    Human rights court finds Guatemala government guilty in Bámaca case (December 2000)
    The Inter-American Court on Human Rights found the Guatemalan state and military responsible for the disappearance, torture and execution of Efraín Bámaca, a.k.a. "Commandant Evarardo," a guerrilla leader from the Guatemalan National Revolutionary Unity (URNG) who disappeared in 1992. Click here to receive a FREE copy of the current issue Or subscribe to the Report with our Subscription Form Bámaca's case became a key human rights test for the Guatemalan government, and the United States, in large part because of the persistent efforts of his wife, US lawyer Jennifer Harbury, to uncover the truth about his fate. Bámaca disappeared on March 12, 1992, after being captured alive by Guatemalan armed forces. He was held on various military bases following his capture where he was apparently savagely tortured and interrogated, then finally executed one to two years later. Some of Bámaca's family members believe he was put into a plaster body cast to prevent him from escaping, and then was later thrown from a helicopter.

    Members of the Guatemalan government’s human rights office, known by its Spanish acronym COPREDEH, will be in Costa Rica tomorrow in order to discuss a compensation package following the murder of street child Marcos Fidel Quisquinay (13) in Guatemala. The president of COPREDEH will meet with representatives from child advocacy group Casa Alianza/Covenant House Latin America and CEJIL (Center for Justice and International Law), the co-petitioners in the case against the State of Guatemala. Earlier this month, the State of Guatemala accepted full institutional responsibility for its failure to appropriately process the murder of Marcos, who was brutally killed in September 1994. The agreement came during a March 3rd, 2000 meeting before the Inter American Commission on Human Rights (IACHR) based in Washington. Marcos died after two strangers handed him an explosive devise that they had hidden in a bag of food. The small boy was begging for food outside a popular chain of restaurants, called Pollo Campero, in Zone 15 of Guatemala City when the incident took place. Marcos was literally blown to bits and the restaurant suffered significant damage. Tomorrow, the president of COPREDEH, Victor Hugo Godoy, will meet with lawyers from CEJIL and representatives from Casa Alianza, a non profit organization working to protect the region’s street children - which has its headquarters in San José Costa Rica, in order to discuss financial compensation for Marco’s family. A package of other compensatory measure will also be evaluated. These measures include reopening the investigation into the little boy’s murder, questioning the police officers involved in the case along with witnesses to the murder who have never been interviewed and reanalyzing the remains of the bomb which killed Marcos.
