In the summer of 2001, Abraham graduated from High School (with honors). He is currently attending Berklee College of Music in Boston where he was awarded their North American World Tour Scholarship. With an intended major of Music Education, Abraham is also gaining acceptance as one of the school's top-call drummers; appearing in numerous recitals, sessions and club dates.

Pan-Pacific Information Technology
A "Pacific IT Promotion" seminar was held January 3-4 at the University of the Ryukyus. About 70 representatives from 13 Pacific nations and regions heard presentations on how IT is applied to practical situations in Okinawa. The two-day event was funded by the United Nations Development Program and co-sponsored by the Japan International Cooperation Agency (JCA) and Ryudai. The presentations made by Okinawa's seminar representatives aroused keen interest among participants. In particular, the use of IT for medical services for remote islands and areas led to requests to send medical trainees to Okinawa through JICA. Seishiro Miyagi, director of the prefectural Chubu Hospital, explained the islands-wide medical support information system. He showed how it connects medical institutions on the outer islands to Chubu Hospital. Miyagi said he wants the system to be set up throughout the Pacific region with cooperation from Hawaii, somewhere that is even more advanced in the field. Describing the OPG's IT policy, Junya Nano, head of the OPG's multi-media promotion section, stressed the importance of developing human resources in the field.

The Philippines, Guam, Hawaii and Puerto Rico all now belonged to the Americans, and American Samoa and the Virgin Islands were soon to follow. World War Two would add the former Japanese territory of Micronesia as well. The United States, a nation founded on the equality and brotherhood of all men, now found itself having to reconcile the ideals and practices of representative democracy with the notions of empire and subject peoples. In recent years, the U.S. government has publicly atoned for the internment of Japanese-Americans during World War Two and the untold number of abuses suffered by Native Americans' post-European contact. Last year’s talk of an apology for slavery and President Clinton’s move for a dialogue on race are the latest manifestations of this trend. Perhaps we could use 1998 to not only "remember the Maine" but also the travesties the United States committed in its history as a colonial power. The rap sheet for U.S. colonialism is far from clean, but Americans have the chance (and, quite frankly, the obligation) to rectify past wrongs by granting U.S. territories a greater voice in government and allowing citizens of U.S. territories to fully utilize their powers as U.S. citizens.

CONSOLIDATED FEDERAL FUNDS REPORT
PURPOSE
To provide data on Federal government expenditures by state, county, and subcounty area. The United States Code, Titles 13 and 31, and a 1981 designation by the Office of Management and Budget, authorize this program and provide for mandatory responses. Other federal agencies fully fund the Census Bureau's work on this program.
COVERAGE
Nearly all Federal agencies responsible for financial transactions that can be attributed to a state or U.S. territory are covered. Agencies include departments and independent agencies, and quasi-Federal agencies such as the United States Postal Service (USPS) and Tennessee Valley Authority. Territories include American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the Virgin Islands. Expenditures by national security agencies, international transactions, and interest on the national debt are excluded. In fiscal year 1998, direct Federal expenditures that could be attributed to domestic areas totaled $1.5 trillion, direct Federal loans totaled $24 billion, and insurance and loan guarantees amounted to $659 billion.
CONTENT
Data are obtained on the amount of virtually all Federal expenditures, including grants, loans, direct payments, insurance, procurement, salaries and wages, and other awards (such as price supports and research awards). Data represent actual expenditures (or outlays) with some exceptions. For example, contract amounts may represent obligations, loans and insurance can include cash and contingent liability values, and grants to individuals may reflect benefit commitments. Expenditures are reported by responsible department or agency, and classified by affected program (such as Federal Emergency Management Agency disaster relief grants, or Social Security Administration Black Lung payments).

Archives Study: Shift Defense Focus to Taiwan Associated Press, May 15, 2001 WASHINGTON The United States should expand its military presence on the Pacific island of Guam and consider asking Japan for permission to use its southernmost Ryukyu islands as a staging base in defense of Taiwan, a Pentagon-sponsored study says. The study by the Rand think tank says U.S. military strategy in Asia, which for decades has focused on Japan and North Korea, should be shifted south to better prepare for potential conflict over Taiwan. The study says the U.S. Pacific territory of Guam should be developed into a major hub from which the U.S. Air Force and Navy could project power into the South China Sea and elsewhere in Southeast Asia. The lead author of the Rand study is Zalmay Khalilzad, who headed the Bush administration's transition team at the Pentagon before joining the White House staff on Monday as a senior director at the National Security Council. Rand is a research organization that studies a wide range of public policy issues; the Asia security study was done by a Rand division financed by the Air Force. The Bush administration is in the midst of reviewing its Asia security strategy. Defense Secretary Donald H. Rumsfeld is expected to conclude that the rising military power of China and India, combined with the decline of Russia and the prospect of reconciliation between North and South Korea, requires the United States to make Asia a higher priority in military planning and security alliances.

The law prohibits closed union shops in which every employee is required to be a union member. In cases where there is a union contract, the law prohibits “fair share” or contract service fees which non-union members have to pay to the union to cover their share of the cost servicing the contract and providing representation.

Yes. Federal labor laws already prohibit closed union shops. These same laws also require unions, representing classes of workers, to bargain for both union and non-union members alike. For unions to bear this responsibility for non-union members without the support from contract service fees is both unfair and detracts from the union’s ability to effectively service the contract.

    Studies Related to the Effects of Ground-Water Withdrawals
    Ground water is among the Nation's most important natural resources. It is the source of about 40 percent of the water used for public supply and provides drinking water for more than 97 percent of the rural population who do not have access to public water-supply systems. Between 30 and 40 percent of the water used for the multi-billion-dollar agricultural industry comes from ground water. Withdrawals of ground water are expected to rise in the coming century as the population increases and available sites for surface reservoirs become more limited. Wise management of ground-water resources requires knowledge of the distribution and characteristics of water-bearing rocks and sediments. Complicating this management task is the susceptibility of some ground-water resources to contamination by industrial, domestic, and agricultural chemicals and byproducts. Evaluating and dealing with these threats of ground-water contamination require improved knowledge of the occurrence and manner of movement of ground water in the subsurface.

U.S. Territory Of Guam Repeals Helmet Law For Adult Motorcyclists GUAM. Tom Matanane, president of the Guam HAWGS Motorcycle Club, reported to the MRF that on March 16,1997, Guam's Governor Carl T.C. Gutierrez signed into law Bill #7, which gives motorcyclists 18 years of age and older the right to decide for themselves whether or not to wear a helmet. The law went into effect at midnight, so on March 17, 1997, motorcyclists in Guam were able to legally ride without a helmet. Guam is a U.S. territory, where as they say there, "Guam where America's day begins." The sponsor of Bill #7, Senator Elizabeth Barret-Anderson, was extremely successful in moving the legislation through the Guam Senate. Bill #7 passed the Guam Senate unanimously on a 21 to zero vote. Guam has a unicameral legislature, so once the legislation passed the Senate it was sent on to Governor Gutierrez for his signature. "The Guam Hawgs should take great pride and be commended for bringing freedom of choice to American motorcyclists," stated Wayne Curtin, MRF vice president of government relations. Curtin continued by saying, "This is the second time in a week that legislation repealing helmet laws for adults has been enacted in a state or territory of the United States. This shows that with continued perseverance motorcyclists in every state and territory of the United States have the ability to convince legislators and governors that freedom of choice for motorcyclists is the best public policy."
