    ILLINOIS BANK EXAMINERS' EDUCATION FOUNDATION
    INVESTMENT POLICY
    RESOLVED, that funds held by the Board of Trustees ("Board") of the Illinois Bank Examiners' Education Foundation ("IBEEF") shall, at the time of the initial investment or any renewal thereof, be invested in accordance with the following principles and guidelines: 1. Funds shall be invested only in state chartered banks, (“Depository Institution”) the main premises or office of which is located within the State of Illinois, and which are rated in the top 2 categories assigned to a state bank by the Commissioner of Banks and Real Estate based upon a composite evaluation of the following six individual performance components: Capital Asset Quality; Management; Earnings; Liquidity; and Sensitivity to Market Risk; and 2. Funds shall be invested so that principal shall be preserved at all times. The Board prefers that no investment account exceed the amount of FDIC insurance. If, however, it is determined to make a deposit with any Depository Institution that exceeds FDIC insurance, such deposit shall be collateralized in accordance with Section 11 of the Deposit of State Moneys Act, [15 ILCS 520/11]), and the value of such securities pledged shall at all times equal or exceed the amount of the deposit that exceeds FDIC insurance; and

    January 31, 2001 RYAN DECLARES ILLINOIS A STRONG STATE; URGES CHANGES TO MAKE STATE GOVERNMENT MORE ACCOUNTABLE, EFFICIENT SPRINGFIELD Governor George H. Ryan today said the State of Illinois and its people are "strong, confident and ready to face the future" in 2001. In his annual State of the State address to a joint session of the General Assembly, Ryan said state government in the last two years has vastly improved education and social services, expanded economic opportunity, rebuilt a crumbling statewide infrastructure, strengthened public safety and kept the state on a sound financial footing. "The state of our State is strong," Ryan said. "Through better cooperation, more hard work and an on-going dedication to our neighbors in every part of this state, we - together - will continue to build a 'New Illinois.'" The governor re-committed himself to bipartisan cooperation with the legislature and Illinoisans in every part of the state, a hallmark of the first two years of his administration that has led to a vast array of accomplishments.     100 YEARS AGO The National Congress of Mothers was formed in Washington, DC in February 1897. Now known as the National Congress of Parents and Teachers, the National PTA is the largest volunteer child advocacy organization in the United States serving 54 states and territories and over six million members. The founding of the National PTA is celebrated every year on February 17. On may 30, 1900, the Illinois Congress of Parents and Teachers was formed in Evanston. As the fourth state branch to become organized, the Illinois PTA has grown to over 200,000 members.

    The Daily Illini The Champaign-Urbana Charter School Initiative took another step Tuesday toward the approval of the charter school that could open in September 2002. Shayne Aldridge, an attorney who represents the charter school initiative, explained the legal proceedings involved in approving the school at a study session of the Urbana Board of Education. The school, if opened, would mark the first case in Illinois of a third party group successfully initiating the collaboration of two school districts in a single charter school, Aldridge said. "You're on the cutting edge of education," he told the board. " ... You have a unique opportunity that I hope you're able to pursue." He also said that both the Champaign and Urbana boards of education, in addition to the Illinois State Board of Education, must approve the charter before the school can be opened as proposed. A joint meeting of the two school boards, tentatively scheduled for Oct. 1, will give the charter school group a chance to formally present their proposal, Aldridge said at the study session. Within 45 days of that meeting, the two boards and the charter school initiative must hold a public hearing to address any questions from the public or the board members. After the hearing, each board of education will have 30 days to either approve or reject the charter.

    Illinois has been rated as the best state for higher education, according to a national report's average as calculated by the Illinois State Board of Higher Education.
    The board calculated the average from a recent report issued by the National Center for Public Policy and Higher Education, an independent not-for-profit organization in Washington, D.C.
    The State Board of Higher Education calculated that the state received an average grade of 88.5 percent, the highest average in the nation.
    "This record is a fine tribute to our colleges and universities, but it also is a testament to the leadership of our state boards, the General Assembly and this administration," Gov. George Ryan said in a statement concerning Illinois' high grades.
    Illinois received A's for preparation, participation and affordability; however, it received a B- in benefits and a C+ in completion rates.
