Local businessmen and government officials involved with Guatemala's notorious death squads say they have struck a deal with Ronald Reagan which provides for restoration of U.S. weapon sales and training facilities to the Guatemalan military and police, curtailment of State Department criticism of the Guatemalan regime's massive human rights violations, and the ultimate prospect of U.S. military intervention to shore up that beleaguered Central American government. High-level Guatemalan officials say that Reagan's assurances may already have led to an increase in the number of death squad assassinations and a senior leader of Guatemala's moderate Christian Democratic Party-already decimated by more than 34 assassinations of its top leadership in the last year-fears for his life.

    Memorandum of Understanding between the Government of the United States of America and the Government of the Republic of Guatemala Concerning the Imposition of Import Restrictions on Archaeological Objects and Materials from the Pre Columbian Cultures of Guatemala
    The Government of the United States of America and the Government of the Republic of Guatemala; Acting pursuant to the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, to which both countries are States Party; and Desiring to reduce the incentive for pillage of irreplaceable archaeological objects and materials representing the prehispanic cultures of Guatemala: the Maya of the Peten Lowlands and the cultures of the Highlands and the Southern Coast; Have agreed as follows: ARTICLE I A. The Government of the United States of America, in accordance with its legislation entitled the Convention on Cultural Property Implementation Act, will restrict the importation into the United States of the archaeological objects and materials listed in the Appendix to this Memorandum of Understanding (hereafter "Designated List") unless the Government of the Republic of Guatemala issues a certification or other documentation which certifies that such exportation was not in violation of its laws.

    US government responsible for genocide and terror in Guatemala
    By Martin McLaughlin 27 February 1999 The United States government played a major role in supporting and assisting genocide and state terrorism in Guatemala, according to a UN-sponsored report, "Guatemala, Memory of Silence," which was issued Thursday. The nine volumes made public by the Historical Clarification Commission document the systematic torture and murder of 200,000 people, the vast majority of them Mayan Indians, during a 34-year civil war which ended in 1996. The commission consisted of a German jurist, Christian Tomuschat, and two Guatemalans, Edgar Balsells, a lawyer, and Otilia Lux Coti, a Mayan teacher, acting under the terms of the cease-fire agreement supervised by the United Nations three years ago. Although the report was partially financed by the US Agency for International Development, and it was barred from naming any individuals, including US government officials, implicated in the genocide, its findings were a devastating indictment of both the Guatemalan and American state.

The visit focused on reports of the discriminatory treatment of trade unionists at the assembly plants there of the U.S.-based corporation Phillips-Van Heusen (PVH), and allegations of obstacles posed by the company and the Guatemalan labor ministry to the union’s recognition for purposes of collective bargaining. Principally at issue in the latter was the union’s claim to have secured the membership of more than one-fourth of the total workforce: Guatemalan law requires employers to negotiate with unions in such circumstances, but the company challenged the union’s membership claims. Human Rights Watch determined to undertake the inquiry into the underlying issue of freedom of association in the two PVH plants in Guatemala plants in response to requests by the union there, their international supporters (notably the U.S./Guatemala Labor Education Project), and the company itself. Monseñor Juan Gerardi, April 24, 1998 Introduction On April 24, 1998 Monseñor Juan Gerardi, Guatemala City’s auxiliary bishop, publicly presented the report of the Catholic Church’s three-year Recuperation of the Historic Memory (REHMI) project entitled, Guatemala: Nunca Más (Guatemala: Never Again). While the report does not claim to include all the violations committed during Guatemala’s 36-year civil war, it documents 55,000 violations of human rights, of which 50,000 were committed by the armed forces, military commissioners and Civil Defence Patrols (PAC). A little over 48 hours later, Monseñor Gerardi was assassinated. Perhaps more than any other event, this assassination highlighted the fragile state of human rights and the peace process in Guatemala in 1998. As the first anniversary of the death of this courageous human rights defender approaches, ICCHRLA, together with its Guatemalan partners, is seriously concerned that impunity continues to predominate in this and thousands of other human rights cases; and that the peace process is being seriously compromised by other political and economic agendas.
