Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

But the good news is that there is plenty of research data, management information and financial assistance facts, which will be showcased at the Livestock Manure Management Conference this coming March in Bloomington. This conference, sponsored by the University of Illinois Department of Agricultural Engineering, will help producers grapple with the new regulations, as well as address an array of concerns faced by livestock producers in the state of Illinois.     Residency Status Regulations In-state and out-of-state tuition is assessed based on the following regulations. All questions related to residency may be directed to the Office of the Registrar, Sherman Hall 110, telephone 309/298-1891.
    1. Definitions
    For purposes of this regulation, the following definitions pertain:
    a. An "adult student" is a student who is 18 or more years of age.
    b. A "minor student" is a student who is less than 18 years of age.
    c. An "emancipated minor student" is a completely self-supporting student who is less than 18 years of age. Marriage or active military service shall be regarded as effecting the emancipation of minors, whether male or female, for the purposes of this regulation.
    d. "Residence" means legal domicile. Voter registration, filing tax returns, proper license and registration for driving or ownership of a vehicle, and other such transactions may verify intent of residence in a state. Neither length of university attendance nor continued presence in the University community during vacation periods shall be construed to be proof of Illinois residence. Expect as otherwise provided in this regulation, no parent or legal or natural guardian will be considered a resident unless the parent or guardian maintains a bone fide and permanent residence in Illinois, expect when temporarily absent from Illinois, with no intention of changing his or her legal residence to some other state or country.

    • In the Federal case of TH v. Bd. Ed. Palatine (Illinois) the courts held that the home program was appropriate for the student with disabilites. The District's program was not adequate to provide an appropriate education for him. In the Attorney General opinion, link is below, the Attorney General opined that it was legal to home school children with disabilities. Local School Districts are not required to give an IEP or supply a child in private school the same education he or she would get if enrolled in the public school however, the School must seek out the child and enter into a service plan to supply some services.

    Who We Are
    The Family Resource Center on Disabilities (FRCD) was a pioneer as a coalition that covered all disabilities. FRCD was formerly known as the Coordinating Council for Handicapped Children. FRCD was organized in 1969 by parents, professionals, and volunteers who sought to improve services for all children with disabilities. A new Illinois law mandating the education of all children with disabilities by 1969 was the original impetus for their coming together - to inform and activate parents on their newly won rights. New legislation - P.L. 94-142 in 1975; P.L. 99-457 in 1986; P.L. 101-476 (IDEA) in 1990; P.L.101-336 ( ADA ) in 1990; and P.L. 105-17, ( IDEA Amendments ) in 1997; - intensified the Center's efforts to educate and train parents, professionals, and volunteers. In 1976, the Family Resource Center on Disabilities (FRCD) became one of five pilot programs to operate a parent center funded by the U.S. Department of Education, Office of Special Education Programs (then known as the Bureau of Education for the Handicapped). Today, there are approximately 80 federally funded Parent Centers throughout the United States.

    State Improvement Grant Applications Funded in 2000 Illinois Abstract Basic Information Improvement Strategies Return to Main Page Illinois Abstract or Conceptual Framework for State Systemic Change Illinois is committed to improved performance for all students. This grant proposal is dedicated to improving success for Illinois children and youth with disabilities. It represents a partnership among the Illinois State Board of Education, public school entities, parent and professional organizations, and higher education, with the ultimate aim being student success. School improvement, standards-based learning, and teacher quality are all critical components for Illinois student achievement. School improvement plans are an ongoing requirement for Illinois schools. The Illinois Learning Standards , applicable to all students, were adopted in 1997. The Illinois teacher certification system has changed recently so that new laws require significant reform in the way teachers are initially prepared and continuing professional development occurs. Concomitantly, school administrators face critical shortages of special education teachers and related services personnel and have many staff with temporary approvals.
