The panel is requested to support the proposed methodology for the development of the ISB for the 2003 financial year and note the significant changes to be made following the conclusion of the current review of the education SSA (ESSA) by the government. KEY DECISION This report involves a key decision within ground(s) 3. Any decision made as a result of this report cannot be actioned until five working days have elapsed ie before 11 th October 2002. IMPLICATIONS: The incremental approach for the development of the ISB is designed to protect the real value of the individual formula elements used to distribute the ISB to schools. In recent years this methodology has resulted in negative growth being applied to the ISB to reflect the trend of falling rolls into reception classes. Financial: The full implications are unknown pending the national review of the Education SSA. This report is based upon the current methodology and the current cost base. The outcome will be considered during the 2003 budget review process.

Data about the plans of high school graduates were obtained from the Year-End School Indicator Report, a survey of Massachusetts public schools conducted by the Department of Education at the end of every school year. School officials report the number of graduating students by gender and race across nine categories of post-graduation plans.

    At its April meeting, the Yadkin County Board of Education recognized the following:
    • Nathanial Wasson, who accepted the Attendance Trophy for the sixth month of school on behalf of Boonville School for winning John Duty , a senior at Starmount, for being a finalist in the National Merit Scholarship competition.

The Governor's Report Card for each North Carolina School was released on February 18. Report Cards are a source of worthwhile information about our schools. Reports of Supplemental Disaggregated State, School System (LEA) and School Performance Data for 2000-2002 is now released on the NCDPI Web site. The North Carolina ABCs Report for 2001-2002 is now available . Forty-three percent of NC schools are Schools of Excellence or Schools of Distinction. Yadkin has 60% of its schools designated as Schools of Excellence or Schools of Distinction, considerable higher than the NC percentage! Our schools deserve our congratulations for their fine accomplishments.

    WHAT IS IT? School-based management (SBM) is a strategy to improve education by transferring significant decision-making authority from state and district offices to individual schools. SBM provides principals, teachers, students, and parents greater control over the education process by giving them responsibility for decisions about the budget, personnel, and the curriculum. Through the involvement of teachers, parents, and other community members in these key decisions, SBM can create more effective learning environments for children. WHAT ARE THE ADVANTAGES? According to the American Association of School Administrators (AASA), the National Association of Elementary School Principals (NAESP), the National Association of Secondary School Principals (NASSP), and other sources, school- based management can:
    • Allow competent individuals in the schools to make decisions that will improve learning;
    • Give the entire school community a voice in key decisions;
