Competition and Innovation In Indiana's Public Schools
The Indiana Chamber Position: The Chamber supports enactment of measures that would open up Indiana's public school monopoly to the competitive forces of traditional markets for the purpose of accelerating improvements in performance and responsiveness. The measures supported by the Chamber include, but are not limited to:
  • Practical methods to allow parental choice of the schools their children attend, both public and private.
  • Tax incentives/tax credits that encourage parents to invest in their children's' education by providing tutoring, remediation, instructional supplies, home technology and/or private school tuition.
  • Tax incentives/tax credits for businesses and other third-party entities to contribute to educational scholarships and educational foundations that assist parents with the cost of private school tuition and other educational services.
  • Tax Incentives/tax credits for donations to public and private schools.

Parke-Vermillion Education/Training Interlocal, Pam Butler Director The South Vermillion Community School Corporation encompasses the city of Clinton, Clinton Township, and Helt Township. The corporation is a 1961 consolidation of several smaller area schools and enrolls approximately 2000 students. The corporation is governed by a seven-member elected board and has over 285 professional employees. Administrative duties are carried out by the Superintendent, Assistant Superintendent, and principals. The corporation operates five schools and other facilities which in­clude the central office at 800 W. Wildcat Drive, a bus and maintenance facility at South Vermillion High School, a Vocational Building Trades facility, and various athletic facilities. South Vermillion also participates in a countywide alternative school program currently located in Newport, Indiana. A new and more centrally located facility for the alternative school is being planned for construction in 1999-2000. All corporation facilities are well maintained, and several renovations, as well as new construction, have occurred several times throughout the past thirty years. A new 6-8 middle school was opened in the fall of 1995 near the high school. Major renovations and additions will get underway in the spring of 2000 at Van Duyn and Ernie Pyle Elementary schools.

Two local alternative programs have won state recognition for serving students who couldn't thrive in a regular school setting.
Ensweiler Academy in Calumet Township and Porter County Career Center Alternative Programs in Valparaiso were among six statewide honored Tuesday by the Indiana Department of Education at an Alternative Education Conference in Indianapolis. State School Superintendent Suellen Reed called the programs "shining examples" of the department's goal of ensuring all students have opportunities to learn in a caring setting.
Ensweiler doesn't baby the nearly 75 students enrolled this year, in most cases because they'd run into trouble at their neighborhood schools, Principal William Beleslin said.
"We don't put up with anything," he said. "We're very strict."
Many thrive in the atmosphere, Beleslin said.

Two local alternative programs have won state recognition for serving students who couldn't thrive in a regular school setting.
Porter County Career Center in Valparaiso and Ensweiler Academy in Calumet Township were among six statewide honored Tuesday by the Indiana Department of Education at an Alternative Education Conference in Indianapolis. State School Superintendent Suellen Reed called the programs "shining examples" of the department's goal of ensuring all students have opportunities to learn in a caring setting.
The Porter County Career Center's alternative program serves about 140 students each year, Principal Kathy Spears said.
The program got the state's attention this year for providing students an after-school opportunity to make up lost credits they need to graduate.
After School Options has attracted about 70 students, some of whom had been expelled from high schools in participating districts of Valparaiso, Duneland, Portage Township, East Porter County, Union Township, Boone Township and Porter Township, Spears said.

The Muncie Community School Corporation is home to an exceptionally talented team of over 8,000 students and over 1,500 faculty and staff members. Our district has twelve elementary schools, two middle schools, two high schools, an alternative program, an area career center, and an adult-community education center. The corporation planetarium is located at Central High School. We also have an environmental learning center available for use by all students, faculty and staff members. About this Newsletter News and Events DOE Announces $1.5 Billion in Energy-Saving Contracts
DOE announced March 1st that it had awarded $1.5 billion in contracts to nine companies for energy saving improvements to U.S. federal facilities. The contracts apply to the Mid-Atlantic and Northeast regions of the country and include a range of technologies, from efficient lighting to renewable energy. These so-called Super Energy Saving Performance Contracts (Super ESPCs) cost the government little or nothing up front; instead, the contractors are paid a percentage of the energy savings. NASA to Save Millions Through New Energy-Saving Project
The National Aeronautic and Space Administration's (NASA) facilities in Houston will soon benefit from the largest project yet performed under a Super ESPC. Honeywell, Inc., will make an initial investment of about $20 million to install energy efficient lighting and compressed air systems, reduce water consumption, and improve air conditioning controls at the Houston facilities. The programs, from all across the state, will serve as models for other alternative education programs. Alternative education was developed to assist students in achieving educational success and personal growth by providing a positive learning environment. Like other states, Indiana has witnessed an increasing need for alternative schools. Recent research about the variety of ways in which people learn shows that one type of school environment is not appropriate for all students. Educational opportunities have become increasingly important as educators strive to meet the needs of all schoolchildren in Indiana. "Alternative schools provide a flexible, individualized atmosphere for at-risk students. These exemplary alternative school programs can serve as role models for all schools," said Dr. Reed.
