INDIANAPOLIS - The Northeast Indiana Special Education Cooperative
isn't the only planning district in Indiana struggling with how to educate
special needs students in the least restrictive environment appropriate, as
mandated by state and federal law. Methods of educating students are
continually evolving as schools find new and better ways to help those with
special needs, said Paul Ash, assistant director of special education for
things that are different. There are simply ways that were never thought of

    This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions:
    • Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate?
    There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

    updated:7.12.05 SPECIAL EDUCATION Individuals with Disabilities Education Act of 1990 (IDEA) is a federal law which guarantees all students with disabilities between the ages of 3 through 21 the right to a free appropriate public education designed to meet their individual needs. It also offers protection for the rights of students with disabilities and their parents/guardians or educational surrogate parents. The Indiana Special Education rules, known as Article 7, Rules 3-16, provide the legislative and department of education guidelines for implementing special education programs in Indiana, effective January 8, 1992. Article 7 regulates special education programs and related services provided by the public schools as well as the state operated and state supported programs. Greater Lafayette Area Special Services, better known as GLASS, is a special education cooperative sponsored by Lafayette School Corporation, Tippecanoe School Corporation, and West Lafayette Community School Corporation. General educators and special educators work together to implement the responsibilities of public schools defined in Article 7. Parents are also involved in every step of planning educational services for a student with a disability. Students who are eligible to receive special education services must be evaluated by a multidisciplinary evaluation team and, at a case conference, must be determined eligible based on one of the following eligibility categories:

    In 1994, along with her kindergarten classmates at Pleasant Ridge Elementary School in Charlestown, Indiana, six-year-old Amber Miller listened to "Goldilocks and the Three Bears." Then they looked at pictures of things that start with b , like bear and bowl. When the students joined in a rousing rendition of "The Wheels on the Bus," Amber rocked back and forth, a wide smile on her face. "There's no question that she loves being here," commented Connie Rhodes, her teacher.
    Amber, who is now in first grade, is like her classmates in many ways. However, there is something fundamentally different about her: She has cerebral palsy. Amber is considered mildly mentally handicapped, and it took a while for kids and teachers to understand the sounds she makes. She cannot walk and has trouble holding her head and upper body erect; a full-time aide carries Amber from her wheelchair to different areas of the classroom so that she is able to participate in various activities.
    Throughout the day, specialists come in to exercise Amber's muscles and improve her grip and neck control. A speech therapist helps her to speak more clearly. And Amber is thriving. "She's made more progress than I ever dreamed possible," says her mother, Sarah Miller. "Every day she comes home singing and smiling. It's a miracle."

Special Services Programs All disabled students between the ages of 3 and 15 who are the responsibility of School District 146 enjoy the rights and privileges equal to those of all other students in our district.     By Pamela Isaacson Staff writer Bryant Robinson is a typical 15-year-old. He loves playing video games and he dreams of becoming a Hollywood star. Among the things that make Bryant different is he's profoundly deaf and he doesn't realize that $1 isn't enough to rent a video game or a movie. For the past two years, Bryant has been caught in the middle of a battle between his mother, Tammy Winget, and Richmond Community Schools about the quality of his education. "I appreciate everything Richmond has done for my son with an interpreter but it isn't working anymore," Winget said. "It almost feels like a tug-of-war over your own child."

    What are Charter Schools?
    Charter schools are independent public schools, designed and operated by educators, parents, and community leaders. They are sponsored by designated local or state educational organizations that monitor their quality. Because they are free of traditional bureaucratic red-tape, charter schools typically focus on new and innovative approaches to teaching and management, specifically tailored to educational and community needs. The "charter" establishing each school is a performance contract. Therefore, charter schools must uphold the highest standards. Goals:
  • Accountability: Charter schools are held accountable for how well they educate children based upon the guidelines established in their charters. If they fail to meet their goals, whether fiscal, operational, or educational, they are closed.
  • Choice: Students choose to attend and teachers choose to teach at charter schools. This provides the charter school operators with an incentive to provide students and parents with the best educational environment. In addition, charter schools force regular public schools to provide equal or better services in order to retain students.
  • Flexibility: Each charter school is unique. They may be designed to best meet the needs of each state, each community, and each child.
