Adult Residential Care Home Operator (ARCH) Program
The Adult Residential Care Home (ARCH) Training Program was developed with the Department of Health (DOH) for nurse aides with working experience in a skilled nursing long term care facility or home care or hospital care. The program prepares operators to provide residential care of individuals in the home. The program consists of three one credit courses which are taught in the evenings twice a year. The Department of Health has additional structural and service requirements for operating an ARCH home. Regulations are found in Chapter 100 of the Hawaii Revised Statutes. A copy can be obtained by calling 808.692.7407 for $10, or printing the document from the web http://tako.icsd.hawaii.gov/doh/rules/ADMRULES.html Scroll down to Chapter 100 and click on its link. It will download to your computer and you can print it (30 pages).

Hawaii's current regulations require that a teaching certificate, to be issued only upon the employment of an individual as a teacher, school librarian or counselor with the Hawaii State Department of Education. Employment/certification requirements for Hawaii are summarized as follows:
  • Successful completion of a state-approved teacher education program from a university or college whose accreditation is recognized by the Hawaii State Department of Education. Student teaching in your major must be indicated on your transcript.
  • Passing scores for the PRAXIS (Professional Assessments for Beginning Teachers) Core Battery and Specialty Area Tests taken within the last five years. This requirement must be met even by individuals with a valid teaching certificate from a state with whom Hawaii has limited reciprocity. Information about the PRAXIS and Teaching in Hawaii is included. Please be aware that unless your teaching field is an identified critical shortage area, .you will need to be available in Hawaii over a period of time for school level interviews after you have met all certification requirements.

    Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    MESSAGE FROM THE SUPERINTENDENT
    To All DOE Employees: This brochure has been prepared to reaffirm the State of Hawaii's non-discrimination policy, as well as Board of Education Policy #5513, which prohibits unlawful discrimination in all Department of Education schools and offices. The Board of Education's nondiscrimination policy (Policy #5513 and related regulations) applies to all DOE employees. All DOE schools and offices shall enforce the Board of Education's policy prohibiting unlawful discrimination. Administrators and supervisors must give serious attention to all complaints of unlawful discrimination, including complaints of sexual harassment. Each complaint must be investigated in a manner that is sensitive to the privacy rights of the complainant-victim. If such conduct is found to have occurred, prompt corrective action shall be taken to stop any unlawful behaviors and to ensure that further acts of harassment or other discrimination do not occur. Any DOE employee who violates the policy will be subject to discipline which will include suspension and termination in appropriate cases. In addition, employees violating the nondiscrimination policy may be subject to civil and/or criminal liability.
