    North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

    Charter Schools: A State
    Legislative Update*
    Charter School Legislation. Charter schools are a growing phenomenon in American education. The first charter school law was passed in Minnesota in 1991; the second, by California in 1992. By June 1998, 33 states and the District of Columbia had passed charter school legislation. (See Figures 1 and 2.) Four of these states (Idaho, Missouri, Virginia and Utah) passed charter school laws during the 1997-98 legislative session. Puerto Rico also has charter school legislation. The purpose of this legislative update is to provide information on the four states that enacted charter school laws during the 1998 legislative session, as well as to provide information on legislative changes occurring in other states with charter school legislation. The report updates information in A National Study of Charter Schools (1998), which provides details on charter school legislation passed through the 1997 legislative session.

    Licensure/Certification Licensure/Certification requirements vary from state to state. Additionally, some states offer alternative or provisional licensure. In general, it is best to complete a licensure program at one of the institutions in the state where you intend to teach. This typically reduces the bureaucratic overhead involved in getting the state teaching license you seek. Additionally, not all states offer clear reciprocity for licenses earned in other states, so additional requirements may need to be addressed when an individual chooses to teach in a state other than the one they were licensed in. Something else to consider when choosing a licensure/certification program is that each institution has their own requirements designed to address the state requirements. In other words, licensure programs may differ in length based on the school you wish to attend. Some steps to get you going include: 1.     Idaho’s MOST Recognized Among Nation’s Magnificent Seven
    On Tuesday, August 15th, Dr. Ed Crowe of the U. S. Department of Education announced the award of a three-year, $555,741 federal grant to the Idaho State Board of Education to strengthen Idaho’s statewide system of teaching policy, practices and education. The grant was awarded through the Title II Teacher Quality Enhancement Programs, designed to assist states to make lasting changes to recruit, prepare, license and support teachers. The funds from this Title II grant will be utilized to further the progress all ready started through Idaho’s MOST M aximizing O pportunities for S T eachers), the Idaho State Board of Education’s teaching initiative that aims to provide Idaho’s students access to competent, caring, qualified teaching in schools organized for success.

By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.
