Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    General Information about our Driver Education Program
    • No school credit is given. We can issue a duplicate certificate of completion to students and/or their parents or guardians if needed for insurance purposes. The program will meet the minimum number of hours required by the Idaho State Department of Education. The program includes fully qualified instructors, state approved textbooks, safety equipped automobiles including dual brakes, and INSURANCE COVERAGE while students are in the program. All rules and regulations of the schools during the regular school year will be enforced. These regulations include, but are not limited to, improper language, alcohol, tobacco, drugs, defacing property, and the NO TOLERANCE policy, adopted by the School Board, regarding weapons, etc. In the State of Idaho and City of Boise the student driver is responsible for any citation incurred during the course. Proven negligence on the part of the instructor would be an exception. Students are REQUIRED to be in attendance and on time EVERY DAY classes are scheduled. There is a minimum of 30 hours of classroom, 6 hours of driving and 12 hours of observation to be completed to meet requirements of the State and the District to pass the course. A make-up fee of $25.00 an hour will be charged for any class missed due to a tardy or absence.

I have long believed that the responsibility for educating our youth should be based with parents, teachers, and local school officials. I think Idaho parents and local school boards not Washington bureaucrats ought to decide what our children should be taught and how our education dollars should be spent. Accordingly, I have supported legislation that would return education funding to the states. While there may be a role for the federal government to play in education, it must be kept minimal. I believe this is necessary to ensure a positive and engaging educational experience for the young people of America. While college is not for everyone, those who choose to attend should have reasonable access to financial aid, whether that be through grants, scholarships, or loans. I have supported measures in the past which opened the door to more aid for students by eliminating the consideration of family assets such as home, farm, and small business equity in calculating the level of need. This has helped students from middle income families, not in a position to liquidate such assets, to provide for their children's college education.

    Since Idaho Rural Partnership (IRP) began operating under Executive Order from the Governor in 1991, its mission has been to join diverse public and private resources in innovative collaborations that strengthen communities and improve life in rural Idaho. IRP is widely known and valued in Idaho as an accessible organization that makes local problems a priority, while working hard to develop innovative system-wide solutions that combine the knowledge of local communities with the resources offered by technology; experienced organizations; and state, federal, and private funders. IRP has a diverse Board of Directors and membership that includes all rural perspectives and serves as an informational conduit between local communities and organizations. Recognized as a safe place to resolve conflicts and work through challenges, IRP has built its reputation on bringing together likely and unlikely partners to create and maintain opportunity.     I. FINDING AN EDUCATION JOB IN IDAHO Each Idaho school district advertises its own vacancies and maintains its own employment procedures. District vacancies are often listed with college or university placement centers or with the Idaho Department of Employment. Questions about openings and salaries should be addressed to school districts. IDAHO TEACHER PLACEMENT CENTERS II. BECOMING CERTIFIED IN IDAHO All applicants for Idaho professional education credentials must:
  • be at least eighteen years old;
  • have completed specific minimum requirements of college training, depending on the credential to be held; and
  • meet standards in effect at the time of application. RECENT CREDIT REQUIREMENT (NON-EDUCATIONAL REQUIREMENT) An initial Idaho credential can be held only if applicants have completed six semester credit hours (or nine quarter hours) in the last five calendar years. Official transcripts verifying the credit must be provided with the application. Coursework may be in any area and at any level except remedial courses. INTERSTATE CERTIFICATION COMPACT If applicants have completed a teacher training program in the following states within the last five calendar years or have taught three of the last seven years in one of these states, provisions of the Interstate Certification Compact (ICC) may apply. The ICC covers only elementary and secondary classroom teachers. The Idaho requirement of recent credit must have been completed for the ICC terms to be in effect in Idaho. Idaho educators may expect reciprocity in any of the states listed below, provided any non-educational requirements of the other state(s) have been met. The ICC states are: Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Montana, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Washington D.C. and Puerto Rico.
