As per provisions of section 5(i) and also (xi) University is empowered to provide for instruction in the relevant branches of learning and to make provisions for the advancement and dissemination of knowledge for furtherance of its objects.
With this aim the University feels on the basis of discussion among scholars in various workshops that all the available Hindi Grammars and Lexicons have not included contemporary Hindi uses and the books, which are published on the name of Grammar, are also not comprehensive in nature; they are written focussing on one or some aspects of Hindi language. They are not authored taking Hindi as a whole looking at natural texture of Hindi language or are not covering all the aspects of Hindi language.
It is also notable that the problems, which different language speakers face in learning Hindi, have not been identified and thus no place has been given to such problems for learning Hindi in Hindi Grammars. Besides, whatever phonetic impacts different mother-tongue speakers have while using Hindi and are gramatical in nature, have also not been given any place in Hindi Grammars.
Therefore, it is felt by the whole academic world that a comprehensive, reference, teaching grammar be prepared and a lexicon of contemporary Hindi use be compiled. For the organization of above projects and to begin with the teaching aspect, University has temporarily established Hindi Grammar Unit at Lucknow. To provide material for these projects this Hindi Grammar Unit has to collect a vast Corpora of written and as well as of spoken data of Hindi uses. These samples are to be gathered from all the Hindi speakers who are either Hindi mother-tongue speakers or non-Hindi mother-tongue speakers. Corpora will be in computer readable form.

Hindi 'Language Discourse Writing'
A Journal of Mahatma Gandhi International Hindi University
One of the journals that Mahatma Gandhi International Hindi University plans to publish will be in English. The journal, to be called Hindi: Language, Discourse, Writing , will begin publication in January-February 2000 and will be a quarterly.
Why should a Hindi university publish a journal in the English language? Basically, for two reasons. One, English is the only Indian language, other than Hindi, that has the potential of being read by the largest number of people in the country in the coming years. Two, in the recent period English has rapidly emerged as an international language and has, as such, a truly global reach. For both these reasons, a literature that seeks to cross, in terms of readership and recognition, the boundaries defined by the language in which it is written has to appear, first, in English translation. One may add another reason to those mentioned above. In the past 15 years or so, Indian writing in English, due to the (essentially non-linguistic) advantages that the English language enjoys over the other Indian languages, has come to be seen as probably the only significant writing being done in the country. As a result, the non-Indian reader and critic (and this is by now a well-established fact) gets a skewed picture of the Indian literary scene. For a rectification of this picture and a proper assessment of the non-English literary writing in India in the contemporary period, juxtaposing it with what has been written during the same period in other languages, this writing needs to be translated into English.     Faculty T.K. Bhatia or staff The study of Hindi language, literature, and culture provides more than just competence in reading, writing, and speaking the language. Students in this program, which leads to an B.A. degree, also learn about Hindi literature, art, and journalism and, hence, about the people themselves. Through courses in other departments, students may also investigate the religion, history, philosophy, anthropology, and political science of India and South Asia. Students are admitted to the program through departmental approval and should consult the program coordinator about their programs as early as possible. Early consultation is particularly important for students with little or no preparation in Hindi so they may be sure to satisfy prerequisites and requirements within four years. Hindi is the integral part of the South Asia Center and the Maxwell School. The center is one of the six nationally recognized centers funded by the U.S. Department of Education.     Hindi-Urdu is the third most widely spoken language in the world. It belongs to the Indo-Aryan group of languages, a subset of Indo-European.
    Some history:
    The Hindi Language At Cornell
    There are three levels of Hindi-Urdu instruction at Cornell. The first level is split into two streams. The 101-102 sequence is intended for true beginners, students with no prior exposure to the languages. The 109-110 sequence is an accelerated course intended for students with various degrees of prior oral and/or aural exposure to the languages, but very little or no formal education in them. Both streams continue on to 201-202 and 301-302. Students with prior exposure to Hindi-Urdu should consult the instructor or take a placement exam to determine what level they should start in.
    Cornell Area Program Affiliation: South Asia Program
    The South Asia Program coordinates teaching, research, and campus activities focusing on the Indian subcontinent, which comprises the modern nations of Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Since 1985, Cornell has been in consortium with Syracuse University as a National Resource Center for South Asia. The Program attracts students engaged in regional history and the social sciences, and students are well known for their research on questions concerning the environment, rural inequality and agrarian change, labor market dynamics, economic liberalization, social movements and questions of governance. Through a weekly seminar series, yearly workshops and cultural events, students, faculty and invited speakers exchange ideas, research experiences and on-going research.

    The design and implementation of computer systems that can cover the whole range of human-human like interaction by using faces and voices is one of the challenging objectives of the Speech Group at the India Research Lab. The group aims to build state-of-the-art speech recognition systems for Indian languages and improve the existing speech recognition techniques for them to be more useful in the real world by making them more robust to ambient noise. Speech recognition technologies can be a vital step in bringing the Information Technology world to the Indian masses. Using such a convenient means of rendering information to/from the machine would mean that the end user need not be computer literate and still use the power that the IT industry brings to the society. At the IBM India Research Lab, we endeavor to bring the ease-of-use of the IT power to the masses by providing solutions in the domain of Audio-Visual Speech Research.     The following is an excerpt from the Introduction to Afroz Taj's book Urdu Through Hindi: Nastaliq With the Help of Devanagari (New Delhi: Rangmahal Press, 1997) South Asia is an area of enormous linguistic diversity. As one travels from town to town, or from region to region, accents change, dialects change, and languages change. The dividing lines between languages are often not clear, being blurred by a proliferation of overlapping and interlacing dialects. Even on the same street one can find very different "languages": the engineering student will speak differently from the poet, the servant will speak differently from the priest. What then defines a language? What makes a language unique? Its writing system? Its vocabulary? Or its grammatical structure? We should not make the mistake of confusing a language with its writing system. Often, unrelated languages share a common writing system, while any language can be transcribed into a new writing system without affecting its basic sounds and structure. Indeed most of the world's languages borrowed their writing systems from somebody else. For example, English, French, and Spanish borrowed their writing systems from Latin. The Latin alphabet was in turn derived from the Greek alphabet. Japanese adopted the Chinese word-characters. Both Indonesian and Turkish switched from the Arabic to the Roman writing system early in the Twentieth Century without being otherwise changed significantly. English can be written in Morse Code, Braille, binary computer code, or even in the Hindi writing system and it still remains English.

    A BRIEF HISTORY OF LANGUAGE TECHNOLOGY
    RESEARCH AT I.I.T.KANPUR
    The work started on optical character recognition (R.M.K. Sinha and H.N. Mahabala), and on developing keyboarding and coding schemes (P.V.H.L.Narasimham, V.Rajaraman and B.Prasada; R.M.K. Sinha and H.N.Mahabala). However due to the exorbitant cost of the computers which could be afforded only by a few in those days, these remained more or less an academic exercise. With the advent of microprocessors in mid seventies, it became economically viable, to translate some of these ideas into a stand-alone Indian language terminal design (R.M.K. Sinha and Arjun Raman). A number of B.Tech and M.Tech project work were devoted to this.
    In 1992, UNESCO and UNDP sponsored the Second Regional Workshop on Computer Processing of Asian Languages (CPAL-2) at IIT Kanpur under the Chairmanship of Prof. R.M.K. Sinha. (The first CPAL was held at Asian Institute of Technology, Bangkok in 1989.) This workshop was attended by several international experts and a a set of recommendations on current issues were generated out of the panel discussions which were submitted to UNESCO.
    In 1993 IITK designed and developed a Machine Aided Translation system for translation from English to Indian Languages under the leadership of Professor R.M.K. Sinha with support from MHRD funds. This system was named as ANGLABHARTI and the underlying methodology named as ANGLABHARTI Technology or ANGLABHARTI Approach.
