Additional Information Alabama Regulatory Orders Following the recommendations in Interim Report No.1, the PSC scheduled hearings to address two key issues: whether electric power industry restructuring for competition is in the best interests of the consumers in Alabama and the regulatory authority of the PSC in a market-based system. Final comments were filed in response to the PSC June 1998 Order soliciting comments on electric utility industry restructuring. As a result, Interim Report No. 1 was issued by the Task Force in September 1999.

    Why do we study ground water?
    Ground water is an important source of water supply in Illinois. About 2.5 million people in Illinois are supplied from ground-water resources. Total ground-water withdrawls in the State was approximately 953 million gallons per day in 1995. Ground-water withdrawals account for about 21 percent of the total water withdrawn for public-water supplies in Illinois. Tens of thousands of persons in the State rely on ground water from residential wells as their sole source of water. The largest amount of ground-water withdrawls is in the northern one-third of the State where large supplies of potable water are available in aquifers that range in depth from about 10 feet to about 1,500 feet. Ground-water quality is a major concern in Illinois. Water-quality degradation or contamination results from point and nonpoint sources throughout the State. In many industrialized parts of the State, including the metropolitan areas of Chicago, Rockford, and St. Louis, ground water in aquifers in the glacial deposits and bedrock has been degraded by improperly contained or disposed chemicals. In many agricultural areas, the quality of ground water in the underlying shallow aquifers has been degraded by the routine application of agricultural chemicals. Surface-water quality has been degraded in some areas because of the influx of contaminated ground water.

    INTRODUCTION
    The Center for the Study of Federalism (CSF), founded in 1967, is an interdisciplinary research, educational and service institute dedicated to the study of federal principles, institutions and processes as practical means of organizing political power in a free society. By initiating, sponsoring and conducting research and educational programs, the Center seeks to increase and disseminate knowledge of federal systems the American and others and federalism in general, and to develop specialists in the growing field of intergovernmental relations. The Center for the Study of Federalism is one of the preeminent institutions of its kind in the world examining questions of federalism and intergovernmental relations. CSF undertakes a number of research and educational programs. The Center undertakes comparative studies of federalism and related problems, critically examines the idea of federalism in both its theoretical and practical dimensions and disseminates the results of its work. The Center conducts lectures, seminars, conferences and institutes/workshops to stimulate knowledgeable discussion about the problems and prospects of federalism and American political life in general. The Center has an extensive publications program in both comparative and American federalism as well as covenant and civil society.

    FOOD INSECURITY AND HUNGER IN THE WAKE OF WELFARE REFORM
    A number of recent studies highlight continuing unacceptable levels of hunger and "food insecurity" in the wake of welfare reform. Even as many families move off assistance and into the workforce, low wages and unstable employment leave many of them without adequate access to food. At the same time, emergency food providers report continued long lines and requests for food, particularly among working families and households with children. The following are key food insecurity/hunger findings from recent welfare reform and emergency food studies. While some of these data are from 1997 before federal welfare law was fully implemented, they reflect both the beginning of implementation and, in a number of states, fuller implementation of work demonstration projects that were approved before 1996. National/Multi-State Studies of Hunger/Food Security The Urban Institute's "Snapshots of America's Families," In a 1997 study of families no longer receiving TANF assistance in ten large states (California, Florida, Illinois, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, and Texas), 36 percent of families surveyed reported that their children were eating less or skipping meals due to cost.

    - Studies on Gambling Crime Casinos Linked To Organized Crime
    Anecdotal information and popular myth have perpetuated claims by gambling opponents that casinos are linked to increased crime rates in communities and organized crime. Nearly all recent publicly and privately funded studies, however, as well as the testimony of law enforcement agents from around the country, refute these claims. Little Documentation Research conducted by the National Opinion Research Center (NORC) at the University of Chicago for the federal National Gambling Impact Study Commission (NGISC) found that "... the casino effect is not statistically significant for any of the ... crime outcome measures." In its final report released in June 1999, the federal National Gambling Impact Study Commission (NGISC) noted that it had attempted to investigate the relationship between crime and legalized gaming through studies by the National Research Council and National Opinion Research Center (NORC) at the University of Chicago. These studies concluded that 'insufficient data exists to quantify or define that relationship.' A further examination by the General Accounting Office confirmed the NGISC findings. A March 2000 report by the Public Sector Gaming Study Commission, a nonpartisan organization of state legislators who chair or are members of legislative committees responsible for gaming in their states, said: '...
