THE CERTIFICATION PROCESS IN ILLINOIS
Illinois has two means by which individuals may be certificated. All persons seeking a first certificate in Illinois must complete an approved teacher education program, either in Illinois or in another state. Through the approved program process, institutions which have certification programs approved by the State Teacher Certification Board define the courses which the candidate must complete in order to be certified at the grade level and subject of the candidate's interest. The institution recommends the candidate for the certificate upon the candidate's completion of the program requirements. The other means of certification in Illinois is by a transcript evaluation of credits to verify completion of the minimum requirements for the certificate. However, this route to certification for Early Childhood, Elementary, High School and Special certificates is open only to persons who are in one of the following categories: 1) They hold an Illinois teaching certificate and have teaching experience in Illinois public or private schools.

Submit a non-refundable fee to your Regional Office of Education . Please contact your regional office to determine who the fee should be made payable to, and the appropriate amount. Submit official transcripts from all colleges attended. Transcripts must bear the seal of the institution and the signature of the registrar.

    Advisor: Gabe Logan The Department of History's teacher certification program prepares individuals to serve as secondary educators in the state of Illinois. Admission to, and retention within, the program constitutes the department's acknowledgment of the candidate's potential as a successful teacher. Because of the desire to recommend for certification only the most promising educators, students pursuing certification must have both a strong academic record and a demonstrated desire and ability to facilitate learning. In addition, the student will follow a carefully constructed and monitored course of study. Students intending to become certified as social science teachers at the secondary level (grades 6-12) must consult with the social science certification office before beginning their program and are required to meet with the advisor at least once each semester. It is important to note that a teaching certificate is different from an academic degree. Admission to the certification program in social science, although usually associated with a degree program, is a process separate from, and independent of, any other status candidates may seek or possess in the university. Students may, in fact, enter our certification program without seeking a degree of any kind. However, in order to take courses at Northern Illinois University, students must establish some type of status. The options for students seeking certification in social science are as follows:

    Certification Requirements
    The Illinois teacher certification system has three tiers: (a) Initial License, (b) Standard License, and (c) Master Teacher Certificate. See the Minimum Requirements Booklet for complete details. To obtain the Initial License, candidates are required to graduate from an accredited teacher education program at one of the State's universities.Here you will find information about graduation from Illinois State University's nationally accredited Physics Teacher Education Program Teachers who hold the Initial License must progress to the Standard License after three years.

    A student who has already received one bachelor's degree from Illinois State University, or from another college or university accredited for baccalaureate degrees by the appropriate regional accrediting association, may receive Illinois teacher certification only. The student must apply for admission in a Second Bachelor's status or in a Graduate degree program, seeking certification only. Please note that students pursuing this option must meet the requirements for a teaching major and professional certification that are in effect at the time of admission to the program. There are no specified hour requirements beyond the granting of the first degree, nor are minimum senior college- level hours required.     OH WHAT A TANGLED WEB WE WEAVE.... ALL CURRENT TEACHERS AND STUDENTS TO BE AFFECTED BY CHANGES IN TEACHER CERTIFICATION:"PREDOMINATELY NON-CATEGORICAL"
    Near the end of the over 5-hour July 28, 2000, Illinois legislative hearing on special ed certification, the Illinois State Board of Education (ISBE) was forced to distribute a document detailing how its proposed changes in Special Education Teacher Certi-fication would drastically affect CURRENT teachers AND students. Current teachers "should receive the new LBS I designation when they attempt to renew their current certificates" with current categorical endorsements. "But those categorical endorsements should have NO meaning in terms of limiting the disability types [of students] holders of these new certificates may be required to service." So ANY CURRENT special ed teacher could be required to teach ("service") all students with emotional and behavioraldisorders, physical disabilities, autism, mental retardation,learning disabilities, other health impairments, or traumaticbrain injury.

    Illinois Teacher Certification Test Scores One hundred percent of the Augustana education students who took the Illinois Teacher Certification Tests last year passed the State’s basic skills exam as well as the State exams in eleven academic content areas. Test scores from the 70 Augustana students who completed certification requirements between July 1, 1999 and June 30, 2000 are included in the 100% pass rates. Due to 1998 amendments to the Higher Education Act, Federal law requires all public and private colleges and universities to share their pass rates and additional supplemental data with the public by April 9, 2001. Augustana’s 1999-2000 Illinois Teacher Certification Testing System report and supplemental data are available to the media and the public by calling the Augustana College education department at (309) 794-7259 during normal business hours. Aspiring Illinois teachers are required to take the State’s basic skills exam and the academic content area exam for the fields in which the student wishes to be certified. In our area, exams are held four times a year at Blackhawk College. During the 1999-2000 certification year, 70 Augustana students took the Illinois basic skills test and 69 of those students were also tested in academic content areas such as social science, chemistry, music, and elementary education. All of the Augustana students who were tested passed the State exams.
