish judicial system was left intact, except in the area of the appellate court, which was transferred from Madrid's Supreme Court to the sole discretion of the American Governor. The Governor served s the supreme authority in both lawmaking, administration and interpretation of laws for the island.
SUPREME COURT OF GUAM ESTABLISHED
On April 15, 1900, Guam's first American Governor, Richard P. Leary, established the Supreme Court of Guam to function as an appellate court of the island. Chronicler Roy E. James described the first Supreme Court of Guam as follows:

History and Government
History: Guam is the largest and most southerly island of the Marianas Islands, which were occupied by the Chamorro Indians from 1500 BC. It was claimed by the Spanish in 1565 and ruled by Madrid until the Spanish-American War of 1898. The Spanish governor was unaware of the war and, when a US frigate entered Agana harbour with guns blazing, he apologised to the captain for not having a reciprocal salute ready. He surrendered the island the next day.
US rule was interrupted by the Japanese invasion of 1941, to be reinstated after fierce fighting three years later. The island has been an important US strategic base since then. Its facilities were provisionally earmarked for substantial expansion following the US withdrawal from the Philippines. However, the end of the Cold War and the overall retrenchment of the American military have forced the government of Guam to look to other means for its long-term future (see Business Profile section).

Vital Records The island of Guam is approximately 30 miles in length, and is the peak of a submerged mountain rising 37,820 feet above the floor of the Mariana's Trench. The largest island in Micronesia, Guam is shaped like a footprint and was formed by the union of two volcanoes. Two-thirds of Guam is raised limestone with several volcanoes at Mount Santa Rosa and Mount Mataguak in the north and Mount Lamlam (1,334 feet) in the south. Guam straddles the edge of the Asian Plate with the Pacific Plate thrusting below it. The Western shoreline faces the Philippine Sea while just a few miles away the Eastern beaches face the Pacific Ocean. Ancient perpendicular fault lines which collect water, now determine paths of existing tributaries. Guam is the westernmost of U.S. territories, lying west of the International Dateline and is 1 day ahead of the U.S. For many years after the World War II, the United States maintained a military installation on the island.
