Idaho Overview The development of Idaho's communications infrastructure varies greatly among regions. Some areas are equipped with state-of-the-art fiber optic wiring and use advanced information technology applications for education, business, and health care. Other locations, particularly rural areas, do not even have adequate telephone service. Most of the state has an intermediate level of service. In 1992 the governor's office released Telecom '92: Connecting Idaho to the Future, a telecommunications strategy and planning report commissioned by the governor and produced by a team of legislators, policy experts, public sector representatives, and private sector advocates. The report assessed Idaho's telecommunications status and outlined strategies for action in five areas: information policy, government accessibility, telecommunications governance, universal service and public infrastructure, and education, health, and public safety. Appendix F School Networking Resources Northwest Educational Technology Consortium The Northwest Educational Technology Consortium (NETC) is operated out of the Northwest Regional Educational Laboratory (NWREL) and is one of six federally funded Regional Technology in Education Consortia (R*TEC). The national program was established in the fall of 1995 to help states, local educational agencies, teachers, school library and media personnel, administrators, and other education entities successfully integrate technologies in K-12 classrooms, library media centers, and other educational settings, including adult literacy centers and teacher education programs. The members of the Northwest consortium include the six state education agencies of Alaska, Idaho, Montana, Oregon, Washington, and Wyoming, the Educational Service District 101 (based in Spokane, Washington), and NWREL as the lead grantee. I want to thank the department officials who attended and a special thanks to all those who were there and commented. Clearly, those who attended were passionate about the Big Lost River Valley, Copper Basin and the Pahsimeroi Valley. In my column this week I will attempt to reiterate all the concerns that were expressed and summarize what I believe were the main points, including suggestions and alternatives that address those concerns. I will be asking the department to make available more opportunities for official public comment. I want them to look at a range of alternatives that make the proposed loop smaller in size and scope. I will ask them to consider the negative impact on wildlife values.Most people at the meeting would like to see the entire proposal dropped. They believe the peace and quiet and solitude offered to hikers, mountain bikers, picnickers and hunters and fishers would be compromised by the importation of hundreds of off-road vehicles and resultant dust and noise they produce. The majority of people believe the trail is incompatible with these other values.
