Adopted June 13, 2000 SPONSORS: Governors Owens and Hull A. BACKGROUND 1. As Western state economies transform themselves and demand an ever-increasingly skilled workforce, it is imperative that public schools be able to respond quickly to ensure students receive an education that prepares them to succeed. Federal education programs should address the unique needs of individual states to offer an education best suited to the demands of the modern economy. 2. Federal education programs need to be more results-oriented, holding states accountable for outcomes are children safer, healthier and better educated rather than focus on process-oriented accountability. 3. States receive federal education funding through multiple funding streams that sometimes make it difficult for states to combine, redirect and target federal education funds where they will have the greatest impact on student achievement and safety. In response to concerns about federal regulations, Congress in 1999 expanded the Ed-Flex option to give all states a greater ability to apply for waivers from some federal education regulations. While a welcome step in the right direction, Ed-Flex includes only a limited number of federal education programs, and does little to reduce the bureaucratic reporting burdens faced by schools and states.

E-mail Site Map *On April 21, 1999, Senator Crapo voted in favor of the conference report to accompany H.R. 800, the Education Flexibility Partnership Act, which expanded eligibility for participation in the Education Flexibility (Ed-Flex) Program to all fifty states (currently only twelve states are eligible), beginning in FY 1999. Under the program, states are allowed to exempt local education agencies from certain federal regulations, provided they also waive comparable state regulations, and in return those local agencies are held accountable for increasing student performance. This bill was signed into law by President Clinton on April 29, 1999 (P.L. 106-25). See press release of March 11, 1999. (P.L. 106-25) Fall 1999- Senator Crapo provided an insert to the Idaho Education Association (IEA) newsletter entitled 'Speaking Out on Education.' This was the first time such an insert had been used to reach the IEA's 11,000 members, fulfilling a pledge made by the Senator to maintain open communications with IEA members. 09/03/1999, Senator Crapo visited the Bingham County Day Treatment Facility at Ridge Crest Elementary School in Blackfoot. He met with students, teachers, representatives of the Blackfoot, Snake River, Firth, and Shelley school districts, as well as leaders of the Idaho Education Association, Idaho Parents Unlimited, and the Idaho Department of Health and Welfare. The Blackfoot school runs a unique, innovative classroom setting where special education students are integrated into a traditional learning environment. See press release of September 1, 1999.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Contact Us/Refuge Map/Directions Environmental Education Environmental education is an integral part of the public use program at Deer Flat National Wildlife Refuge. The refuge staff is ready to assist you before, during and after your visit to the Deer Flat Visitor Center. Deer Flat National Wildlife Refuge Visitor Center is open to school groups during normal office hours, with presentations available on a reservation basis. Refuge personnel can provide a brief introduction and orientation to the refuge, or some other presentation based on a topic of your choosing. These short talks usually last 20-30 minutes in length. Then you are free to do your planned activities. Currently the refuge staff does not conduct guided tours or lead outside activities. If we can be of any further assistance with planning your environmental education field trips, feel free to give us a call!
