Leadership and Distance Education in Higher Education: A US Perspective

Abstract
The premise of this article is that while in the US understanding is growing about the technologies and strategies needed for effective distance education in an online environment, leadership efforts remain weak. The article describes leadership for distance education, historical perspectives of leading distance education, and how the Internet has directly changed distance education efforts in US higher education institutions. The article concludes with an appraisal of how the approach of higher education leaders must change in order for distance education efforts to be successful. 2002 was 2nd-warmest year, NASA reports
The year 2002 is the second-warmest year in recorded history, according to NASA scientists who monitor global air temperatures. A record-breaking string of warmth in recent years with 2001 now going down as the third-warmest year on record and 1998 still holding the all-time record has scientists and climate experts concerned that greenhouse gases are warming the planet more quickly than previously expected. The Earth's temperature during the 2002 meteorological year was 58.35 degrees Fahrenheit, more than 1 degree warmer than the long-term average of 57.2 degrees, said James E. Hansen, a climate scientist at the National Aeronautics and Space Administration's Goddard Institute for Space Studies who analyzes surface temperatures collected from several thousand weather stations around the world. The meteorological year runs from December to November. During that period, 2001 temperatures were 58.12. The record year remains 1998, when global temperature rose to 58.41 degrees Fahrenheit. The numbers are the highest since temperature records were first compiled in the late 1800s.

The National Political Science Honors Society
Welcome to the website of the forthcoming Towson University chapter of Pi Sigma Alpha! As of March 1st, 2001, we have officially begun our activities; this means that we are also submitting our final petition for membership with the national association at this point. We are all extremely excited to bring this honors society to the Towson University Campus!
Pi Sigma Alpha was founded in 1920 at the University of Texas for the purpose of bringing together students and faculty interested in the study of government and politics. Professor C. Perry Patterson was an early leader of the first chapter and served as national president of PSA from 1920 until 1932. The success of the honor society at the University of Texas prompted other institutions to apply for chapters, with the Universities of Oklahoma and Kansas establishing chapters by 1922. In March of that year the society held its first national convention at the University of Oklahoma. Growth in the honor society was gradual throughout the 'twenties and 'thirties and accelerated after the Second World War; today there are over 460 chapters throughout the country. There is at least one college or university with a PSA chapter in every state and the District of Columbia and, as of 1995, the U.S. territory of Guam.
This site is designed to assist Towson University students with their careers as students of Political Science and International Studies. There is a wealth of information available on internships, local academic groups, scholarships, grants, and graduate studies for PSA members under the "careers" section of this website. We hope that members find this section of the site useful!

U.S. Territory Of Guam Repeals Helmet Law For Adult Motorcyclists GUAM. Tom Matanane, president of the Guam HAWGS Motorcycle Club, reported to the MRF that on March 16,1997, Guam's Governor Carl T.C. Gutierrez signed into law Bill #7, which gives motorcyclists 18 years of age and older the right to decide for themselves whether or not to wear a helmet. The law went into effect at midnight, so on March 17, 1997, motorcyclists in Guam were able to legally ride without a helmet. Guam is a U.S. territory, where as they say there, "Guam where America's day begins." The sponsor of Bill #7, Senator Elizabeth Barret-Anderson, was extremely successful in moving the legislation through the Guam Senate. Bill #7 passed the Guam Senate unanimously on a 21 to zero vote. Guam has a unicameral legislature, so once the legislation passed the Senate it was sent on to Governor Gutierrez for his signature. "The Guam Hawgs should take great pride and be commended for bringing freedom of choice to American motorcyclists," stated Wayne Curtin, MRF vice president of government relations. Curtin continued by saying, "This is the second time in a week that legislation repealing helmet laws for adults has been enacted in a state or territory of the United States. This shows that with continued perseverance motorcyclists in every state and territory of the United States have the ability to convince legislators and governors that freedom of choice for motorcyclists is the best public policy."

The primary economic goal of the Government of Guam is to produce a high and rising standard for its citizens. This goal can be accomplished by utilizing the labor and capital available in the most productive manner possible. This means Guam should strive for the best mixture of quantity and quality of what is produced and the highest efficiency by which it can be produced. In a capitalist society the production of goods and services is a function of the private sector, not the government, and this implies that the government should either facilitate and assist in obtaining the best economic mix or simply try to stay out of the way. In order to achieve the high and rising standard of living it is necessary to focus on productivity which is in the long run the primary determinant of the standard of living. Productivity of human resources determines wages, employment levels, while productivity of capital determines the return it earns for its users. High productivity in Guam generates high income and the improvement of well being while low productivity generates low income and in some cases poverty. High productivity allows citizens to pay taxes and provide for government services in the form of infrastructure and provide assistance to the poor and ill who do not have sufficient income. It is important to examine the specific industries and industry segments where Guam can improve its productivity, not the productivity of the entire economy. In competitive analysis as in macroeconomics aggregation is dangerous as it hides too much. In Guam's case a major portion of the Gross Domestic Product of the Territory comes from a very few types of business. These are almost entirely in tourism related industries and for Guam tourism is international rather than domestic. In both competition and market Guam is clearly in the international tourism business. Therefore Guam must be internationally competitive in these industries and continue to upgrade its competitive position in order to survive in both Micronesian and Asian competition.

American Samoa American Samoa
, a group of islands in the mid-South Pacific, is located about 2,300 miles from Honolulu. American Samoa has a land area of 76 square miles and approximately 57,291 residents (est. 2000, U.S. Census Bureau), most of whom live on Tutuila. Since American Samoa is an unincorporated territory of the U.S., its people are U.S. nationals who freely enter the U.S. An estimated 65,000 Samoans have migrated to the West Coast and some 20,000 live in Hawaii. The territory has an important tuna processing industry, and its capital, Pago Pago, has a great natural harbor with dry dock and port facilities. The local government is the biggest employer in American Samoa. Culture
The Samoan culture is strong and intact. The Fa'asamoa (Samoan way of life) is centered on the "aiga" (family), which consists of the immediate family and extended family members (maternal and paternal) such as grandparents, uncles, aunts, and cousins. The family name holds special value in the hearts of Samoans and every opportunity is taken to keep that name in good standing within the community. The "matai" (chief) is the head of the family and has the final say on decisions that are made for the family and their land. Land in American Samoa is communally owned; therefore, it is up to the matai of the family to distribute the land among family members. Community hospitality is ingrained into the Samoan way of life with families commonly inviting guests into their homes.

    Abstract
    This roundtable discussion proposes to take up the implications of the U.S. Supreme Court ruling in Rice v. Cayetano On behalf of the Respondent, Hawai`i's Governor Benjamin Cayetano, the state argued that the OHA's limitation on the right to vote was not based upon race but the unique status of Hawaiian people and that the classification met rational basis review under Morton v. Mancari because the state and federal government have a "special relationship"-trust and obligation-to "native Hawaiians" that is analogous to the federal government's relationship with American Indian tribes. Hence, the limitation on the right to vote for the OHA trustees is based on a legal classification determined by those who constitute the beneficiaries of the trust managed by that Office. However, the state obligations to Hawai`i's indigenous people were not sufficient to convince the Supreme Court of the unique political situation of Hawaiian people that justified the exclusive OHA elections process.

    The Asia-Pacific region poses an access challenge for the US Air Force (USAF) because the United States lacks basing options for military operations in the region - a problem with no easy solution, according to a new report issued by RAND, the air force's premier think-tank, whose studies often presage Pentagon policy.
    It is no surprise that the United States has been looking to Asia as the most likely place where it will fight future wars. Several high-level reports in recent years have been quite explicit in that regard.
    Last year's Quadrennial Defense Review also raised the issue of limited access to Asia. It found the alignment of US assets concentrated in Western Europe and Northeast Asia "inadequate for the new strategic environment". It directed Air Force Secretary James Roche to "increase contingency basing in the Pacific and Indian oceans, as well as in the Arabian Gulf". Studies on how the Defense Department should accomplish this are ongoing.
