The International Symposium on Cultural Diversity and Heritage was held on 18-21 December, 2000 by the sponsorship of the Agency for Cultural Affairs, Japan and the Tokyo National Research Institute of Cultural Properties. Participants from inside and outside of Japan discussed changing concepts of cultural heritage, various factors affecting cultures and heritage, such as recent developments in science and technology notably informatics and communication technology, rapidly changing life styles, and globalization in industries, trades and tourism. At the end of the Symposium Tokyo Declaration on Cultural Diversity and Heritage was adopted.

  • Globalization - the 'big idea' of the late twentieth century - lacks precise definition. More than this, it is in danger of becoming, if it has not already become, the cliché of our times. Nonetheless, the term globalization captures elements of a widespread perception that there is a broadening, deepening and speeding up of world-wide interconnectedness in all aspects of life, from the cultural to the criminal, the financial to the environmental. At issue appears to be 'a global shift'; that is, a world being moulded, by economic and technological forces, into a shared economic and political arena. Behind the rhetoric of globalization - rhetoric found in public as well as academic debate - lie three broad accounts of the nature and meaning of globalization today, referred to here as the hyperglobalist, the sceptical, and the transformationalist views.

Treasury bureaus involved in enforcing the counter-money laundering laws include the Financial Crimes Enforcement Network (FinCEN), Internal Revenue Service-Criminal Investigative Division (IRS-CI), the United States Customs Service (Customs), the United States Secret Service (USSS), the Bureau of Alcohol, Tobacco and Firearms (ATF), and the Executive Office of Asset Forfeiture (EOAF).
  • The IRS-CI investigates criminal and civil money laundering and currency reporting violations under the criminal and financial codes of Titles 18 and 31, and has primary investigative jurisdiction for money laundering crimes involving banks and other financial institutions. It shares investigative jurisdiction with several other federal law enforcement agencies of criminal money laundering violations. This authority is often shared with the federal law enforcement agency with the investigative authority over the predicate crime, if such crime is outside the investigative jurisdiction of IRS-CI.
