Teacher Choice Survey on Rules, Regulations and Mandates Introduction: Despite the ongoing debate over curriculum, school choice, and teacher compensation, one of the most important issues for teachers remains under-reported in the news media and by the national teacher unions: The growing number of rules, regulations and mandates imposed on the teaching community. While Congress and the legislative branch debate the impact of federal regulations on general education policy and local school districts, and a similar debate takes place in state legislative bodies, little has been discussed about the impact of these same regulations on direct teacher instruction in the classroom. Or perhaps it is because, in the rarified air of education debate, the views of teachers are simply perceived by too many policy-makers even teacher union leaders as being at the bottom of the food chain and, therefore, less consequential. In the next few months, AdTI will initiate a series of reports underscoring the impact of rules, regulations and mandates on classroom teaching. In doing so, we will be involving Members of Congress, state and district school superintendents, school board members, and executive branch leaders. But, to start, we thought it appropriate to "begin at the beginning" by asking the views of those on the front lines: The Classroom Teacher.

    The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    Wildlife and Waterfowl Feeding Policy Parks contain hazards that you or your family may not normally encounter. Please obey the following regulations while visiting the county parks to make your visit an enjoyable and safe visit. A partial list of our regulations is as follows:
    • Alcoholic beverages are prohibited. Smoking is not permitted in park lodges. ATV's, snowmobiles and motorized trailbikes are prohibited on county park lands. Bicycles are prohibited on park hiking trails. Pets are permitted, but they must be leashed at all times. The leash may not exceed 6 feet in length. Fires are permitted only in grills or fire rings. Swimming is not permitted in park lakes or streams. Observe a reduced and safe driving speed. Fireworks are prohibited. Firearms are prohibited, except in areas designated for hunting. Hunters should obey all safety zones and game laws of the PA Game Commission.

    Section 1. Definitions
    (a) The definitions in this section apply throughout these guidelines.
    Section 2. General Principles
    (a) The objective of these guidelines is to provide guidance to assure the establishment of an educationally effective and economically efficient system of school facilities. Each proposed building project should reflect:
    (1) an effort to maximize the cost benefit of construction with functional, adequate, and structurally sound buildings;
    (2) a plan to eliminate temporary school facilities and temporary classrooms within permanent school facilities. (3) an attempt to remodel or renovate a school listed on the national register or state register or determined by DHPA as eligible for either register. (4) an investigation of alternative energy sources;
