STATE OF NORTH CAROLINA TEACHER CERTIFICATION REQUIREMENTS
North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

In Maine, there are no specific teacher certification requirements to use technology as a tool in the classroom. However, teachers in Maine's elementary schools are required to have three semester hours of computer training (Reutershan 1999). Massachusetts indicates that there is no formal requirement, but under Competency III: Instructional Practice, there is a significant place given to technology — "The effective teacher … (b) teaches through diverse modes, including new technologies, reading and language arts as appropriate to the ages, learning style and developmental state of the learner; ..." (Palumbo, 1999). It is clear that, while these five states do not have a formal requirement for technology competencies for teachers for certification/licensure, they are well aware of the need for training in the use and integration of technology for learning as well as for personal use. As Oshiro (1999) points out, "Most states are moving toward some sort of technology competency that becomes part of teacher certification. [...], we are well aware of the need to address the professional development issues in this area." References Return

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Meet our dedicated yoga teachers! Denise Amrich (at right) comes to Yoga Hawaii from Princeton, New Jersey, and is a certified YogaRhythmics/DansKinetics and Soma Yoga teacher, as well as a Personal Trainer, Hypnotherapist, and NLP Practitioner. Her fascination with many subjects prompts her to offer herself as a "bridge" between disciplines in order to facilitate her students' compassionate understanding of themselves, others, and their world. For example, she enjoys things like bringing the Yoga Sutras into a gym environment or into her "day job" as co-founder of ZATZ:Pure Internet Publishing ( http://www.zatz.com ). Denise often introduces elements of trance and visualization into her multi-level YogaRhythmics classes, which also happen to be a kickin' cardio workout. She loves creating her classes as powerful rituals, using words, movement, symbol, and music in order to transmit a transformative, fun, meaningful, spiritual experience for all who partake. Coleman Connolly (at left) has been practicing Jivamukti yoga for seven years. He is interested in exploring the connections between the physical practice and emotional growth. Coleman's classes are designed to be a safe place for students to work up to their edge and have fun.

    Executive Director Comments
Dr. "Brad" Bradshaw Moving into a New Century "ADTSEA is Y2K compliant!" That was the message from ADTSEA Chief Executive Officer Allen Robinson to the Executive Committee On January 1, 2000. Through forethought, planning, and testing, Sean VanScoyoc ADTSEA Technology Manager, made certain that all computer operations, including the Web site, moved into the new year, century, and millennium without a glitch. There is another addition to the ADTSEA staff. Mr. Louis J. Pesci was hired at the faculty instructor level by the IUP Highway Safety Center. Lou, a native of Indiana, PA, earned his B.S. in Health and Physical Education with driver education certification from IUP and his M.S. in Community Health Education from West Virginia University. His experience includes teaching high school lover education, managing and teaching adult driver improvement, and an internship with NHTSA. Mr. Pesci's primary responsibility will be to manage, coordinate, and teach in the National Driver Education Teacher Certification and Recognition Program. He will also work on various ADTSEA and IUP projects. Contact Lou if you have any questions about the national teacher certification program. In the summer 1999 issue of The Chronicle, Allen wrote about a NHTSA-funded project to define driver education, determine how driver education must be delivered, and what driver education should accomplish (outcomes). That effort began in November 1999 in Baltimore, Maryland with approximately 20 driver education professionals from across the country meeting to address those issues. The one-and-a-half day meeting produced a vast amount of information to be refined and shared. This project will last approximately 18 months and have two more phases. The next phase will share the information with other state and national organizations to gain their input. The last phase will be to publicize the results of the project. ADTSEA has the lead in this effort. Let me hear from you if you want to have input.

Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.
