December 2002 Students on Boards of Education Resource Guide -First Edition- Compiled by the Campaign for Meaningful Student Involvement A program of The Freechild Project PO Box 6185 Olympia, WA 98507 www.freechild.org Description A multi-topic resource guide promoting Student Voice, Participation, Engagement, Involvement, and Representation on Local, District, Regional, and State Boards of Education. Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

Chapter 1. Organization of County Boards of Education
IC 20-2-1-1
Township trustees to constitute county board of education; meetings; powers and duties; funding
decisions as to the general conduct of the schools, which shall be enforced as entered upon the minutes recorded by the secretary of the board. It shall be the duty of the county board of education, through its treasurer, to receive from the state of Indiana, such sums of money as are provided and distributed from the state school tuition fund for teaching units, as provided by law, for those employed by the county board of education, and shall be deemed to fulfill all requirements of a school corporation for receiving such funds from the state school tuition fund. The county treasurer shall be ex officio treasurer of the county board of education, eligible to receive the distribution of funds from the state of Indiana, which funds shall be credited to the county revenue fund as a receipt against the estimated expenditures for the salaries of the school employees, for which distribution was made by the state.

About The Board
The Indiana Education Employment Relations Board administers the Certificated Educational Employee Bargaining Act, IC 20-7.5-1-1 , called by the courts "CEEBA." This law, passed by the 1973 General Assembly, provided for Indiana's certificated public school employees, mostly classroom teachers, the right to collective bargaining with their school employers, school boards, through a school employee organization which is selected by a majority of the teachers to be the exclusive bargaining representative. The IEERB was created to administer the CEEBA. The principal functions of the IEERB are:

State Action for Education Leadership Project
The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. To see a list of state contacts, please click here. Project management and support is provided through the Council of Chief State School Officers. The project is guided by a National Consortium comprised of the five state-based organizations whose members have primary responsibility for state education policy: the CCSSO, the National Conference of State Legislatures , the National Governors' Association , the National Association of State Boards of Education and the Education Commission of the States . In addition to enabling education leadership reforms in states receiving grants, the project benefits all states through research and findings produced and published by the National Consortium.

SAELP is the centerpiece of the Wallace-Reader's Digest Funds' national LEADERS Count initiative, a five-year, $150 million commitment to place quality leadership at the core of school reform. The objectives of LEADERS Count are to attract and place a broader pool of able candidates for school leadership, to strengthen the abilities of principals and superintendents to improve learning, and to create conditions that allow principals and superintendents to perform as effective leaders.

Veterinary Licenses expire on October 15 of odd numbered years. The next renewal date is OCTOBER 15, 2003. Continuing education is not required for the year in which the initial veterinary license was issued. Therefore, a person who was issued an original veterinary license between the date of October 15, 2001 and October 15, 2002 are only required to submit twenty (20) hours of continuing education. A person who is issued an original veterinary license after October 15, 2002 are not required to submit continuing education for the next renewal. Registered Veterinary Technicians are required to have completed sixteen (16) hours of continuing education acquired after January 1, 2002. Veterinary Technician Registrations expire on January 1 of even numbered years. The next renewal date is JANUARY 1, 2004.

    What Is The Indiana Small and Rural Schools Association?

    The Indiana Small and Rural Schools Association began as an outgrowth of the 1989 Spring conference on rural schooling sponsored by the Indiana Department of Education . The conference, which was originally intended as a one-time event, turned out to be extremely popular with those in attendance. (The conferees included representatives from small-town and rural districts all over Indiana.) They were eager to share concerns and problems that they felt are unique to their school districts. The most frequent comment on the conference evaluation forms was a desire for an ongoing forum that would permit small-town and rural schoolpeople to share ideas and information. That seed grew into the Indiana Small and Rural Schools Association. Return to top of page
