Organizations Supporting Staff Development:
Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.

Vision: The teachers and staff at BES will learn and update their computer literacy skills in programs offered at their job and background levels. A cadre of technology mentors will assist in encouraging staff members in their learning endeavors. Both formal in-service days and informal peer to peer learning will continue. Current Situation: Our school board and administration are behind the technology movement. Every staff member has at his/her workstation, a computer with inter-building and district e-mail via a program called Snap Mail. All staff personnel, from administrators to custodians and bus drivers, make good use of this service. There are two (2) computer labs at BES for the use of the students, staff and the community. Each year there are four days allotted for staff development. Staff members have a choice of programs to attend. Technology always has been offered as a choice. A tech-mentor cadre helps any staff person with tech problems, resources and ideas. Many informal sessions are held before and after school on a peer to peer or learn alike group basis. At present each staff member is entering into a district data base, the skills he/she has mastered and his/her individual areas of growth intent.

Illinois Statewide School Management Alliance ALLIANCE LEGISLATIVE REPORT (92-44) SCHOOL DISTRICTS LOSE UNDER GOVERNOR'S PLAN In Governor George Ryan's Budget Address last week, he proposed consolidating about 20 separate grant programs and rolling those funds into the general State aid formula. The intent was to give school districts greater flexibility over how education funds are spent and would have boosted the per pupil foundation level to nearly $5,000. When the State Board of Education released the first printout results from this new formula Wednesday, many observers were shocked at what they saw. Though the foundation level was increased to $4,977, it seems that the overall appropriation would be less than school districts received last year. Statewide, the new formula would result in a net loss to school districts of $76.4 million. The State Board cautions that these numbers are estimated and that the printout numbers will likely change significantly. The categorical program figures were estimates based on previous years and final data for Equalized Assessed Value and Average Daily Attendance are not yet available.
