    Welcome to the Social Security Appeals Tribunal Website.
    The SSAT is a statutory body established to review decisions made in relation to social security, education or training payments. The Tribunal can hear appeals against decisions by Centrelink (the agency that delivers social security and student assistance services on behalf of the Department of Family and Community Services (formerly the Department of Social Security) and the Department of Education, Training and Youth Affairs The Tribunal is also able to review some decisions made by officers of the Department of Veterans' Affairs . Full Details are given i n the SSAT Guide The Tribunal is completely independent of Centrelink and the departments. It has the power to change Centrelink and DVA decisions. The only requirement is that a decision must be reviewed by a Centrelink authorised review officer or a DVA Service Pension Review Officer (SPRO) before an appeal is made to the Tribunal.

    In Maryland, independent agencies are part of the executive branch of government. They are those offices, commissions, boards, departments, and other agencies of State government established by statute as independent units of government. Generally, the law creating an independent agency originates with the General Assembly, but occasionally an agency is formed pursuant to a mandate of the United States Congress. While statutorily distinct from principal departments of State government, independent agencies may receive budgetary or administrative support from them.     The National Council on Disability (NCD) is an independent federal agency making recommendations to the President and Congress on issues affecting 54 million Americans with disabilities. NCD is composed of 15 members appointed by the President and confirmed by the U.S. Senate. In its 1986 report Toward Independence , NCD first proposed that Congress should enact a civil rights law for people with disabilities. In 1990, the Americans with Disabilities Act was signed into law. NCD's overall purpose is to promote policies, programs, practices, and procedures that guarantee equal opportunity for all individuals with disabilities, regardless of the nature or severity of the disability; and to empower individuals with disabilities to achieve economic self-sufficiency, independent living, and inclusion and integration into all aspects of society. NCD is currently coordinating a multi-year study on the implementation and enforcement of the Americans with Disabilities Act and other civil rights laws. The multi-year study grew out of NCD's 1996 national policy summit, which was attended by more than 300 disability community leaders from diverse backgrounds who called upon NCD to work with federal agencies to develop strategies for greater enforcement of existing disability civil rights laws. In March 1999, NCD produced its first report
