http://web.indstate.edu/acns/tech-supp/docs/ccindsc.htm
Schools and Teachers Files Overview The Schools and Teachers Files consist of SCHOOLS, TEACHERS, CORP, ILLINOIS, and RIDENOUR. These files are primarily used to produce labels requested of ACNS (Data Entry) by other departments. However, the SCHOOLS, TEACHERS, and CORP files are a subset of a file provided by the Registrar's Office (RIDENOUR) that he now ftp's periodically (about once a year) from the Indiana Department of Education (Mike Huffman). The original master file has multiple records per teacher (one for each license) and is used by the Office of the Registrar to provide more complicated and more granular information when needed. (Note: At one time the Schools file was created from a separate Schools tape and no job currently exists to actually produce this file from the Teachers file.) In addition to the Indiana files, several years ago we were provided with a file of Illinois schools. We converted this file into a "regular" school subset file (ILLINOIS) and created a set of jobs to process the Illinois school file similar to the way the Indiana schools file is processed. The source of the original Illinois file is unknown, but can probably be researched. General Procedures
  • Maintenance of the master file

  • On a regular basis (usually annually) a new copy of the Indiana Teachers File is ftp'd (by the Registrar or someone at the Indiana DOE) to a server location. Then, the DOE file is post-processed through FOCUS programs to produce the SCHOOL, TEACHER, and CORP subset files.

The Indiana School Funding Symposium Summary is the result of a collaboration between NCREL, the Education Commission of the States (ECS), and key state policymakers in Indiana. The Indiana Education Policy Council was born out of this collaboration as a mechanism for achieving a common knowledge base and a neutral place to engage policymakers in nonpartisan dialogue around critical education issues. On June 22, 1998 the Indiana Education Policy Council held a statewide symposium to address the implications of alternative tax structures for Indiana's Schools. The Symposium Summary will give the reader two states' perspectives on school finance as well as a number of themes that emerged during the course of the day.

In addition, the Indiana Department of Education and the Indiana University Education Policy Center provided support for the Symposium which drew a broad range of concerned citizens. Legislators, state and local school board officials, school superintendents, university professors, representatives from the Governor's Office and the Citizen's Commission on Taxes, teachers, administrators, and concerned tax-payers participated in the discussion.

Current Issues in Drug Abuse Prevention
    Suspicionless Drug Testing in Schools
    by
    William J. Bailey, M.P.H., C.P.P.
Associate Professor of Applied Health Science and
Executive Director, Indiana Prevention Resource Center
Indiana University Ever since the U.S. Supreme Court ruled, in the Vernonia case, that public schools had the power to require students who participate in athletics and certain other activities to agree to be subject to random, suspicionless drug tests, a large number of schools in Indiana have adopted such policies. Although the courts ruled that such testing is legal and permissible, they did not make a determination that such testing is a good idea. In the 1990's, few single issues have raised as much controversy as has drug testing. In an attempt to stem the rapid rise in drug use by children and adolescents, and drug use in the workplace, parents, schools, and employers often have resorted to using chemical screening tests in an attempt to identify drug users. Invariably, those proposing drug testing have good intentions. However, most often they have unrealistic expectations about how such a testing program would work in practice.
Issues to keep in mind when considering a suspicionless testing policy include:
      • Pharmacologic Limitations of the Chosen Testing Technology
      • Probability of Identifying Users When Using Selected Sampling Protocol
These observations refer to suspicionless (random) drug testing of individuals whose personal actions have not raised any suspicion that they have been using drugs. Some of the observations may also apply to "for cause" tesing of individuals whose personal actions may have raised the suspicion that they have been using drugs.
