Indigenous Peoples in the Biodiversity Process Background for the 6th International Indigenous Forum on Biological Diversity (October 15-19 2001) held in preparation of the meeting of the Working Group on Access and Benefit Sharing (October 22.-26. 2001) established by COP 5 of the Convention on Biological Diversity (CBD).
Biodiversity – Neither "Resource" nor "Nature" but Process
The international debate on biodiversity takes a "crisis" as its point of departure: on the level of species as well as corresponding ecosystems, but also within species an irrevocable loss of biodiversity occurs which exceeds natural (evolutionary) processes.
Supported by commercial biotechnological interests, the problem of biodiversity loss is quickly reduced to a question of resource scarcity. Commercialization and privatization through exclusive patents and intellectual property rights are expected to minimize losses, create conservation incentives, standardize access and, above all, ensure the profitability of research investments.
Traditional conservation interests which marginalize cultural, social, and economic elements in their concepts of "nature" cannot contribute to a differentiated analysis of the question of biodiversity. On the contrary: An abstract opposition of nature and culture, cultivated not at last by euro-american environmentalists, continues to structure this conflict as well, heir to a history of colonial-romantic projections which took an interest in the "other" of civilization primarily to create a counter-image of socio-ecological integrity, frozen in a utopian timelessness.

Governor-General launches statistical report on the health and welfare of Australia's Indigenous peoples

The report The Health and Welfare of Australia's Aboriginal and Torres Strait Islander Peoples , which is a joint publication of the Australian Bureau of Statistics (ABS) and the Australian Institute of Health and Welfare (AIHW), was launched by the Governor-General, Sir William Deane, in Darwin TODAY Wednesday 2 April at 11:30am (12.00 Noon EST)
This first biennial report provides a comprehensive statistical overview, largely at the national level, and is primarily concerned with health and covers risk factors for poor health, health service issues, morbidity and mortality.
Selected findings from the report are as follows:
    Health

    • Indigenous Australians suffer a higher burden of illness and die at a younger age than non-Indigenous Australians, and this is true for almost every type of disease or condition for which information is available. In 1992-94, the life expectancy of Indigenous people in Western Australia, South Australia and the Northern Territory was about 15-20 years lower than for their non-Indigenous counterparts. Comparable figures are not available for other states.
    • The health disadvantage of Indigenous Australians begins early in life and continues throughout the life cycle. On average, Indigenous mothers give birth at a younger age than non-Indigenous mothers. In most States and Territories, their babies are about 2-3 times more likely to be of low birth weight and about 2-4 times more likely to die at birth than are babies born to non-Indigenous mothers.

Conservation in Indigenous and Tribal Territories:
Guiding Principles Draft: 23rd May 1995 The following text has been developed by the International Coordinating Committee of the International Alliance of Indigenous-Tribal Peoples of the Tropical Forests. It provides the basis for discussion at the next meeting of the contact group of the IUCN, WWF-International and the International Alliance which has the aim of agreeing joint principles guiding conservation in indigenous territories.
    Index

General Recognition of Rights Back to the index
    1. Indigenous and tribal peoples are the original and rightful owners of tropical forests. The survival of indigenous peoples is a fundamental prerequisite for the conservation of forests.
    2. Since indigenous and tribal peoples are often discriminated against and marginalised by national societies, conservation programmes in their territories will take special steps to observe their basic human rights as set out in international law. 3. All conservation policies directed to forests must be based on a recognition of indigenous and tribal peoples' rights. The basis for this is the indigenous right to self-determination and the right for indigenous and tribal peoples to control all activities which take place on their territories.

NativeWeb Mission Statement NativeWeb is an international, nonprofit, educational organization dedicated to using telecommunications including computer technology and the Internet to disseminate information from and about indigenous nations, peoples, and organizations around the world; to foster communication between native and non-native peoples; to conduct research involving indigenous peoples' usage of technology and the Internet; and to provide resources, mentoring, and services to facilitate indigenous peoples' use of this technology. About NativeWeb NativeWeb is a project of many people. Our vision touches ancient teachings and modern technology. Our purpose: to provide a cyber-place for Earth's indigenous peoples. As access to the Web grows and indigenous peoples reach out through cyber-space, NativeWeb will grow also. Through NativeWeb, indigenous people (and peoples) become visible to each other and themselves and organize actions in a multitude of local, national, and international institutions. The shape of indigenous social action changes as wider audiences are created and especially as the means of creating audiences become the means by which audiences become actors. From Chiapas to Nunavut and from Samiland to Thailand, indigenous communities widen, coalesce, and interact as they work, communicate, and organize via the Internet.

The NGO Committee on the United Nations International Decade of the World's Indigenous Peoples includes Indigenous Peoples, representatives of International Non-Governmental Organizations (NGOs) and Community-Based Organizations (CBOs). It is a Special Committee member of the Conference of Non-Governmental Organizations in Consultative Relationship with the United Nations (CONGO). The NGO Committee began its work on October 16, 1991, seeking to strengthen the effectiveness of the United Nations with regard to the 1993 United Nations International Year of the World's Indigenous Peoples. On December 8, 1994, the United Nations General Assembly launched the International Decade, and the NGO Committee transferred its mandate from the International Year to supporting the International Decade (1995-2004). With the launching of the International Decade, the United Nations has pledged to improve the situation of over 300 million Indigenous Peoples worldwide. The General Assembly resolutions have proposed to strengthen international cooperation in such areas as human rights, the environment, development, education, and health.

    • Provides the opportunity to research family and community links.
    • Enables individuals to gain an understanding of the historical
      background to contemporary Indigenous issues.
    • Provides valuable information for native title determination and
      other legal matters.
The Archives is the official repository for Queensland Government records which have been selected for permanent retention because of their continuing value. The records are located in our office in Brisbane and are available for public access free-of-charge in the Public Search Room. As government agencies have managed the affairs of Indigenous Australians over a long period of time, there is a significant amount of information that has been created and retained. To Top Getting Started You do not have to make an appointment. However, you should make sure that you have the appropriate access clearance (see below) before you arrive. You should also be aware that it will take time to search for and locate information.

Review of progress of working with indigenous peoples The development of European Union policy on Indigenous Peoples is relatively recent. The Agenda of the Development Cooperation Group of the Council held on 18 March 1997 mentioned for the very first time the issue ‘Indigenous Peoples’. At its meeting on 5 June 1997, the Development Council invited the European Commission to present a policy paper on EU development policy on indigenous peoples. Indigenous peoples were involved in the development of the European Commission Working Document of 11 May 1998 on support for Indigenous Peoples in the development co-operation of the Community and the Member States. This Document was rapidly followed on 30 November 1998 by the adoption of the Council Resolution on Indigenous Peoples within the Framework of the Development Cooperation of the Community and Members States which provides the main guidelines for support to indigenous peoples.
