Hawaii! Teaching about the 50th State
Hawaii celebrated its 40th anniversary of statehood on August 21, 1999! Take a tour of this exotic state, examine its wildlife, creep to the volcano's edge, and discover the wealth of culture and diversity that isolation can bring. Aloha! After 20 years of classroom teaching, Lena Kanemori of Enchanted Lake Elementary School in Kailua, Hawaii, became a technology coordinator and teacher of the gifted and talented. While studying endangered species, she was shocked to discover that Hawaii has the greatest number of endangered species of all of the United States. In response to this revelation and as an introductory Web-publishing project, she and her students created Endangered Species of Hawaii "Three years ago, when my students were involved in their study of Hawaii's endangered species, they were amazed, and I was more so, to find out that we had the most endangered species in the nation," Kanemori told Education World. "Finding out why we had so many endangered species was also most distressing." Because of its location, Hawaii is virtually isolated from the outside world, which causes plants and animals to develop that are unique to the islands. When Europeans visited Hawaii and brought with them plants, insects, and other animals, the "foreign invaders" flourished and made easy prey of the natural inhabitants of the islands. Because of that influx, Hawaii's native creatures are in trouble. The plight has earned Hawaii the unwanted title of "endangered species capital of the world."

GREAT SITES FOR TEACHING ABOUT... Hawaii, Part 2
August is an important month in Hawaii's history. On August 12, 1898, Hawaii was annexed by the United States government and became a U.S. territory. Sixty-one years later, on August 21, 1958, Hawaii became the country's 50th state. Each of those events had its supporters and opponents, and the debate about Hawaiian sovereignty continues to this day.
The life of the land is perpetuated in righteousness. Hawaii's state motto, attributed to King Kamehameha III Hawaii may be the newest U.S. state, but its history goes back for centuries. From the arrival of its original Polynesian inhabitants to its 1898 annexation by the United States which ended Hawaii's longtime status as a sovereign nation Hawaii's story is fascinating, stirring, and, at times, heartbreaking. Administration
Because of the Tenth Amendment and the consequent evolution of a decentralized education system, the States and local districts assume a primary role in the organization and operation of U.S. schools. For this reason, the discussion below deals at length with State and district roles in education and only briefly with the Federal role. Because they are administered in a different way, postsecondary institutions will be discussed separately.
    Elementary and Secondary Education
    Role of State Governments
Over the years, State legislatures have enacted laws to govern the organization and operation of elementary and secondary schools in the respective States. These laws have been provided to guide the establishment of policies and requirements for the operation of public schools at the local level. In most States, policies and requirements are determined by a State board of education and carried out under the leadership of a chief State school officer (the title varies with the State) and a staff of professional educators in a State department of education. Different States have different laws and traditions governing the membership of State boards of education. In most States, members are appointed by the Governor; in some they are elected directly by the people; and in still other cases a member serves
