GUATEMALA CITY–
Accusing the authorities of engaging in a “cover-up,” Guatemala’s Roman Catholic leaders have broken off communication with government officials investigating the murder of Bishop Juan Gerardi on April 26. “There’s a cover-up going on,” declared Ronalth Ochaeta, director of the Human Rights Office of the Catholic Archdiocese of Guatemala. “If we’re going to have peace, we can’t have impunity. Those are two conflicting values.” Ochaeta made the statement on July 14 in Madrid, where he and Gerardo Flores, bishop of Cobán in central Guatemala, met Bishop Juan José Asenjo, general secretary of the Spanish Bishops’ Conference. Ochaeta and Bishop Flores are briefing government and church officials across Europe about the lack of progress in the investigation of the brutal murder of Bishop Gerardi. Juan Gerardi, auxiliary bishop of Guatemala City and founder of the archdiocesan human rights office, was murdered two days after releasing a 1,400-page report on Guatemala’s 36-year civil war. The report, “Guatemala: Never Again!” blamed the country’s military for almost 90 percent of the war’s 150,000 deaths and 50,000 “disappearances.” Bishop Gerardi had frequently denounced the military for human rights violations and involvement in drug trafficking, car theft and kidnapping.

LEADERS MEDIA Guatemala's beauty and strength of identity have not been accompanied by cohesion and prosperity. In 1996 the country emerged from a 36-year-long civil war in which more than 200,000 people were killed or disappeared. In spite of an official finding that 93% of all atrocities carried out during the war had been committed by the security forces, moves to bring those responsible to account started only after a long delay. The military remain dominant and continue to subvert an already corrupt justice system. Guatemalans live in one of the most iniquitous societies in the region where the top 2% control an estimated 58% of the national wealth and where up to 90% of people live below the poverty line.

History and Government
History: The Mayans were dominant through much of Central America from the fifth until the eighth century when their civilisation declined and a variety of other ethnic groups moved into the region. Europeans arrived in the 15th century, and Guatemala was one of the territories overrun by the Spanish conquistador Cortés in the 17th century. Pressure on their empire during the early 19th century forced the Spanish to concede independence to their American colonies, principally Mexico, into which Guatemala was briefly incorporated in 1822. Subsequent plans to fuse the countries of the Central American isthmus were equally short lived. Guatemala enjoyed comparative stability, punctuated by brief periods of upheaval, under a series of dictators who were content to keep the country under a quasi-feudal regime underpinned by a small clique of land-owning families.
The government of Colonel Arbenz Guzman attempted various land reforms in the early 1950s, but was overthrown by a US-backed invasion led by military opponents of Arbenz. The country then slid into a state of almost perpetual civil war between a series of right-wing military governments and various leftist guerrilla movements: the conflict was characterised by a level of human rights abuse exceptional even for civil war, the legacy of which still casts a shadow over the country today.

Corruption, crime, high taxes all contribute to growing crisis

GUATEMALA CITY Despite last week's conviction of three soldiers for the murder of a Roman Catholic bishop, Guatemala is facing its most serious crisis of trust since the country's civil war ended five years ago. The country's top politicians are enmeshed in scandal, its justice system is under violent attack, and its people are showing increasing signs of frustration with corruption and the failure of peace accords to deliver promised reform, according to political leaders, judicial officials and human rights groups. The situation is so bad that thousands of Guatemalans have begun wearing black on Fridays to protest government corruption and higher taxes.
