Features > Many states are taking steps to remedy the rising shortage of school librarians Kathy Ruhmann lives in a part of southern Illinois where you can't find another certified library media specialist even if you hunt for one. Despite a state mandate, Ruhmann is the only certified school librarian in her district of Sparta, a rural town with five schools and about 1,800 students. She's convinced that an aide will replace her once she retires from the Sparta Lincoln Middle School. After all, that's what happened to two of her colleagues almost a decade ago. Now two aides without teaching degrees staff the town's primary and high schools. Ruhmann, who's been a school librarian for 16 years, received her library certification from Southern Illinois University, but the program's no longer being offered. The only on-campus option is to drive 70 miles to Washington University in St. Louis or four hours to the University of Illinois at Urbana-Champaign. To create this national report on school library staffing, SLJ asked me to survey school library media officials in state libraries or education departments in all 50 states and the District of Columbia. All but 15 responded.

Marshall Community Unit School District C-2 is recognized as one of the outstanding school districts in the state of Illinois. What sets Marshall schools apart? Marshall schools provide a 'technologically rich" environment with an emphasis on problem solving and critical thinking. Marshall students continually rank well above state averages on achievement test scores. In 1994 Marshall was named one of the 14 model technology sites in Illinois. In 2000 the Ohana Foundation recognized Marshall as one of the top 3 technology districts in the state of Illinois. 1,460 students were enrolled for the 2000 - 2001 school year. About $5,039 is spent annually to educate each student. Marshall has one of the lowest education tax rates in the state of Illinois. Superintendent Russel Ross is a board member for the Illinois Association of School Administrators. In 1991 school board president Judy McConchie was named the top school board president in Illinois. Technology Coordinator Jim Pattenaude was the 1998 Technology Educator of the Year for Region 11.
